2. Introduction:
 1959 Education Policy popularly known as Sharif
Commission Report was a step forward direction.
 The last one came in 1992 during the first
tenure(1990-93) of Prime Minister, Muhammad
Nawaz Sharif.
 In 1997, the Muslim League government took a
fresh and vigorous look on the educational
problems of the society. PM, directed the Ministry
Of Education to formulate a new policy.
 The policy on 27th March, 1998 coinciding with the
100th death anniversary of Sir Syed Ahmed Khan,
announced by Justic(Retd) Sayed Ghous Ali Shah ,
Minister for Education.

 Cabinet Committee consist of six experts of the
ministry of education were constituted to examine,
4,025 proposals from all over the country and to
identify those not already included in the draft policy.
 First revised draft was submitted to the cabinet on
18th February, 1998.
 Another opportunity provided by PM March 15, 1998.
 Last report on March 18, 1998.
 The formulation of this policy is unique, because the
Prime Minister for the first time in the history of the
country announced the policy in a live broadcast on
television to the Nation.

4. Aims and Objectives
Quaid-i-Azam Muhammad Ali Jinanah laid down a set
of aims that provided guidance to all education
endeavors the country.
Quaid’s message to Pakistan Education Conference
held in Karachi on November 27, 1947.
 Education does not merely mean academic
education.
 There is immediate and urgent need for giving
scientific and technical education to our people in
order to build up our future.

5. objectives
 To make the Qur’anic principles Islamic practices as an
integral part of curricula.
 To achieve universal primary education by using formal
and non-formal approaches to provide a second
opportunity to school drop out.
 To meet the basic learning needs of children in terms of
learning tools and contents.
 To ensure that all the boys and girls , desirous of entering
secondary education get access of school.
 To lay emphasis on diversification so as to transform this
system of supply-oriented to demand-oriented.
 To make curriculum development a continues process and
to make arrangements for developing a uniform system of
education.

institutionalizing in-service training of teachers, teacher
trainer and educational administrators.
 To develop technical and vocational education in the
country for producing trained manpower, commensurate
with the needs of industry.
 To popularize information technology among children of all
ages and prepare them for the next century.
 To encourage the private sector to take a percentage of
poor students for free education.
 To upgrade the quality of higher education by bringing
teaching, learning and research process in line with
international standards.

7. Islamic Education
 Islamiat is continued as a compulsory subject from
class 1 to B.A/ B.Sc. levels including professional
institutions.
 Nazira Quran shall for integral part of Islamiat
compulsory for class 1 to 8.
 Islamiat, Arabic and the Holy Quran with translation
shall be integrated in a single compulsory subject
from class IX onwards.
 The textbooks of Arabic and Islamiat shall be
updated.

 To integrate primary and middle level education into
elementary education(1-8)
 To expand and strengthen the base for secondary

 Character-building and moral-build –up on Islamic lines at
elementary level shall be assigned top priority.
 Kachi class at primary level shall be introduced as a part of
the effort to improve the achievement of pupils.

14. Implementation Strategy
 Teachers
 In-service training on a 3-year cycle basis shall be
institutionalized for all elementary school teachers.
 Pre-service teacher training shall be reformed by
revising by curricula, revamping textbooks and
instructional materials.
 Qualification for appointment and age limit for teachers
shall be relaxed.

15. Innovations in Teacher Training
 Learner-oriented teaching
 New concepts (active learning, development of critical
thinking and creativity)
 Forms of teaching and learning(peer group discussion,
class observation, distance education, self- study, on-
site visits and multi-grade teaching)
 Pedagogy with content of knowledge shall be
integrated.

16. Textbooks and Instructional
Materials
 Procurement of textbooks shall be non-
monopolized.
 Takhti and slate, at primary level, shall be re-
introduced again.
 Supply of basic textbooks and learning
material free of charge for the poor children.
 Supplementary reading materials, library
books and children literature.

17. Curricula
 Uniform curricula for all the public and private.
 All curricula(grade 1-12)shall be re-vamped.
 A new and demanding curricula shall be developed
with the involvement of the stakeholders.
 The span of primary /lower elementary education
including kachi class shall be of six years.
 Kachi class shall be institutionalized in the primary
cycle gradually and progressively.

18. Secondary Education
 Secondary education(9-12) is a stage where a student
enters adolescence, four year span provide an
opportunity to initiate proper form of behavior and
attitudes.
 Nomenclature to the post as Trained Graduate
Teachers, with different forms and usages.
 The Education Policy(1979) introduced a 3-tier system
of education(all schools upgrade to higher secondary
school).
 Students should be able to speak and write Urdu
fluently with good communication.
