Abstract:
The paper examines attitudes towards employers using social media to screen job applicants. In an online survey of 454 participants, we compare the comfort level with this practice in relation to different types of information that can be gathered from publicly accessible social media. The results revealed a nuanced nature of people’s information privacy expectations in the context of hiring practices. People’s perceptions of employers using social media to screen job applicants depends on (1) whether or not they are currently seeking employment (or plan to), (2) the type of information that is being accessed by a prospective em-ployer (if there are on the job market), and (3) their cultural background, but not gender. The findings emphasize the need for employers and recruiters who are relying on social media to screen job applicants to be aware of the types of information that may be perceived to be more sensitive by applicants, such as social network-related information.

Direct democratic choices have been of great importance in Central and
Eastern European countries since they have marked the key steps on those states’
paths to democracy. Direct democracy – particularly referenda – is arousing increasing interest among politicians and the electorate, which is manifested in the ongoing
public debate on the role of civil participation in decision-making processes, as well
as in the increase in the number of national referenda held in Europe and worldwide.
Hence, studies on referenda in Central and Eastern Europe seem to be a very interesting and academically important task worthy of further exploration. The main research
aim of this paper is to answer the question of the role of nationwide referenda in the
political practice of Central and Eastern European states, as well as the question of
the future prospects for the use of referenda. More emphasis is placed on referenda
conducted after 1989. On the basis of these research results, referenda are divided
into three categories: independence referenda, so called “deepening” referenda and
accession referenda.

ABSTRACT
This paper presents a case study of information engagement based on microblog posts gathered from Sina Weibo and Twitter that mentioned the two major Chinese-language user-generated encyclopaedias. The content analysis shows that microblog users not only engaged in public discussions by using and citing both encyclopaedias, but also shared their perceptions and experiences more generally with various online platforms and China’s filtering/censorship regime to which user-generated content and activities are subjected. This exploratory study thus raises several research and practice questions on the links between public discussions and information engagement on user-generated platforms.

engine result pages (SERPs) of the Chinese-language term of

China, Hong Kong and Taiwan. Because of the academic
outcome, the findings can also be interpreted for further metaanalysis,
or “research about research”, of the Wikipedia research
in Chinese-language literatures. The findings cover the results
from four major search platforms: CNKI Scholar, Google Scholar
China, Google Scholar Hong Kong and Google Scholar Taiwan.
Cross tabulation of the results shows the major institutions
(journals and academic departments) and scholarly archives for
Chinese-language Wikipedia research. The findings suggest that
there exists a divide between mainland Chinese academic
sources/search results on one hand, and Hong Kong/Taiwanese
ones on the other. Meta-analysis based on academic SERPs have
implications for identifying the gaps and potentials in

This new MA course addresses, explores and researches this transformation. Industries increasingly rely on big data and dataficiation. Students therefore need analytical and practical skills to work with data in various sectors. The interdisciplinary course combines hands-on and applied approaches with theoretical learning. It encourages collaboration, group work and problem-based learning. Students will learn about analytical approaches to big data, algorithms, the Internet of Things, artificial intelligence, blockchain and other cutting-edge technologies. We will discuss and explore what the implications of such technologies for identities, politics, the economy and societies are.
Students will also be introduced to practical skills when it comes to the use, analysis and visualisation of data (such as data/text mining, social network analysis, digital discourse analysis, digital ethnography, sentiment analysis, geospatial analysis). Graduates from this programme will be fully capable and confident to combine these skills during their careers. Students who complete the MA Data, Culture and Society can work in a wide variety of sectors connected to data and the media and creative industries.

The research for these studies is funded by a European Research Council Advanced Investigator award ERC-2012-AdG-323636-SOFTCITY.
The paper attempts to analyze the results of the European Social Survey
Round 6 (2012, 2013), focusing on the section related to how democracy is understood in Poland and in the Czech Republic. The most interesting issue encompassed
the differences in how democracy is defined in the two countries and the outcomes
these differences produce in terms of the perceived legitimacy of the system, as well
as demographic factors that correlate with differences in the understanding of democracy in both surveyed groups. Statistical analyses carried out in the paper indicated
the presence of different definitions of democracy formulated in Poland and in the
Czech Republic (the Czechs gave stronger emphasis to the liberal aspect of democracy, whereas Poles stressed its social aspects more). Nevertheless, the relationship
between the definition of democracy and the perceived level of legitimacy of the democratic system (for dispersed and specific legitimacy alike) were found to be relatively
weak, as was the case of the relationship between the understanding of democracy,
system legitimacy and socio-demographic factors. The only factor found to be significant for the perceived level of legitimacy of the democratic system concerned the
level of satisfaction with one’s own material situation.

The impact of user-generated content on a variety of media industries and practices is by now well understood from a conceptual perspective (e.g. Benkler 2006; Jenkins 2006; Bruns 2008). What remains less thoroughly explored is the possibility to utilise the affordances of Web 2.0 technologies themselves to generate large datasets that can be used to track and evaluate user participation practices in order to develop a solid evidence base for further research into social media, and further development of social media projects, technologies, and policies. This presentation outlines research possibilities across a number of social media spaces, and uses the example of a current research project studying the Australian political blogosphere to explore potential methodological approaches.

Krasnoyarsk Foresight: Images of the Future 2030Vera Dadasheva
The work presents the results of the pilot project "Krasnoyarsk FORESIGHT» which was implemented in 2012. The paper includes descriptions of Foresight as a technology of working with the future; precedents of successful changes of cities; a brief history of Krasnoyarsk; description of economic, technological, social, and cultural-anthropological trends that will shape the future of Krasnoyarsk by 2030. It presents the problems of the city of Krasnoyarsk and alternative scenarios of its development by 2030.
The project was civil initiative and conducted with support from the Department of Youth Policy of the Krasnoyarsk Administration. The project involved more than 300 people. Organizers and partners of the project were: Center for Strategic Research and Development of the Siberian Federal University, group «Creative campus», Agency of Brending and Interactive Design «SmartHeart».

Понятие «Глобальный город» (Global City) подразумевает город, выступающий в качестве движущей силы роста для своей страны и региона, а также считающийся важным элементом мировой экономической системы и оказывающий значительное влияние на большие регионы планеты. Такие города, прежде всего, выступают в качестве узлов глобальной интеграции, а также являются движущей силой роста для своих стран и регионов, представляют возможности для экономического развития, рекламируют себя миру и становятся глобальными центрами культуры, политики или бизнеса.
Термин «Глобальный город» впервые был использован Саскией Сассен в её работе The global city (1991) в применении к Лондону, Нью-Йорку и Токио. Предложенный термин использовался автором для обозначения относительно небольшого количества территорий, являющихся центрами принятия решений, управления, контроля и перераспределения мировых финансов, производства высокоспециализированных услуг и инноваций .
В 1995 году Кантер доказал, что успешные города могут быть определены через три элемента. Чтобы быть успешным, город должен иметь хороших мыслителей (концепции), хороших производителей (компетенции) или хороших торговцев (связи). Взаимодействие этих трех элементов, по Кантеру, означает, что хорошие города не планируются, а управляются, то есть традиционному планированию противопоставляется современный менеджмент.

The power and influence of social media has continued to grow globally over the past decade. During this period, the scope and scale of usage have changed dramatically, from the early days when social media was primarily fulfilling social needs of connectivity, communication, socialization and entertainment, to the current era, where social media applications are seen as important tools of governing, development, diplomacy and business. More recently, informational flows taking place through social media have been informing—and misinforming—public opinion and influencing policy development and political communication. For example, in 2015 and 2016, social media played a critical role in shaping public opinion internationally and on national levels, during numerous major events with global implications. During the past few years, as applications of “big data” and artificial intelligence continued to mature, the level of sophistication and influence of social media expanded further. As societal penetration rates increased, these data-driven applications started to provide deep insights into public views, sentiments, needs, behaviors and activities in numerous countries at unprecedented granular levels. affords citizens the opportunity to participate in the planning and decision-making processes that directly

contributing to its successful implementation. To accomplish this, the findings of a study conducted
between May and July of 2023, which involved the participation of residents of the Municipality of
Thessaloniki are presented and analyzed. According to the findings, the eVoting paradigm, if all the
necessary measures are taken and all the necessary conditions for its proper implementation are met, is an
important and useful tool, which can promote e-Democracy and consequently democracy in local
communities.

The aim of the workshop was to discuss the state-of-art of the Smart City concept and how to translate existing approaches to the reality of the local governments, as well as the institutional capacity for making smarter decisions.
Robert Scholz presented the importance to investigate concepts, which enable the unification and the common understanding and the replication of ICT architectures. He pointed out how to achieve an unified approach which aims to fulfill complex and integrative ICT solutions for Smart Cities. The presented approach aims to base on the idea of openness with 1) respect to interfaces 2)software components and 3) data. It was shown that those are seen as the main ingredient of an ICT eco-system for Smart Cities.

2. Russian Context
In international practice, the development of e-participation
mechanisms in public life for citizens and political decision-
makers are no longer considered new research topics.
In Russia, the e-participation portal intended for citizens’
applications was launched in 2013.
Therefore it is only now possible to ascertain the first
trends in how the process is advancing in Russia.
The comparative execution of research becomes
particularly relevant due to the fact that the indicators of
“Strategy for Information Society Development in
Russia” implementation include items relating to the
position of Russia in major international e-development
indexes.
3. Research methodology & instruments
Social media, being a popular and active field of mass
communication, can be the subject of research and a
source of information, including information about the
demand for online government services.
The eGovernment Center ITMO University conducted a
specialized survey in June-August 2013.
Today, there are more than 30 computer-aided tools for
searching and analysing information from social networks.
The social media monitoring service IQBuzz (
http://iqbuzz.ru/) was selected as a research instrument.
4. IQBuzz as a research instrument
IQBuzz - commercial tool provides social media
monitoring, including web crawling such resources as
LiveInternet, LiveJournal, Facebook, Twitter, VKontakte,
Yandex.Blogs and the video hosting services RuTube and
YouTube, as well as various news, entertainment, topical
and regional portals.
During the monitoring process, the keywords on a set of
topics relating to the sphere of e-government and online
services were selected by the authors.
As a result, a list of eight rubrics comprising 35 topics
of key requests was made. After that the web crawler
started working.
5. Topics
Based on manual analysis of the collected posts and
documents, two rubrics with non-relevant documents were
excluded, but three more rubrics with additional key
requests were added.
The monitoring was conducted
on the following topics:
e-government,
online services,
multi-functional centres,
public services,
governors’ blogs,
authorities’ web-sites,
e-petition portals,
e-cards and
e-signatures.
6. Russian E-Participation Portal
The Russian Public Initiative (RPI - https://www.roi.ru)
appeared in April 2013.
This e-petition portal is operated by the Foundation for
Information Democracy, a non-profit organization led by
former RF Deputy Minister of Communication.
7. The timeframe of the monitoring
This portal had become the subject of
discussion among Internet users even
before its opening, from its inception in
2013.
The timeframe of the monitoring was the
period
01.01 - 31.07.2013.
19,200 documents on these portal topics
were found as a result of the research.
8. Discussions on the topic “e-participation”
on Russian social media
The audience for these topics was formed from readers
and subscribers of news portals as well as Russian
oppositionists’ posts.
9. Events in 2013
The main information bursts in the discussion relating to the
RPI are correlated with the following events in 2013:
The Foundation for Information Democracy became executor of the
RPI project (March 5-6);
Dmitry Medvedev issued orders on RPI portal creation (March 16-17);
Start of voting on RPI portal (April 12-13);
Head of the Foundation for Information Democracy responded to the
charge of an illegal increase in the number of votes against
A.Navalny’s initiative (May 29-30);
Discussion of "100,000 votes collected, what will happen next?"
(July 5-6);
Discussion of the initiative to repeal the law on arbitrary blocking of
Internet resources № 187-FZ (July 10-11).
10. Conclusions
As a result of analysis, we can conclude that the
Internet community has been actively interested in
the RPI portal from the very beginning of its work
and furthermore it is possible to discuss specific
initiatives placed on the portal in relation to the
growing interest.
The research results showed the scale of
discussions on social media on e-petition topics,
retrospective flashes of discussions and the
demand in this information field among Russian
citizens.
11. Conclusions
The Internet community actively discusses the process of
obtaining public services, various ways of providing
servicing via the Internet and websites of government and
public bodies. The recently instituted Russian e-petition
portal accounted for the greatest proportion of the
discussion audience (6,700,000 people) in comparison
with other topics.
Social media users discuss official news about e-
government projects and oppositional posts. As a rule,
these discussions are not long-lasting. Internet users even
started publishing jokes on these topics. The subscriber
audience of these humorous stories can be up to 900,000
people.
12. Conclusions
Generally, male audiences’ main interests relate to political
topics, discussions, voting for petitions, etc. Internet users
from the 26-35 year-old age group dominate among the
authors of posts in all rubrics.
The results of this study demonstrated the suitability of
using social media as a source of knowledge about the
attitude of citizens to the most important issues for them.
Such knowledge is vital for good governance and policy
making.
The research revealed the necessity to improve the
process of text tonality identification and to engage the
involvement of experts in linguistics in the research.
13. Conclusions
The researched topics are closely connected with political
decisions and discussions of law adoption, which provide
emotive aspects, i.e., approval or disapproval of any type
of law. This circumstance hinders the computer-aided
assessment of text tonality.
