Step 1 – Writing testing objectives Begin each objective with an “action verb” e.g. Identify a force as a push or a pull State each objective in terms of student performance State only one outcome in each objective
Step 2 – Decide on the relative weight of each objective Some considerations Determine the amount of time spent teaching and learning each objective Determine the classification of the objectives using Bloom’s Taxonomy of learning

Step 3a – Completing the TOS Write down the testing objectives and draft weighting
Step 3b – Completing the TOS Write down the percentage of each objective spent developing the different education goals.
 
Next session –  Putting together a test paper based on a given TOS
