Community Model to Improve Slum Health in Smart Cities,Wards,Localities:Pract...Siddharth Agarwal
Slum families live amidst dirt leading to contamination of water, spread of flies, rodents, mosquitoes, which carry diseases e.g. diarrhea, typhoid, jaundice, dengue, chikungunya, malaria. U¬5 undernutrition in the poorest urban quartile are 2.5 times higher than the richest urban quartile.
Practical approaches:
1.City map: Govt. of India’s NUHM & Housing Policy mandate mapping of all listed/unlisted/hidden slums on city map. UHRC's social facilitators, women's group members with govt. ANMs, Anganwadi workers identified, mapped hidden, unlisted and newly formed slums in Indore.
Slum Women’s groups use hand-drawn basti maps to a)prevent exclusion of family from lists for housing, entitlements; b)Track access to health services e.g. vaccination, ANC, c) identify recent migrants, vulnerable slums.
2.Basti women’s groups in Indore & Agra function as slum women’s health groups (Mahila Arogya Samitis or MAS) mandated in Govt. of India’s NUHM to strengthen demand for health, environmental services. With knowledge, confidence & skills, women’s groups increase access to Govt. address proof and Picture ID.
3. MAS members save monthly to build savings pool. This saving helps in time of health emergency, marriage, child's education, rescues poor people from moneylenders.
Based on Indore & Agra experience, India’s National Urban Health Mission (NUHM) mandates Mahila Arogya Samiti as a demand side strategy and creation a Revolving Community Fund as two of eight core NUHM strategies (Government of India, 2013).
4. With motivation youth-children groups bring more vigour to community efforts. Youth requests to authorities for streets, garbage cleaning. Basti children’s group members apply & avail govt. scholarship.
5. Outreach Health Services by Govt & Pvt Providers in deprived clusters are facilitated by basti women’s groups. They help ANMs identify vulnerable pockets, improve service access, infection prevention, promote healthy behaviours.
With mentoring support from UHRC, they promote nutrition & health with simple recipes e.g. sprouted cooked, garnished black gram. Women take up gardening for nutrition despite space constraints.
6. Women’s groups submit requests to different depts. for paving of basti lanes, water supply, sewage system, electric connections.
7. Ladies & children making jewellery & greeting cards gives creative & psycho-emotional energy despite living in dirt. Creative art stimulates right brain which enhances skills, intellectual responses, learning ability, confidence. These help slum populations gather more strength and hope to better deal with the vagaries of life.
8. Women’s Livelihoods: Tailoring & Stitching training centres for women are run. Women/girls stitch frocks, trousers, girls’ tops, shirts at home on per piece basis. Women also sell vegetables, grocery, run slum convenience store, tiffin service.

Since Drishtee’s inception in 2000, it has had several successes and failures , learning’s from over the years has resulted in the evolution of an integrated approach which it calls the \'4C\' model.

26 May 2014 Narendra Modi was sworn in as the Prime Minister of India, who acquired the general elections with a massive mandate, right earnestly started working tirelessly to correct economic slowdown, containing inflation, getting rid of corruption and introducing financial inclusion program and so on,
Yet 67 years of misrule made people numb, and were entirely disconnected with the government, were at the clemency of the politicians taking the freebies they had at the time of elections.For votes the minorities were pampered with quotas and reservations. The oppressed remained in the same posture, turned into voting machines.
Modi’s interaction with the masses is something, which the people never experienced earlier, and made them understand that they are the principal constituents of the country and the government and the political leaders are there solely to accomplish their welfare.
Modi set the government, with clear-cut instructions to the ministers, and bureaucracy to hold along the developmental programs. Modi embarked on his international expedition to strengthen ties with countries for trade facilitations and significant issues like terrorism, climate change and so on. His activities in the international arena yielded substantial results and ignited new hope for sustained partnership in the development.
KALP Samaj Sewi Santha, in collaboration with PACS initiated “Affirmation of Social justice and Economic Equity of SC, ST, Muslim, Women, through Non-discriminatory accesses to Livelihood , With special focus on NREGA’’ Project which has been a wonderful journey to work with socially excluded communities in two districts ie Janjgir-champa and Baloda Bazar district. Over the period of almost 4 years of project’s duration, our mainly interventions were on non-discriminatory access to livelihood focusing on NREGA. We had a meaningful interventions into the life of the marginalised by engaging itself at two levels 1) Seeking new avenues of interventions and generating essential recourses for such process. 2) Continued the moral back up support emerged through the four years exercise.

The main agenda of the village visit programme was to help students garner information on governance and development in villages- both from the perspective of the administrative side as well as that of the inhabitants. On interacting with the Government officials of the villages, we obtained first-hand information on schemes like the Mukhya Mantri Grameen Awas Mission, the Indira Gandhi Awas Yojana, the Nandan Phalodyan (under NREGA), the mid day meal scheme and Nirmal Bharat Abhiyan. They also gleaned insights on the challenges faced by the administration in executing these schemes.

We stayed in Gabarda village from 21st September- 14th October.
There was various challenges faced by us in the village -
Language Problem
Political issue - As in the village we were doing survey , the
representative of the local governing body has act as a
barrier for us in the project.
Lack of infrastructure
Most of the people are daily wage labours so they are
available only in the morning and evening which created
barrier for us.
As people have a perception that we are govt officials so
they don't disclose most of the problems as they think that
if we disclose it then they won't get benefits provided by
the govt schemes which was a big challenging task for us.
We stayed in village Dhumerkheta (COACHBEHAR)
from 5th November- 13th November. There were
various challenges faced by us-

Lack of Transportation facilities which consumed more
time in travelling to the village and lead to less work done
on the project.
As we had an interaction mostly with Pramila Bahini
leaders and mostly they were not available in the village as
they usually goes for the various surveys and other official
work in the BDO office which was little challenging task
