It details 3 steps: 1) Writing test objectives with action verbs and focusing on student performance. 2) Deciding the relative weight of each objective based on time spent and Bloom's Taxonomy classification. 3) Completing the TOS by listing objectives and draft weights, and percentages spent on education goals. The next session will cover designing a test paper based on a given TOS.
