GEOGRAPHIC POSITION
红石塄村位于灵丘县东
南山区，是红石塄乡政府所
在地，距离县城24公里。交
通便利，天走公路穿境而过。
水源充足，灵丘县最大一条
河流唐河穿村而过，村庄居
于唐河之畔，气候温和，海
拔720米，无霜期165天以
上。红石塄村版图总面积
12598.4亩。

Hong Shi Leng village is located in
the mountainous area of the south-
east Ling Qiu County, that includes
the Hong Shi Leng township
government, 24 kilometers from Ling
Qiu town. Tian Zou route is aside the
village, transportation is very
convenient. There are plenty of water
resources, the biggest river in Ling
Qiu county is the Tang river which
passes through the village. The
weather was pleasant enough, with
an altitude of 720 meters and a frost-
free period of more than 165 days.
The total area of Hong Shi Leng
Village is 12598.4 mu.

PROCESS OF LAND TRANSFER
用四议两公开的方法，贯彻红石塄村发展重大决策
“四议两公开”工作法，即所有村级重大事项的决策和实施，都必须
在村党支部的领导下，严格按照“四议”和“两公开”的工作程序进
行。“四议”：即村党支部委员会提议、村“两委”会议商议、党员
大会审议、联户代表会议或村民会议决议；“两公开”：即决议的公
开、组织实施决议和实施结果的公开。“四议两公开”工作法，是农
村基层组织建设的制度创新，是加强基层组织建设、巩固党的执政基
础的需要，是转变发展思路、推动科学发展的需要，是调动农牧民积
极性、加快新农村建设的需要，是密切党群干群关系、促进农村和谐
稳定的需要，是扩大群众参与、推动农村民主政治建设的需要。

Implementing the Major Decision-Making Four Discussions and Two Disclosures policy for the
Development of Hong Shi Leng village
“Four Discussions and Two Disclosures”, that is, the decision-making and
implementation of all important matters at the village level, must be carried out
strictly in accordance with the working procedures of "Four Discussions" and
"Two Disclosures", under the leadership of the village Party branch.
“Four Discussions”：Village party branch director meetings, Village "two
committees"（party and village） meetings, Party Congress deliberation (all
party members) , household representatives meetings or villagers'meetings
(villagers);

Implementing the Major Decision-Making Four Discussions and Two Disclosures policy for the
Development of Hong Shi Leng village
This working method is an institutional innovation in rural governance,
it fulfills the need to establish grass-roots organizations and
consolidate the ruling foundation of the Party in rural areas, it
promotes changes in the development ideas and it promotes scientific
development, inspiring the enthusiasm of the villagers, speed up the
new countryside construction , strengthens the relationship between
cadres and public, focuses on “harmony and stability” of the rural
areas, and encourages the people's participation in the public decision-
making and also promotes setting up democratic policies in the rural
areas.

从土地确权的角度
1989年最后一次土地确权，每人
1.2亩土地。之后出生的年轻人
没有土地，选择外出务工。
对于逐渐丧失劳动力，但是拥有
土地使用权的老年人来说这是一
个不错的选择

Land Confirmation
Last land right distribution in 1989，
1.2 mu in average。Newborns after
that have no new land and choose to go
out to work.
This is a good choice for the elderly
who are gradually unalble to work but
still have the land right.
Company is in charge，committee held responsible

committee, not company. Renting
the land to the company is
committee's decision. So we don't
care about what the company does.

the
Governance
Group
The Government is providing financial and health support to
the villagers.
Every person is satisfied with the facilities given by the
government.
Health issues need to be improved.
The village representatives try to solve the problems of the
local people by regular meetings (like rubbish cleaning, roads
and street management etc. )
The government should invest on building new industries like
shoe factory, apple processing unit, etc.

23. Water channels have been constructed by the govt.
The fertilizers are provided by the govt. to the farmers
on subsidized rates
The govt. helped the villagers to construct their houses.
The out migration of the youth is still on the go with
any govt. intervention.

整个村子的所有的自然资源都是土地，如果果园
经营不善，谁来支付村民的流转费？
扶贫办回应：项目实施前要进行可行性分析，一
般来说不会出现问题；如果出现不可以预见性问
题，是可以被允许的。

All the natural resources in the whole village is land.
If the orchard is not well managed, who will pay the
villager's transfer land rent?
Poverty Alleviation Office Responses: Analysis and
planning is carried out before the implementation of
the project. Presumably, there will be no problems; if
there's some unforeseen trouble, it's okay.
Village labor force drain
Young and middle-aged people go out to work

The labor force is gradually dropping, but it has not yet
