This document discusses proposed amendments to the criteria for comprehensive plan amendments and rezoning. For comprehensive plan amendments, it proposes adding five criteria related to changed conditions, compatibility, environmental impacts, infrastructure impacts, and consistency with the comprehensive plan. For rezoning criteria, it proposes consolidating the current seven criteria into four criteria focused on consistency with the comprehensive plan, appropriateness of uses, physical suitability of the property, and availability of infrastructure. Both sets of proposed criteria would retain consideration of historic preservation overlay districts.
