DDFs plays vital roles
However, DDF should be efficient, effective and fully
functioning
Efficient = modest cost/ least cost = spirit
Effective = respond to genuine current needs
Fully functioning = appropriate structure, relaying info (horizontally and
vertically)
DDF is the mouth-piece of the stakeholders which should spat
wisdom to inform decision(s)
