Notably, Richard served as the Senior Construction Manager for 900 km of the $24 billion Saudi Arabia North-South Rail project, representing the owner in all matters. Worth a staggering $842 million. The South Road Superway Project is South Australia’s most complex engineering road construction project to date. The South Road Superway Project is a stage two of the north-south transport corridor upgrade delivering a 4.8 km non-stop corridor comprising of a 2.8 km elevated roadway connecting the Port River Expressway to Regency Road.
The Chicago Department of Aviation owns and manages both O'Hare and Midway International Airports. Annually O'Hare and Midway account for over 1.13 million operations as well as 99 million passengers combined with an annual operating budget of over $1 billion dollars. Mr. Leach's responsibilities include overseeing all planning, design and construction activities at O'Hare and Midway including O'Hare 21 and the Modernization Program; maintenance and operation of the terminals, parking and automated transit system; annual FAA inspection and certification.
1. RICHARD MOEWE, CCM
Construction Manager Infrastructure & Civil
Richard brings over 35 years of experience delivering preconstruction and field
execution of CM as the person-in-charge of constructing public agency projects
ranging from $100mil to $1bill. Richard’s project experience is unusually broad using
all types of project delivery methods including DBB and DBC and Self Perform. He is
most known for his high experience level in both office and field management.
Saudi Arabia North-South Rail , Freight and Commuter Rail project – Richard
initially served as the Senior Construction Manager for 900 km of the 2400 km long combined
freight/commuter project, the biggest in the world. He
represented the Saudi ownership in all matters to the design-
builder. He exercised final signature authority for all as-built
drawings and all official correspondence.Richard eventually was
put in charge of general handover of the entire line including
commuter stations and maintenance facilities. His
employment contract ended in the spring of 2014. Value Added: Richard
created/implemented a closeout process to address an ongoing three year delay in
acceptance. He worked side-by-side in the trailer with the Design-Builder to complete the work
using staff from three field offices. Most importantly, Richard improved desert labor camp
conditions. Employer: Systra – Canstar- Louis Berger joint venture
Chicago Transit, CTA Red Line Rehab, Chicago, IL –
Richard led the normal field CM but also ran constructability
reviews (including a full schedule and maximum cost estimate)
to match FTA standards. Richard assembled and ran a team of
twenty office staff and inspectors to complete design and
perform construction of $300M commuter rail line with
ballasted track down the center of a major IDOT highway with platforms, signal upgrade and
substations that was built under continuous train/highway operation and very restrictive site
access. Value Added: Solved median access by running the trains onto the paved asphalt
traffic lanes thus reducing service outages. Initiated platform extension approach to allow
platform reconstruction under service. Employer: Turner Construction.
Chicago Transit, CTA Brown Line Rehab, Chicago, IL – Richard led preconstruction
and constructability reviews (including a full schedule and maximum cost estimate) to match
FTA standards. Richard helped win the award then perform preconstruction CM deliverables
until a field CM was appointed; This project ran simultaneously with the Red Line CM above. He
helped prepare bid packages for stations on a fast-track basis. This is a $500M commuter rail
line rehab that was both at elevated and street level. It included new track, stations, platforms
and signals and third-rail power systems built under continuous operation. Value Added:
The Agency rejected the first general bids due to lack of competition. Richard carved-up the
scope to create set-aside and stations packages. He initially produced all the FTA Grant
deliverables in less than four weeks. Employer: Turner Construction.

2. AMEC North America – As Vice President, Richard led development of a national transit
marketing plan and was the proposal manager for both of the successful Chicago Transit
Agency projects listed above. Employer AMEC.
Federal Transit Administration, Program Management Oversight, NY – Richard
assigned teams from his office to investigate problem areas with all of the
Capital Programs for the NY subway system with Federal funding. He
reported to the FTA and worked at an executive level with the agencies.
Richard was in overall charge for oversight (PMOC) monitoring all the Capital Programs and
projects at the regional transit agencies of NYCT, LIRR, NJT and Metro North Commuter Rail.
Value Added: Instigated the use of project management plans per ISO 9000
on all oversight projects. Led effort to emphasize completion of the tunnels
ventilation projects held up for delivery due to disputes. Employer: Fluor
Daniel Inc.
Illinois Tollway Authority, Highway – Richard served as onsite Chief Field Resident
Engineer for final design and construction of three
simultaneous contracts building three new toll plazas on
existing mainline IDOT highway over twelve miles in length.
Work included inspection of utilities, tunnels and substations
and facilities and mainline pavement and major bridge
reconstruction. Closeout of this project was accomplished
faster than any such project on record at the Authority. Value Added: Turned around this
highly troubled project that was set to be terminated by the client upon arrival. He met a three
week client deadline to improve the field situation and closed it out faster than any of the other
separate concurrent projects. Employer: STV
World Trade Center Redevelopment, New York, NY –. Richard managed and
reorganized the fifty person cost department and exercised
final signature authority recommending client approval for all
change orders based on comprehensive understanding of all
site projects. As Department Lead Cost
Engineering/Estimating Director, Richard reported directly to
the Port Authority Senior Director for the redevelopment of the
entire site. Value Added: Through reorganization of the
department, Richard discovered extremely large overruns not being reported between the
separate project budgets which greatly improved the Governor’s report underway. He revised
the entire cost flow reporting system with a program still in place today. Employer: URS Corp.
WTC recovery Previously, Richard was temporarily assigned as a deputy projectmanager for
one quarter of the World Trade Center site recovery immediately after 911. Employer: AMEC
MTACC, Seven Line Tunnel Extension, New York – As Deputy CM for the final design
and pre-construction of TBM subway tunnels and blasted
station caverns, Richard co-developed project management
plans and acted as coordinator with the major private
developers of the buildings above. Value Added:
Created a CCM –QA plan that is still in general use as a
boilerplate for all NY-Capital projects today. He revised the

3. subterranean escalators to meet the high-rise developer requirements. He obtained AMTRAK
approval for shielding above their tracks. Employer: Lemley Proprietorship.
Deutsche Bank Demolition, WTC – Claims Manager for the Lower Manhattan
Construction Coordination Center which coordinated all the many projects underway in lower
Manhattan after 911, Richard assembled and recommended action for over twenty active
claims related to demolition of this high rise office building on the World Trade Center site as
well as coordinated staging of its demolition with the WTC construction team. Value Added:
Successfully assembled and recommended actions for separate disputes under a critical
deadline with the client due to suspended site construction items by the contractor. Employer:
URS Corp.
Landmark Restoration of NYC Police Precinct Facility – Richard was in charge of an
“at risk” contract of $50M. Richard negotiated the general contract with the client then
awarded subsequent subcontracts and conducted field CM activity thereafter. Value Added:
Created a site workaround plan to accommodate late offsite delivery of electricity. He
eliminated the need to relocate a large pressure gas line in Central Park thus achieving
schedule recovery and major budget relief. Employer: URS Corp.
Enclosed Mall Mixed Use Developments: Owners representative in PPP partnership
with municipalities and stakeholders to redevelop urban
centers typically near one million square feet in size. Richard
hired all engineers and contractors as the owner
representative in all matters. Employer: Trizec-Hahn, May
Centers. Value Added: Became regional VP for Western
Region properties.
