He is lead organizer of EPFL’s European MOOC Summit (6-7 June 2013; see slides below), and one of the world’s leading thinkers about the nature of MOOCs and learning analytics. He started his research on learning technologies in 1984, and conducts research on MOOCs, computer-supported collaborative learning & work, learning technologies, and human-computer interaction.
Michael Gaebel (European University Association, EUA, Belgium). Michael Gaebel is the Head of the Higher Education Policy Unit, which focuses on the Bologna Process, lifelong learning, internationalisation and global dialogue. When he first joined the EUA in 2006, he was in charge of developing EUA’s international strategy and global exchange and cooperation. Mr. Gaebel is in charge of the EUA’s task force on MOOCs. The EUA represents and supports over 860 higher education institutions in 47 countries, providing them with a unique forum to cooperate and keep abreast of the latest trends in higher education and research policies.

The goal of D-TRANSFORM (http://www.dtransform.eu/) is to implement a training program for leaders of European universities (presidents, vice-presidents) focusing on the major role played by digital technologies and Open Educational Resources (OER) in the necessary transformation of their institutions. The premise is that e-education (digital pedagogy and training) can become a strategic tool for European universities, enabling them to be pedagogically more effective, more cost-effective, more attractive and able to meet the needs of the professional world with regard to youth training and life-long learning.
This webinar focused on a comparative survey between Spain, France, Italy and the United Kingdom on public digital policies and Dr. Szucs presented an overview on the business models for opening up education – Sustainability of MOOCs, OER and related online education approaches in higher education in Europe. The presentation also aimed to answer the question of whether Open Educational Resources are a lever for digital transition of higher education.

The European Open Science Cloud: just what is it?Carole Goble
Presented at Jisc and CNI leaders conference 2018, 2 July 2018, Oxford, UK (https://www.jisc.ac.uk/events/jisc-and-cni-leaders-conference-02-jul-2018). The European Open Science Cloud. What exactly is it? In principle it is conceived as a virtual environment with open and seamless services for storage, management, analysis and re-use of research data, across borders and scientific disciplines. How? By federating existing scientific data infrastructures, currently dispersed across disciplines and Member States. In practice, what it is depends on the stakeholder. To European Research Infrastructures it’s a coordinated mission to organise and exchange their data, metadata, software and services to be FAIR – Findable, Accessible, Interoperable, Reusable – and to use e-Infrastructures, either EU or commercial. To EU e-Infrastructures offering data storage and cloud services, it’s a funding mission to integrate their services, policies and organisational structures, and to be used by the Research Infrastructures. To agencies it’s a means to promote Open Science, standardisation, cross-disciplinary research and coordinated investment with a dream of a “one stop shop” for researchers. And for Libraries?

Neuro-symbolic (NeSy) AI is on the rise. However, simply machine learning on just any symbolic structure is not sufficient to really harvest the gains of NeSy. These will only be gained when the symbolic structures have an actual semantics. I give an operational definition of semantics as “predictable inference”.
All of this illustrated with link prediction over knowledge graphs, but the argument is general.
