Welcome and Introductions
Scope
The aim of this competition is to develop demonstrators of a product or service
in which DSbD technology will be used to showcase a more secure solution
The competition is 2-phase:
• Phase 1 is an expression of interest (EoI) for which no funding will be
allocated; short-listed consortia will be invited to Phase 2
• Phase 2 will involve a full project proposal development and submission
Competition Way-in
up to £6 million to fund 2-3 consortium-based demonstrator projects
between £1.5 and £4 million total eligible costs with duration between 24 and 36 months
• Develop market demonstrators showcasing the new security capability in a vertical
industry segment(s) or in applications that may cut across several vertical industry
segments
• Enable innovators developing secure products or services to work alongside early
technology providers
• Widen the pool of technology and research providers in order to expand the impact of
DSbD technologies
In this competition-context:
‘Application’: use of technologies to secure a product or service in an industry sector defined
application scenario(s)
• Example: stock trading application vs. a database serving stock trading
‘Vertical’ is meant to be understood as being inclusive of the breadth of industry segments
or sectors
Competition Objectives
Industry segments can include:
• those that require secure system operation with safety and resiliency business requirements
• those that include high-value data assets the compromise of which may cause serious economic
or personal harm
Your proposal MUST describe:
• the use case or use cases and why and how it will benefit from the proposed demonstrator
• how you will justify the social and economic benefits realised by the demonstrator
• how you will assess potential productivity increase using the demonstrator
• how you expect the results of the demonstrator to affect future products or services
Your project MUST use the DSbD Technology Platform Prototype (aka ‘Morello’ board) and specify
and justify the quantity of prototype hardware boards that are needed in your demonstrator
Describe your early thinking of how the consortium will engage with the DSbD’s ‘Discribe’ Social
Science Hub+ activities, including a bi-annual event
Competition Scope
The project team MUST consist of at least 2 partners, including the lead organisation
The lead organisation MUST show one of the following:
• that they operate in an industry sector requiring secure products or services
• evidence of a credible and recognisable influence that they have on the target
market or markets
• that they can lead on a new market or sector
A typical consortium may be constructed with the involvement of:
• one or more partners responsible for the new product or service
• the partner responsible for the adoption or use of the product or service
Consortium aspects
We are NOT funding:
• projects that do not construct a physical demonstrator using the technology
platform prototype
• project deliverables that are not demonstrated in the context of capability enabled
hardware as specified in the DSbD challenge
• projects that do not demonstrate the need for more secure products or services
• subsidies dependent on export performance – for example giving a subsidy to a
baker on the condition that they export a certain quantity of bread to another
country
• subsidies dependent on domestic inputs usage – for example giving a subsidy to a
baker on the condition that they use 50% UK flour in their product

What is the need for your proposed demonstrator and how you will assess your
demonstrator?
Describe or explain:
• the use case or use cases
• why and how it will benefit from the proposed demonstrator
• how you will justify the social and economic benefits realised by the demonstrator

• how you expect the results of the demonstrator to affect future products or services

Question 2: Project outline
Who is in the project team and what are their responsibilities?
Describe or explain the:
• profile;
• responsibilities;
• skills;
• experience
of all members of the project team including any subcontractor activities pertinent to the
competition’s scope and the application’s objectives
You can submit one appendix describing the skills and experience of the main people working
on the project to support your answer
It must be a PDF and can be up to 4 A4 pages long and up to 10 MB file size. The font must be
legible at 100% zoom

Question 3: Project team
What is the size of your project, the total eligible costs and the anticipated grant
request? How will you use the technology platform prototype?
Describe or explain:
• a high-level breakdown and partner allocation for the required resources and associated
costs
• the size of your project, the total eligible costs and the anticipated grant request
• a justification of your use of the technology platform prototype for the development of
the demonstrator
• how you specify and justify the required quantity of prototype hardware boards as part
of your integration plan for the identified use case or use cases
You can submit one appendix to describe the activities and associated self-financing costs from
partners that are not claiming funding from this competition. It must be a PDF and no larger
than 10MB in size. The font must be legible at 100% zoom

DSbD technologies – where to find what
Eligibility criteria
Project eligibility
✓ Lead must be a UK-registered business of any size
✓ Must be collaborative
✓ You must carry out your project in the UK
✓ You must intend to exploit the results from or in the UK
The project team must consist of at least 2 partners, including the lead organisation
Project cost £1.5 million to £4 million
Project length between 24 to 36 months
Eligibility criteria
Your project can include partners that are not claiming funding from this competition,
for example non-UK businesses. Their costs will not count towards the total eligible
project costs. You can include their additional costs and related activities in an appendix
to question 4
• Subcontractors are allowed in this competition
• Subcontractors can be from anywhere in the UK and you must select them through your
usual procurement process
• You can use subcontractors from overseas but must make the case in question 4 for
why you could not use suppliers from the UK
• We expect all subcontractor costs to be justified and appropriate to the total eligible
project costs. We will not accept a cheaper cost as a sufficient reason to use an
overseas subcontractor
Subcontractors
• A UK registered business of any size can only lead on one application but can
be included as a collaborator in one further application
• A named individual at any academic institution, RTO, public sector
organisation or charity cannot collaborate on more than 2 applications
• Any organisation taking part in 2 applications, as a lead and collaborator or as
a collaborator, must show that they are working on different topics

• If you are 100% owned by a large parent company as a small subsidiary this means you are
classed as a large company and will only be entitled to the relevant grant
Types of organizations we fund in this competition
Eligibility Criteria – EU State Aid Regulations –
Northern Ireland Protocol
If you are an applicant who is conducting activities that will affect trade of goods and/or electricity between Northern Ireland and the
EU as envisaged by Article 10 of the Northern Ireland protocol, then you must apply under European Commission State aid rules
Undertaking in Difficulty
For applicants subject to the European Commission State aid rules, you will be required to prove that they were not an
“Undertaking in Difficulty” (UiD) on the date of 31 December 2019 but became a UID between 1 January 2020 and 30 June
2021. We will ask for evidence of this.
This test applies to:
• companies that are more than 3 years old
• companies where more than half of its subscribed share capital has disappeared as a result of accumulated losses
• your parent or holding company
Certify you are eligible
When submitting an application, you must certify that you are eligible for State aid. If you are unsure, please take legal advice
before applying. Should you be successful, we will apply this test as part of our viability checks before confirming the grant offer.

If you are applying for an award funded under State aid Regulations, the definitions are set out in the European Commission
Recommendation of 6 May 2003
Compliance with the UK Subsidy Control Regime
On 1 January 2021, the UK left the EU and is no longer subject to EU laws on State aid. We draw your attention to the guidance issued by
BEIS: Complying with the UK’s international obligations on subsidy control: guidance for public authorities. Please be aware this is a living
document and may be updated by BEIS as time progresses.
The set rules (typically GBER) which we previously relied on for the limits of what we could award, have now been replaced by internal
decisions based on the new BEIS Subsidy Control regime, and on policy, which will in turn set out bespoke eligibility requirements for each
funding opportunity.
Innovate UK is offering funding for this competition in line with the UK's obligations and commitments to Subsidy Control.
To ensure that Innovate UK remains compliant with the UK’s international Subsidy Control duties in respect of:
• The EU-UK Trade and Cooperation Agreement;
• Article 10 of the Northern Ireland Protocol: (successful applicants which are affected by the Northern Ireland Protocol
will be funded in line with EU State aid regulations)
• Article 138 of the Withdrawal Agreement (some Union law applicable after 31 December 2020 in relation to the UK’s
participation in Union programmes and activities)
• The Subsidies and Countervailing measures within the WTO (ASCM);
• Any other Free Trade Agreements active at the time of award.
All awards will be conditional on compliance at all times with the UK Subsidy Control regime – this will be reflected in the terms and conditions
of any award.
Under the Subsidy Control Regime, we will carry out financial health checks and going concern assurances on your
organisation.

When submitting an application, you must certify that you are eligible for funding. If you are unsure, please take independent
legal advice before applying. Should you be successful, we will complete these financial checks and assurances before
confirming the grant offer.

Due diligence for UK Subsidy Control Regime
We will fund industrial research projects as defined in the guidance on categories of research
For industrial research projects, you could get funding for your eligible project costs of:
• up to 70% if you are a micro or small organisation
• up to 60% if you are a medium-sized organisation
• up to 50% if you are a large organisation
We may be in a position to offer higher intervention rates at Phase 2 – Full Project Proposal
The research organisations in your consortium undertaking non-economic activity as part of the
project can share up to 50% of the total eligible project costs. If your consortium contains more than
one research organisation undertaking non-economic activity, this maximum is shared between them
The consortium must be appropriately balanced to justify that the objectives and eligibility conditions
of the competition are fully met and do not breach subsidy control rules
Eligibility Criteria: Funding Rates
• If you have an outstanding final claim and/or Independent Accountant’s Report (IAR) on a live
Innovate UK project, you will not be eligible to apply for grant funding in this competition, as a
lead or a partner organisation
• If you applied to a previous competition as the lead or sole company and were awarded
funding by Innovate UK, but did not make a substantial effort to exploit that award, we will
award no more funding to you

The aim of this competition is to develop demonstrators of a product or service in which DSbD technology will be used to showcase a more secure solution The competition is 2-phase: • Phase 1 is an expression of interest (EoI) for which no funding will be allocated; short-listed consortia will be invited to Phase 2 • Phase 2 will involve a full project proposal development and submission Competition Way-in up to £6 million to fund 2-3 consortium-based demonstrator projects between £1.5 and £4 million total eligible costs with duration between 24 and 36 months
  • 6. • Develop market demonstrators showcasing the new security capability in a vertical industry segment(s) or in applications that may cut across several vertical industry segments • Enable innovators developing secure products or services to work alongside early technology providers • Widen the pool of technology and research providers in order to expand the impact of DSbD technologies In this competition-context: ‘Application’: use of technologies to secure a product or service in an industry sector defined application scenario(s) • Example: stock trading application vs. a database serving stock trading ‘Vertical’ is meant to be understood as being inclusive of the breadth of industry segments or sectors Competition Objectives
  • 7. Industry segments can include: • those that require secure system operation with safety and resiliency business requirements • those that include high-value data assets the compromise of which may cause serious economic or personal harm Your proposal MUST describe: • the use case or use cases and why and how it will benefit from the proposed demonstrator • how you will justify the social and economic benefits realised by the demonstrator • how you will assess potential productivity increase using the demonstrator • how you expect the results of the demonstrator to affect future products or services Your project MUST use the DSbD Technology Platform Prototype (aka ‘Morello’ board) and specify and justify the quantity of prototype hardware boards that are needed in your demonstrator Describe your early thinking of how the consortium will engage with the DSbD’s ‘Discribe’ Social Science Hub+ activities, including a bi-annual event Competition Scope

The project team MUST consist of at least 2 partners, including the lead organisation The lead organisation MUST show one of the following: • that they operate in an industry sector requiring secure products or services • evidence of a credible and recognisable influence that they have on the target market or markets • that they can lead on a new market or sector A typical consortium may be constructed with the involvement of: • one or more partners responsible for the new product or service • the partner responsible for the adoption or use of the product or service Consortium aspects
  • 9. We are NOT funding: • projects that do not construct a physical demonstrator using the technology platform prototype • project deliverables that are not demonstrated in the context of capability enabled hardware as specified in the DSbD challenge • projects that do not demonstrate the need for more secure products or services • subsidies dependent on export performance – for example giving a subsidy to a baker on the condition that they export a certain quantity of bread to another country • subsidies dependent on domestic inputs usage – for example giving a subsidy to a baker on the condition that they use 50% UK flour in their product Mind the scope!   • 11. What is the need for your proposed demonstrator and how you will assess your demonstrator? Describe or explain the: • profile; • responsibilities; • skills; • experience of all members of the project team including any subcontractor activities pertinent to the competition’s scope and the application’s objectives You can submit one appendix describing the skills and experience of the main people working on the project to support your answer It must be a PDF and can be up to 4 A4 pages long and up to 10 MB file size.   • 13. What is the size of your project, the total eligible costs and the anticipated grant request? How will you use the technology platform prototype? Describe or explain: • a high-level breakdown and partner allocation for the required resources and associated costs • the size of your project, the total eligible costs and the anticipated grant request • a justification of your use of the technology platform prototype for the development of the demonstrator • how you specify and justify the required quantity of prototype hardware boards as part of your integration plan for the identified use case or use cases You can submit one appendix to describe the activities and associated self-financing costs from partners that are not claiming funding from this competition. Project eligibility ✓ Lead must be a UK-registered business of any size ✓ Must be collaborative ✓ You must carry out your project in the UK ✓ You must intend to exploit the results from or in the UK The project team must consist of at least 2 partners, including the lead organisation Project cost £1.5 million to £4 million Project length between 24 to 36 months Eligibility criteria Your project can include partners that are not claiming funding from this competition, for example non-UK businesses. Their costs will not count towards the total eligible project costs. You can include their additional costs and related activities in an appendix to question 4
  • 17. • Subcontractors are allowed in this competition • Subcontractors can be from anywhere in the UK and you must select them through your usual procurement process • You can use subcontractors from overseas but must make the case in question 4 for why you could not use suppliers from the UK • We expect all subcontractor costs to be justified and appropriate to the total eligible project costs. We will not accept a cheaper cost as a sufficient reason to use an overseas subcontractor Subcontractors
  • 18. • A UK registered business of any size can only lead on one application but can be included as a collaborator in one further application • A named individual at any academic institution, RTO, public sector organisation or charity cannot collaborate on more than 2 applications • Any organisation taking part in 2 applications, as a lead and collaborator or as a collaborator, must show that they are working on different topics Number of applications

Previously submitted application Not a previously submitted application A previously submitted application is: an application Innovate UK judges as not materially different from one you've submitted before (but it can be updated based on the assessors' feedback) A brand-new application/project/idea that you have not previously submitted into an Innovate UK competition OR A previously submitted or ineligible application which: ✓ has been updated based on assessor feedback ✓ and is materially different from the application submitted before ✓ and fits with the scope of this competition Previously submitted applications This competition does not allow you to submit a previously submitted application
  • 20. • Business – Small/Micro, Medium or Large registered in the UK Note: For more information on company sizes, please refer to the company accounts guidance • Research Organisation (RO): • Universities (HEIs) • Non profit distributing Research & Technology Organisation (RTO) including Catapults • Public Sector Research Establishments (PSRE) • Research Council Institutes (RCI) • Public sector organisations and charities doing research activity • If you are 100% owned by a large parent company as a small subsidiary this means you are classed as a large company and will only be entitled to the relevant grant Types of organizations we fund in this competition

Eligibility Criteria – EU State Aid Regulations – Northern Ireland Protocol If you are an applicant who is conducting activities that will affect trade of goods and/or electricity between Northern Ireland and the EU as envisaged by Article 10 of the Northern Ireland protocol, then you must apply under European Commission State aid rules Undertaking in Difficulty For applicants subject to the European Commission State aid rules, you will be required to prove that they were not an “Undertaking in Difficulty” (UiD) on the date of 31 December 2019 but became a UID between 1 January 2020 and 30 June 2021. We will ask for evidence of this. This test applies to: • companies that are more than 3 years old • companies where more than half of its subscribed share capital has disappeared as a result of accumulated losses • your parent or holding company Certify you are eligible When submitting an application, you must certify that you are eligible for State aid. If you are unsure, please take legal advice before applying. Should you be successful, we will apply this test as part of our viability checks before confirming the grant offer. Further information is available on our website in the general guidance under state aid If you are applying for an award funded under State aid Regulations, the definitions are set out in the European Commission Recommendation of 6 May 2003
  • 22. Compliance with the UK Subsidy Control Regime On 1 January 2021, the UK left the EU and is no longer subject to EU laws on State aid. We draw your attention to the guidance issued by BEIS: Complying with the UK’s international obligations on subsidy control: guidance for public authorities. Please be aware this is a living document and may be updated by BEIS as time progresses. The set rules (typically GBER) which we previously relied on for the limits of what we could award, have now been replaced by internal decisions based on the new BEIS Subsidy Control regime, and on policy, which will in turn set out bespoke eligibility requirements for each funding opportunity. Innovate UK is offering funding for this competition in line with the UK's obligations and commitments to Subsidy Control. To ensure that Innovate UK remains compliant with the UK’s international Subsidy Control duties in respect of: • The EU-UK Trade and Cooperation Agreement; • Article 10 of the Northern Ireland Protocol: (successful applicants which are affected by the Northern Ireland Protocol will be funded in line with EU State aid regulations) • Article 138 of the Withdrawal Agreement (some Union law applicable after 31 December 2020 in relation to the UK’s participation in Union programmes and activities) • The Subsidies and Countervailing measures within the WTO (ASCM); • Any other Free Trade Agreements active at the time of award. All awards will be conditional on compliance at all times with the UK Subsidy Control regime – this will be reflected in the terms and conditions of any award.
  • 23. Under the Subsidy Control Regime, we will carry out financial health checks and going concern assurances on your organisation. Certify you are eligible When submitting an application, you must certify that you are eligible for funding. If you are unsure, please take independent legal advice before applying. Should you be successful, we will complete these financial checks and assurances before confirming the grant offer. For more information on company sizes, please refer to the Company accounts guidance. We will fund industrial research projects as defined in the guidance on categories of research For industrial research projects, you could get funding for your eligible project costs of: • up to 70% if you are a micro or small organisation • up to 60% if you are a medium-sized organisation • up to 50% if you are a large organisation We may be in a position to offer higher intervention rates at Phase 2 – Full Project Proposal The research organisations in your consortium undertaking non-economic activity as part of the project can share up to 50% of the total eligible project costs. If your consortium contains more than one research organisation undertaking non-economic activity, this maximum is shared between them The consortium must be appropriately balanced to justify that the objectives and eligibility conditions of the competition are fully met and do not breach subsidy control rules Eligibility Criteria: Funding Rates
  • 25. • If you have an outstanding final claim and/or Independent Accountant’s Report (IAR) on a live Innovate UK project, you will not be eligible to apply for grant funding in this competition, as a lead or a partner organisation • If you applied to a previous competition as the lead or sole company and were awarded funding by Innovate UK, but did not make a substantial effort to exploit that award, we will award no more funding to you Other Innovate UK projects
