£10m MMC, Digital and Whole-Life Performance (CR&D) Programme: UK businesses can apply for a share of up to £10m for CR&D projects that go beyond the state-of-the-art in improving productivity, quality and performance of the UK construction sector.
£26m Demonstrator Programme: An investment of up to £26m is available in Demonstrator projects that demonstrate improvements in productivity, quality and performance of the UK construction sector. This webinar on 24 October 2019 was aimed at UK businesses, Research and Technology organisations and other ‘non-academic’ organisations who currently have active Horizon 2020, Research Fund for Coal and Steel, Framework Programme 7 (FP7) and Euratom Research and Training (Euratom R&T) grants or have recently been notified of a successful grant. There were an interactive panel discussion, hosted by the Department for Business, Energy and Industrial Strategy (BEIS) and UK Research and Innovation (UKRI). The webinar focus on the guarantee and provides practical steps for how to access it.
As you know, if the UK leaves the European Union (EU) without a deal, the government has guaranteed to fund all successful UK bids submitted to Horizon 2020 before the UK leaves the EU. This guarantee will apply for the lifetime of projects. Grants from Research Fund for Coal and Steel, Framework Programme 7 (FP7) and Euratom Research and Training (Euratom R&T) are also covered by the guarantee. In 2018, the government extended the guarantee to cover all successful eligible UK bids to Horizon 2020 submitted between EU Exit and the end of 2020 if we leave the EU without a deal.

UKRI, in collaboration with the dept for Business Energy and Industrial Strategy, is seeking to invest up to £1 million to support collaborative projects to plan their route to cluster decarbonisation as part of the £170m Industrial Decarbonisation Challenge (IDC).
Background
As part of the UK’s Industrial Strategy Challenge Fund (ISCF), the IDC programme aims to accelerate the cost-effective decarbonisation of industry by developing and deploying low-carbon technologies. It aims to enable the deployment of infrastructure at scale by the mid-2020s.

Employers, learning providers, local government and other key stakeholders can work together to define what an economic area needs and then implement plans to meet those needs together.
At the core of this new Framework is the idea that all young people should have the opportunity to engage with employers, learn about the world of work and develop their employability skills.

The development of employability skills is not just a quick fix, although it should increase the number of young people who are working, rather, over the long term it must also support the development of higher level skills through Apprenticeships and participation in further and higher education.
The young people of the D2N2 area should complete their education with good qualifications, experience of the workplace and the ability to secure employment that will contribute to the area’s economy.

We offer a unique devolution deal between Government
and the two Combined Authorities of the D2N2 LEP area.
The first deal in a two-tier area with significant physical,
social and geographic challenges. This deal represents a
nationally scalable model of sustained economic growth
in partnership with cities, counties and districts.
Using the two Combined Authorities as the platform for
strong cohesive delivery, we are resolute in ensuring that our
devolution ambitions drive sustainable economic growth
across the D2N2 LEP area. Detailed in this prospectus is our
approach of robust local collaboration and firm commitment
to work in partnership with Government. Our key proposals
that demonstrate this ambition are to establish:
1. A Free Trade Zone in association with East Midlands
Airport. We will work with Government to develop a
fully costed business case, and define its form, location
and development
2. An Investment Fund to maximise market success
through the finance required to develop infrastructure
and help business to grow
3. London Style Transport Powers for bus franchising to
better manage and rebalance the network, the devolution
of traffic management powers to allow more efficient
operation of local roads and direct influence over the
management and programming of enhancements to the
motorway and trunk road network.
Through this Devolution Prospectus, D2N2 makes the
offer to Government to:
• Provide a model of two-tier devolution that is scalable
nationally;
• Make resources and funding go further that will
demonstrate real value for money;
• Enable Government to talk to us as two Combined
Authorities;
• Increase competitiveness for UK businesses in terms
of trading on a global scale;
• Help create the 55,000 new private sector jobs
committed to in our Strategic Economic Plan;
• Develop a Further Education approach in the two areas
that is focused on business need now and in the future;
• Ensure more of our population become economically
active, reducing NEET levels, unemployment and the
welfare burden;
• Deliver a collective approach with developers to bring
forward sites that are exclusively or predominantly
employment-related, including the reclaiming of
contaminated sites;
• Coordinate local responses through our two Combined
Authorities to key national infrastructure decisions such
as HS2 and trunk road programmes;
• Deliver a detailed programme of strategic infrastructure
improvement through the Midlands Connect process;
• Develop an international exemplar through a Smart
Commission taking our traditional connectivity
strengths into a new age;
• Develop an advanced energy strategy that secures the
long-term security and affordability of supply and
development of the low-carbon sector.

Describe balance of spend between priority axis – show variety of acitivity
However we can’t begin to spend our ESIF funds until the Government has agreed its Operational Programmes with the European Commission.
In preparation for this, we’ve consulted on a detailed draft Implementation Plan so that we have a comprehensive programme and timetable of calls and op-activity ready to implement, when we are allowed to do so. The draft plan has been refined through the consultation process and built on learning from past programmes too.
The purpose of ESIF funds is to be fuel in the tank for delivering the Strategic Economic Plan; therefore the Consultation Document, therefore the Draft Local Implementation Plan, is structured around the themes of the SEP
Our programme with be delivered by a range of ‘calls’ and opt ins
.
Through calls in which we specify the activities that we want to see delivered and through an open invitation, organisations can bid to provide 50% ‘match funds.
Those bids would be assessed against compliance with EU regulations by Government and the ESIF programme board would advise which bids which it considers best deliver the strategy.
The second approach is to be more specific about what we want to see delivered through commissioning ‘opt in’ organisations that have matched our ESIF funds ‘at source’. Through opt ins we will be looking for tenders to deliver a defined service.

The ‘Opt-in’ model now only applies to ESF funding and, through extensive consultation with officers; the consultation document suggests a range of programmes to be implemented thorough opt-ins with the Big Lottery, the Skills Funding Agency and DWP. It is designed to offer an integrated programme that adds value to existing delivery and supports people to move closer to, into and up in the labour market.

The EU regional policy is financed by three main funds, the European Regional Development Fund (ERDF), the European Social Fund
(ESF), both referred to as “Structural Funds” and the Cohesion Fund (CF). These funds are based on the principles of co-financing and
shared management. EU financial support always runs alongside national public or private financing. Depending on a number of socioeconomic
factors, the co-financing may vary between 50% and 85% of the total cost of interventions. The guidelines for ERDF and ESF actions are designed at European level, whereas implementation on the ground is managed by the relevant national or regional authorities in each Member State.

Gang membership and violent crime - Despite significant recent reductions Nottinghamshire still has above average levels of crime, being ranked 30th (out of 41) in terms of offences per 1,000 population, 6.4% (4,466 offences) above the national average. Nottingham has made huge strides in recent years in reducing crime, anti-social behaviour and the misuse of drugs. Part of the success in reducing crime, anti-social behaviour and misuse of drugs has been as a result of a broad partnership of statutory and non-statutory agencies coming together. Local experience demonstrates that a key factor in getting young people to exit this life style is access to employment. Many of these young people find it difficult to secure and sustain longer term employment, having no belief that it is within their reach.
Lone parents – 1,570 16 – 24 year olds in Nottingham are claiming income support, making up 22% of all IS claimants. The proportion is higher in particular wards within Nottingham City, particularly Bulwell (29%), Basford (28%), Aspley (26%) and Bestwood (25%). At 16 – 18, teenage mothers are more likely to be NEET than the rest of the cohort – 66% of teenage mothers are currently NEET (around 30 young people).
Care leavers – at 16 – 18, young people leaving care are more likely to be NEET than the rest of the cohort – 46% of care leavers are currently NEET (around 45 young people).
Young carers – 14% of residents receiving Carers Allowance are aged 16 – 29, significantly higher than the national average of 11%.
