Primary Education
• Vernacular languages were to be promoted
(Vernacular languages = spoken by the common people)
• Education Department was to set up in every province
• At least one government school be opened in every district

1957- Ataur Rahman Khan Education Reform Commission
Appointed by the Government of East Pakistan
suggested for introduction of free and compulsory primary education throughout the
province of East Pakistan
The commission assigned five-years course for primary
1959- S M Sharif Education Commission (Sharif was the the West Pakistan Education Secretary)
Commission on National Education (1958)
rejected outright by the students in East Pakistan
against the interests of the Bangalis
1964- Judge Hamoodur Rahman Education Commission on Students’ Problem and Welfare
1969- Air Marshal M Nur Khan Education Commission
This Commission also recommended Urdu and Bangla, instead of English, to be the medium of
instruction in Pakistan by 1975

Contents of Education Commission of Pakistan Period:
Free and compulsory primary education
5 years course for primary and 6 years course for secondary school
Mother tongue as the medium of Education

integrating Madrasahs into the normal school system

1974- Qudrat-e-Khuda Education Commission
* The first education commission in Bangladesh
* National Education Commission
* Formed on 26 July 1972 headed by an eminent educationist
and scientist Dr. Qudrat-i-Khuda
* Report submitted 1974
 Bangla is the medium of instruction of Lower Level (primary level) of
Education.
 Teacher students ration is 1:40 in Primary School.
 Pre-primary education is for below 5 years (first five years of a child) pupils.
Aim:
o To lay the foundation of the child personality,
o To create the necessary habits through sports and pleasurable activities,
o To foster the child’s physical, mental well being
o To train them for their future
• It will be necessary to establish a Research Institute for Child Education.
• The aim of this Institute will be to introduce scientific methods for the
teaching of children after conducting necessary research regarding child
psychology and child-education.
• The proposed name for the Institution is Academy for Primary Education.
1974- Qudrat-e-Khuda Education Commission
1974- Qudrat-e-Khuda Education Commission
 Primary education is for 5 years now (Class 1 to Class 5).
Proposed duration of Primary education is 8 years.
 Primary Education should be made compulsory by 1980.
 Free and compulsory education up to class VIII should be introduced by
1983.
 Subject of primary education
 Bangla, Mathematics, History, Geography, Science, Second Language,
Physical education and sports, Vocal and Instrumental Music,
Painting, Religion or Moral education, Manual Work, Agricultural
Extension work
 An Academy of Primary Education and a National Board for Primary
Education have to be set up for collection of necessary data, for research and
evaluation and for coordinating to improve primary education.

*Primary Education will be universal, compulsory and free.
*It will be compulsory with 1979 to 1984 gradually..
*Unified syllabus will activated throught the country

1988- Mafiz Uddin Ahmed Education Commission
appointed an education commission in 1987 headed by Mafizuddin Ahmed, the former Vice Chancellor of Dhaka
University
Bangladesh National Education Commission (1987)
The Commission submitted its report to the government on 26 February 1988.
Pre-primary education is for all children of 3 to 5 years.
In every school, a child class (shishu srani) should establish for pre-primary education.
Establish new primary school in poverty line area.
Ensure in-service training for primary teachers through PTI, NAPE and IER, DU.
Experienced and qualified teachers can be promoted as PTI Instructors.
Form School Managing Committee, Parents Teachers Somittee, Religion Committee.
NAPE activity needs to be strengthen-
Training for teachers, teacher trainers, field level education officers
Classroom based Action Research and research on Primary Education
Assist to develop national curriculum and Teacher learning materials.
1997- M Shamsul Haque Education Committee
National Education Policy Development Committee
Government of Bangladesh constituted a 56-members commission headed by Professor M Shamsul Haque,
the former Vice Chancellor of Dhaka University, by an official order issued on 14 January 1997.
The Commission submitted its report in 1997.
Aim: ensure necessary education for all children for their livelihood.
Duration of Primary education should be 8 years.
Teacher students ratio should be 1:35
Unified primary curriculum for all govt primary schools, NGO school, Kindergartens and others.
English language should be taught from class 3.
Teachers recruitments (female 2nd division HSC, Male Graduation)
Teachers and Officers need to be promoted in upper post.
C-in-Ed course for all teachers of HSC level. BEd for graduate teachers.
PTI can be upgraded as College. BEd primary course by PTI.
NAPE should be autonomous.
National Education Policy (2000)
Following all previous education commission reports, National Education Policy developed
Pre-primary: 5+ age, Duration 1 years
Increase the duration of primary education gradually:
6 years within 2003, 7 years within 2006 and 8 years within 2010.

2002- M A Bari Commission
An expert committee headed by Dr. M. Abdul Bari was formed in 2001
Submit report in 2002
2003- Mohammad Moniruzzaman Mia Commission
Bangladesh Education Commission (2003)
The Commission submitted its report to the government in March 2004.
2009- Kabir Chowdhur Education Committee
Kabir Chowdhury Education Commission (2009) The government formed a sixteen member committee
in 2009 headed by National Professor Kabir Chowdhury update the National Education Policy 2000.

Education Policy-2010
Pre-primary 5+ age will be extend to 4+ age.
Primary cycle duration need to increase from 5 to 8 years.
Unified Primary education need to be ensured (GPS, NGO, Kindergartens, Madrasha and other institutions.
Teacher students ration 1:30
Multi-lingual education for Ethnic minorities.
Ensure inclusive education.
Teachers will be trained from PTI and C-in-Ed course duration need to be increased to 2 years.

2. Assess students’ higher order skills, not only knowledge

Background 10 Commissions or Committees of British Period (1757-1947) 1. 1792- Charles Grant Education Commission 2. 1813- Company Charter 3. 1835- Lord Macaulay Committee 4. 1838- William Adams Committee 5. 1854- Woods Education Despatch (called Magna-Carta of English Education in India) Primary Education • Vernacular languages were to be promoted (Vernacular languages = spoken by the common people) • Education Department was to set up in every province • At least one government school be opened in every district • Systematic method of education

Pakistan Period (1947-1971) 1951- Maulana Mohammad Akram Khan Education Committee The first education commission in Pakistan Appointed by the government in 1949 The Commission submitted its report in 1952 1957- Ataur Rahman Khan Education Reform Commission Appointed by the Government of East Pakistan suggested for introduction of free and compulsory primary education throughout the province of East Pakistan The commission assigned five-years course for primary 1959- S M Sharif Education Commission (Sharif was the the West Pakistan Education Secretary) Commission on National Education (1958) rejected outright by the students in East Pakistan against the interests of the Bangalis
  • 7. 1964- Judge Hamoodur Rahman Education Commission on Students’ Problem and Welfare 1969- Air Marshal M Nur Khan Education Commission This Commission also recommended Urdu and Bangla, instead of English, to be the medium of instruction in Pakistan by 1975 1970- Shamsul Haq Education Committee Contents of Education Commission of Pakistan Period: Free and compulsory primary education 5 years course for primary and 6 years course for secondary school Mother tongue as the medium of Education Moral, Cultural and Spiritual based Education integrating Madrasahs into the normal school system
  • 8. Bangladesh Period (1971-Present) 1974- Qudrat-e-Khuda Education Commission * The first education commission in Bangladesh * National Education Commission * Formed on 26 July 1972 headed by an eminent educationist and scientist Dr. Qudrat-i-Khuda * Report submitted 1974
  • 9.  Bangla is the medium of instruction of Lower Level (primary level) of Education.  Teacher students ration is 1:40 in Primary School.  Pre-primary education is for below 5 years (first five years of a child) pupils. Aim: o To lay the foundation of the child personality, o To create the necessary habits through sports and pleasurable activities, o To foster the child’s physical, mental well being o To train them for their future • It will be necessary to establish a Research Institute for Child Education. • The aim of this Institute will be to introduce scientific methods for the teaching of children after conducting necessary research regarding child psychology and child-education. • The proposed name for the Institution is Academy for Primary Education. 1974- Qudrat-e-Khuda Education Commission
  • 10. 1974- Qudrat-e-Khuda Education Commission  Primary education is for 5 years now (Class 1 to Class 5). Proposed duration of Primary education is 8 years.  Primary Education should be made compulsory by 1980.  Free and compulsory education up to class VIII should be introduced by 1983.  Subject of primary education  Bangla, Mathematics, History, Geography, Science, Second Language, Physical education and sports, Vocal and Instrumental Music, Painting, Religion or Moral education, Manual Work, Agricultural Extension work  An Academy of Primary Education and a National Board for Primary Education have to be set up for collection of necessary data, for research and evaluation and for coordinating to improve primary education.

  • 12. Bangladesh Period (1971-Present) 1978- Interim Education Policy *Headed by Kazi Jafor Ahmed *Primary Education will be universal, compulsory and free. *It will be compulsory with 1979 to 1984 gradually.. *Unified syllabus will activated throught the country *Formed Union Education Committee
  • 13. 1988- Mafiz Uddin Ahmed Education Commission appointed an education commission in 1987 headed by Mafizuddin Ahmed, the former Vice Chancellor of Dhaka University Bangladesh National Education Commission (1987) The Commission submitted its report to the government on 26 February 1988. Pre-primary education is for all children of 3 to 5 years. In every school, a child class (shishu srani) should establish for pre-primary education. Establish new primary school in poverty line area. Ensure in-service training for primary teachers through PTI, NAPE and IER, DU. Experienced and qualified teachers can be promoted as PTI Instructors. Form School Managing Committee, Parents Teachers Somittee, Religion Committee. NAPE activity needs to be strengthen- Training for teachers, teacher trainers, field level education officers Classroom based Action Research and research on Primary Education Assist to develop national curriculum and Teacher learning materials.
  • 14. 1997- M Shamsul Haque Education Committee National Education Policy Development Committee Government of Bangladesh constituted a 56-members commission headed by Professor M Shamsul Haque, the former Vice Chancellor of Dhaka University, by an official order issued on 14 January 1997. The Commission submitted its report in 1997. Aim: ensure necessary education for all children for their livelihood. Duration of Primary education should be 8 years. Teacher students ratio should be 1:35 Unified primary curriculum for all govt primary schools, NGO school, Kindergartens and others. English language should be taught from class 3. Teachers recruitments (female 2nd division HSC, Male Graduation) Teachers and Officers need to be promoted in upper post. C-in-Ed course for all teachers of HSC level. BEd for graduate teachers. PTI can be upgraded as College. BEd primary course by PTI. NAPE should be autonomous.

National Education Policy (2000) Following all previous education commission reports, National Education Policy developed Pre-primary: 5+ age, Duration 1 years Increase the duration of primary education gradually: 6 years within 2003, 7 years within 2006 and 8 years within 2010. Primary Education: 6+ age
  • 16. 2002- M A Bari Commission An expert committee headed by Dr. M. Abdul Bari was formed in 2001 Submit report in 2002
  • 17. 2003- Mohammad Moniruzzaman Mia Commission Bangladesh Education Commission (2003) The Commission submitted its report to the government in March 2004.
  • 18. 2009- Kabir Chowdhur Education Committee Kabir Chowdhury Education Commission (2009) The government formed a sixteen member committee in 2009 headed by National Professor Kabir Chowdhury update the National Education Policy 2000. 1. National Education Policy (2010)
  • 19. Education Policy-2010 Pre-primary 5+ age will be extend to 4+ age. Primary cycle duration need to increase from 5 to 8 years. Unified Primary education need to be ensured (GPS, NGO, Kindergartens, Madrasha and other institutions. Teacher students ration 1:30 Multi-lingual education for Ethnic minorities. Ensure inclusive education. Teachers will be trained from PTI and C-in-Ed course duration need to be increased to 2 years.
