The Indian Nursing Council, which was authorised by the Indian Nursing Council Act of 1947, was established in 1949.

4. Syllabus and regulations for nursing programs.
5. Withdraw recognition.

The Trained Nurses Association of India is the National Professional Association of nurses.
The association had its beginning in the association of nursing superintendents which was founded in 1905 at Lucknow.

2. Promote a sense of team spirit among all the nurses.

Constitution of AMSN of Nepal
MISSION: AMSN of Nepal’s mission is to promote excellence in medical-surgical nursing.
VISION: Medical-surgical nurses use their powerful voice and focused action to continuously improve
patient care.
VALUES: Medical-surgical nursing is a distinct specialty with its own body of knowledge. We believe
patients receive better care when medical-surgical nurses:
Engage in ongoing professional development
Use evidence-based practices
Speak with a unified voice
Serve as leaders on healthcare teams
Have the necessary resources to deliver excellent care
Practice in a healthy work environment
Establishment: The organization is established and will be known as "Academy of Medical-
Surgical Nurses of Nepal" (herein referred to as AMSN). The official language of AMSN will be
English and subject to the matters set out below, AMSN shall be administered and managed in
accordance with this Constitution by the Executive Committee.
Goal and Objective: The key objective of AMSN will be “Uniting Medical-Surgical Nurses
in Nepal by education, training and networking” to provide high quality care.
Goal 1: workplace advocacy: AMSN will support medical-surgical nurses in meeting the
increasingly complex demands of their work environment.
Objectives:
1. Develop knowledge-based resources for a healthy work environment.
2. Creates ways to recognize healthy work environments in medical-surgical nursing units.
Goal 2: Evidence-based practice, research, and knowledge: AMSN will advance the art and
science of medical-surgical nursing.
Objectives
1. Expand the awareness and utilization of evidenced-based practice (EBP), research and
performance/quality improvement among medical-surgical nurses.
2. Develop methods to support members in creating EBP/research grants.
3. Implement online methods to address clinical practice issues.

Goal 3: Professional development: AMSN will foster learning and professional growth of
medical-surgical nurses.
Objectives
1. Increase online resources for leadership, professional growth and education.
2. Refine the AMSN mentoring programs for medical-surgical nurses.
3. Develop resources to prepare nurses for the impact of health care reform.
Goal 4: National leadership and influence: AMSN will be the leader influencing decisions that
impact medical-surgical nursing.
Objectives
1. Articulate AMSN’s priority agenda for leading the future of medical- surgical nursing.
2. Form strategic alliances/affiliations/relationships that are consistent with the mission and
strategic direction of AMSN.
Goal 5: Promoting organizational health: AMSN will have a strong, distinct identity with
systems that promote organizational vibrancy.
Objectives
1. Refine the identity of AMSN.
2. Create a volunteer management program.
3. Implement a strategy for chapter support.
4. Develop new non dues revenue sources.
Membership: Membership of AMSN will be for Nurses involved in nursing education,
nursing service and nursing research having or continuing master degree in nursing i.e. M.Sc.
nursing and MN. There will two types of members i.e. life member and General Member. The
Students are only given general membership. General member has to renew their membership
each year.
Membership Fee: The life member fee will be 5000 Rs, and it will be paid once only. The
General membership fee will be 500 Rs, and it will be paid each year for renewal of the
membership. If failed to pay the general membership on time 100 Rs fine will be charged for
each year and all the due payments has to pay before renewal of membership.
Executive Committee: Maximum eleven member executive committee (president, vice-
president, secretary, assistant secretary, treasures, and six members) will be formed in the centre
and maximum five member committee will be formed in the regional level (President, vice-
president, secretary, treasure and two members).
Advisory Committee: Five to seven member advisory committees will be formed having
the senior and/or retired medical-surgical nurses, who wish to contribute the organization.
Term of Office: The term of office for all members of the AMSN Executive Committee shall
be five years. An election will take place at the end of each executive committee member's term
of office. A member may stand for re-election for a further one tenure only. AMSN members
(both life and general members) will vote on members of the Steering Committee.

Annual General Meetings: There will be an Annual General Meeting of AMSN. All
information on this meeting including voting for new Steering Committee members will be
posted on AMSN website and informed to the members by mail.
Regional Committee: As per need of AMSN regional offices shall established having
maximum five members’ executive committee and executive committee will be elected from the
voting from the members working in that region only.
Finance: The Executive Committee shall have the power to raise funds and to invite and
receive contributions, subject to conforming to any relevant requirements of law including
possible charity law. All monies raised in the name of AMSN shall be devoted to AMSN and
shall be paid into an account at such bank as the execute Committee shall from time to time
decision. The Treasurer shall be allowed to sign all cheques and conduct all transactions on
behalf of the executive Committee. All records of accounts should be retained for a period of
seven years, by the Treasurer.
Amendments to the Constitution: Amendments to the Constitution must be agreed by a
simple majority 2/3 of Steering General members.
Dissolution: Dissolution of AMSN shall be agreed by at least 2/3 of the General members. In
the event of Dissolution, all funds held in the name of AMSN will be donated to organizations
promoting nursing as decided by a simple majority of the Executive Committee.
This Constitution was adopted on the date mentioned hereafter by the persons whose signatures
appear below.
