Coastal Cities Pollution Control Project 2

Introduction of the Project
• The second phase of Coastal Cities Pollution Control Projects supporting the
Government’s comprehensive program to improve the provision of efficient
and sustainable wastewater services in Croatia’s coastal cities and thus improve
coastal water quality along the Adriatic Coast.
• The CCPCP 2 comprises of three components: (1) Wastewater investments (2)
Institutional strengthening (3) Seawater quality monitoring
• The total Bank financing for CCPCP APL2 in the amount of Euro 60 million
(US$ 87.5 million equivalent) and has been supported by the GEF grant in the
amount of US$ 6.4 million.
• The project is effective as of June 4, 2009 and closes on September 30, 2014.
• Implementing agencies:
• (i) Croatian Waters (components 1,2,3A)
• (ii) Ministry of Environmental Protection, Physical Planning and Construction.
(component 3b)
Project Objectives & Outcomes
• The project objectives:
- to improve the provision of efficient and sustainable wastewater
services in participating municipalities
- to reduce the nutrient load entering Croatia's coastal waters from
participating municipalities
- to pilot innovative wastewater treatment solutions in selected
municipalities.
Results in Stress Reduction
• As the project is in early stage, no tangible results available at this
point, but target project outcomes are:
- a percent of households in participating cities would able to
connect to wastewater services is by the closing date expected to
increase from 46 to 76 percent;
- a percent of wastewater collected that is treated is expected to
increase from 15 to 71 percent.
Results in Environmental Status
• Impact will be felt only after end of all construction activities, at
the end of the project.
• Target: 50% reduction in pollution and nutrient load in cities
with enhanced nutrient removal
• Target: Increased knowledge of alternative nutrient reduction
waste water treatment technologies
Process Results
• Component 1:
• All 21 sub loan agreement have been signed committing full loan
amount, including four GEF co-financing sub-projects: (i)
Metkovic; secondary WWTP with enhanced nutrient removal (ii)
Kastelir; constructed wetland WWTP (iii) Trsteno; constructed
wetlands WWTP, (iv) Medulin; WWTP with nutrient removal
Conclusion
• Project still in early stage, and the overall project progress has
been rated as moderately satisfactory based to on the
improvement in project implementation, after initial delay. The
WB team will continue with close supervision of all project
activities that is expected to lead to successful project completion.
• The project is setting the stage for similar schemes that will be
financed by EU funds
• Needs in a sector as huge and project role is to set an example
