This study analyzed influential Twitter users discussing Sejong City, South Korea by identifying key users, examining their activities, relationships, and keywords. The researchers found that influential users included media outlets and ordinary users who frequently posted and had many followers and followings, indicating they addressed public issues and had influence. Influential users tended to interact more than media outlets. Keyword analysis showed discussions focused on politicians, the Sejong City law, and other social and political issues.

This lecture will critically focus on smart cities from a data based socio-technological assemblage approach. It is a theoretical and methodological framework that allows for an empirical examination of how smart cities are socially and technically constructed, and to study them as discursive regimes and as a large technological infrastructural systems.
The lecture will refer to the research outcomes of the ERC funded Programmable City Project led by Rob Kitchin at Maynooth University and will feature examples of empirical research conducted in Dublin and other Irish cities.
In addition, the lecture will discuss the research outcomes of the Canadian Open Smart Cities project funded by the Government of Canada GeoConnections Program. Examples will be drawn from five case studies namely about the cities of Edmonton, Guelph, Ottawa and Montreal, and the Ontario Smart Grid as well as number of international best practices. The recent Infrastructure Canada Canadian Smart City Challenge and the controversial Sidewalk Lab Waterfront Toronto project will also be discussed.
It will be argued that no two smart cities are alike although the technological solutionist and networked urbanist approaches dominate and it is suggested that these kind of smart cities may not live up to the promise of being better places to live.
In this lecture, the ideals of an Open Smart City are offered instead and in this kind of city residents, civil society, academics, and the private sector collaborate with public officials to mobilize data and technologies when warranted in an ethical, accountable and transparent way in order to govern the city as a fair, viable and livable commons that balances economic development, social progress and environmental responsibility. Although an Open Smart City does not yet exist, it will be argued that it is possible.Automating Homelessness

Extraction and Analysis of Publication Data of Conferences - ICACCE 2015
Discovering critical nodes in social networks is crucial for comprehending the structural characteristics, connectivity
and importance of its presence in the network. In this paper,
we focus on detecting vital nodes which are part of multiple
dense sub-graphs and play a major role in connecting other
nodes thereby forming a global network. Here, we analyze the
data of some major data mining conferences to explore if there
exist some nodes which play a major role in submission and
acceptance of paper in those conferences. We try to figure out
the relationship between the Programme Committee members
and the authors and their co-authors. We look for the top authors
of these conferences. Furthermore, we mine the patterns in which
some authors’ and their co-authors’ papers are being accepted.
In order to understand the underlying dynamics of the network
over time we examine how these patterns change periodically and
with what factors. Lastly, we add to this a comparative study
stating the affiliation of authors and examine if local influence of
their ethnicity does exists with respect to continents where these
conferences are taking place.

Iterative knowledge extraction from social networks. The Web Conference 2018
Knowledge in the world continuously evolves, and ontologies are largely incomplete, especially regarding data belonging to the so-called long tail. We propose a method for discovering emerging knowledge by extracting it from social content. Once initialized by domain experts, the method is capable of finding relevant entities by means of a mixed syntactic-semantic method. The method uses seeds, i.e. prototypes of emerging entities provided by experts, for generating candidates; then, it associates candidates to feature vectors built by using terms occurring in their social content and ranks the candidates by using their distance from the centroid of seeds, returning the top candidates. Our method can run iteratively, using the results as new seeds.
In this paper we address the following research questions: (1) How does the reconstructed domain knowledge evolve if the candidates of one extraction are recursively used as seeds (2) How does the reconstructed domain knowledge spread geographically (3) Can the method be used to inspect the past, present, and future of knowledge (4) Can the method be used to find emerging knowledge?.

Abstract:
In a technological society such as Canada, it is suggested that a specialized kind of expert citizenship is needed (Andrew Feenberg). In the era of big data, others suggest that there is a need to learn how to read algorithms and to study its high priests and alchemists (Genevieve Bell). While, doing citizenship requires a political ethics of technology to thwart technological and quantitative fundamentalism (Darin Barney). Finally, in the midst of a data revolution we need to critically re-conceptualize data (Rob Kitchin). Quite simply, in today's Canada doing citizenship requires data literacy, technical, philosophical and political. Access to print media - books, government documents, academic journals - in libraries and archives enabled a literate society, the prerequisite of a democratic system. I argue that good governance in knowledge producing institutions, is to have technological experts, both data creators and preservers, working to store, manage, disseminate and preserve data so that we have the requisite artifacts to increase our literacy and build upon collected knowledge. Data literacy I suggest, is indispensable in the current democratic system, and that requires having access to data, data infrastructures - knowledge and technology - and dedicated skilled people and resources to sustainably care for them. I consider research data management to be our duty.

Tracking web visibility of Korean politicians
This study examines the web visibility of Korean politicians by analyzing search results for 285 members of the 18th National Assembly. It finds that politicians with longer terms, representation of provincial regions, and opposition party affiliation tend to have higher web visibility. However, gender and age are not significantly associated with visibility. Overall, the results suggest that the traditional offline power structures are reflected online, supporting the normalization perspective over equalization, though future studies considering more variables over time could provide more insights.

Abstract:
In a technological society such as Canada, it is suggested that a specialized kind of expert citizenship is needed (Andrew Feenberg). In the era of big data, others suggest that there is a need to learn how to read algorithms and to study its high priests and alchemists (Genevieve Bell). While, doing citizenship requires a political ethics of technology to thwart technological and quantitative fundamentalism (Darin Barney). Finally, in the midst of a data revolution we need to critically re-conceptualize data (Rob Kitchin). Quite simply, in today's Canada doing citizenship requires data literacy, technical, philosophical and political. Access to print media - books, government documents, academic journals - in libraries and archives enabled a literate society, the prerequisite of a democratic system. I argue that good governance in knowledge producing institutions, is to have technological experts, both data creators and preservers, working to store, manage, disseminate and preserve data so that we have the requisite artifacts to increase our literacy and build upon collected knowledge. Data literacy I suggest, is indispensable in the current democratic system, and that requires having access to data, data infrastructures - knowledge and technology - and dedicated skilled people and resources to sustainably care for them. I consider research data management to be our duty.

Tracking web visibility of Korean politicians
This study examines the web visibility of Korean politicians by analyzing search results for 285 members of the 18th National Assembly. A Strategic Approach: GenAI in Education
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.
