Mr. Gorman is a Remediation Scientist with 30 years of professional and field experience in
environmental remediation, regulatory compliance, on-site construction safety and cultural resources
management. Mr. Gorman is experienced with the California Environmental Quality Act (CEQA)
process and is familiar with state and federal regulations pertaining to hazardous waste, cultural resource
management and USACE EM-385-1-1. He assists the project Quality Control Manager and has held the
USACE Construction Quality Management certification for 9 years. He has worked as an Environmental
Inspector on a number of linear construction projects in California and has conducted cultural resources
management analyses for a number of proposed development projects in California, including the
construction of a 400-mile fiber optic line, various off-right of way fiber optic facilities, and a several of
proposed and approved power plant sites.
Mr. Gorman has been assigned to the Hunters Point Naval Shipyard site in San Francisco for the last 14
years, filling a variety of roles as the project has developed over time. His variety and depth of
experience have provided valuable assistance to all phases of this large and long-term project. He is
currently acting as Field Engineer and Site Safety and Health Officer. He also assists the project Quality
Control Manager as QC Inspector and has held the USACE Construction Quality Management
certification for 9 years. He is responsible for planning and conducting the removal of radiologically
impacted storm and sewer drains from areas that also have chemical contamination. Duties include
conducting safety briefings for the entire site and individual working groups, directing craft labor in the
field, identifying utilities, making daily reports of pipe and drain features removed and area H&S
monitoring as needed. He has also runs the site air monitoring program, calibrates environmental
monitoring equipment and was in charge of the in-situ groundwater treatment and sampling operations
under the NAVFAC Southwest RAC Contract Task Order 001. Mr. Gorman’s work at the Hunter’s
Point Naval Shipyard in San Francisco has included conducting field analyses of unknown contaminants,
conducting and documenting surveys of buildings for possible contaminated areas, and working on
regulatory compliance issues for the off-site disposal of multiple waste streams for the same site. He
evaluates potential safety hazards before and during the course of construction. He has also supervised
the collection of waste items and demolition of contaminated equipment and buildings by craft labor. He
ran an offshore water quality and basewide air quality monitoring programs and continues to assist with
the basewide air quality monitoring
In addition to his work at Hunters Point, he is currently the SSHO for the radiological characterization
and final status survey at IR Site 6 at the former Naval Station Treasure Island and has assisted with
other projects in the BayArea including former NAS Alameda and Moffett Field. For much of the
summer of 2014 he was Lead Sampler, among other roles on a remote project at a former DEW Line
and Naval weather station on the Arctic Ocean.

mitigation of TSCA PCB-impacted equipment and dielectric fluid from inaccessible industrial areas.
Supervised recovery and clean-up of a 77-pound mercury spill and several smaller spills discovered in the
course of demolition. Traced and mapped plumbing and drainage system of radiologically impacted six-
story industrial building. Managed drummed waste storage area and supervised shipment of same. Work
with local excavation contractors, truckers, and material brokers to locate potential sources of clean fill
material for project use. Project has very stringent chemistry requirements that have been difficult to
meet. Collected samples located a geotechnical laboratory and selected analyses to be run to ensure that
material met specifications. Performed initial evaluation and inspection of unknown drums excavated
from landfill and supervised recovery and overpacking for disposal. Perform field-lab/field test kit
analysis of pre- and post-excavation samples for TPH and PCBs. Ran offshore water quality monitoring
program involving four Hydrosonde buoys and collection of daily water samples from up to eight
separate locations at two depths. Responsible for calibration and maintenance of Hyrdrosondes. Run
