Advises the CEO on environmental compliance and policies influencing the development of the high-speed

Program Administration & Team Development:
▸ Oversees an operational budget of over $1.027B to implement a state-wide Phase I and 2 rail
modernization plan, engineering 800 miles of high speed rail lines to 24 stations throughout CA.
▸ Administers environmental policies and programs and supports sustainability for the high-speed rail
network. Directs the environmental efforts to obtain environmental clearances for all 10 project phases.
▸ Effectively communicates project goals, timelines, and policies to 50+ team members, legal and 100+
support staff for implementation.
Resource Stewardship & Environmental Policy:
▸ State and federal environmental policy liaison. Establishes policies to ensure project compliance with
California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA).
▸ Coordinates the Environmental Impact/Environmental Impact Statement (EIR/EIS) report and all
permitting and regional conservation and mitigation for all phases. Responds to concerns to avoid or
minimize impacts.

Beale Air Force Base, USAF: Oversaw the design/build of 14 acres of 77 restored vernal pools across a
212-acre preserve within the Habitat Conservation Management Plan (HCMP) area.

Restoration (1.7 miles) of the Riverine Aquatic Habitat Mitigation and Geomorphic Instream Structures
