The methodology for this research varies from earlier approaches in using a product-level, or “bottom-up”, approach, rather than a top-down, macro perspective. This makes it possible to base forecasts on what is most likely to change in the medicines market, e.g. the appearance of new products and the debut of new generics and biosimilars. OHE’s model for projecting NHS medicines expenditure was an important tool used by the Association of the British Pharmaceutical Industry to produce its forecast for discussion with the Department of Health about revisions to the PPRS.

Health System Efficiency and Sustainability in Australia, Canada, France, Ger...Office of Health Economics
OHE Consulting was commissioned by Eli Lilly and Company’s Global Public Policy department to identify and analyse inefficiencies and bottlenecks that undermine health care system sustainability and potential policy solutions to address them. We focused on Australia, Canada, France, Germany, Italy, Spain and UK.
We found that the focus of health care policy thinking is on: removing perverse incentives; filling gaps in information to payers, health care professionals and patients; more/better chronic disease management and better coordination of care, especially between primary and secondary care; and better compliance with good practice guidelines.
Our results confirm and reinforce some of the key inefficiencies that have been discussed in the literature. Some differences across countries emerge but there is considerable consensus, with a major focus on better integrated care, especially for chronic diseases. The findings imply a clear, high level health care policy agenda for tackling health system inefficiency.
Our main findings were presented as a poster at the 9th HTAi Annual Meeting, Bilbao, 25-27 June 2012. We have reproduced that poster here as a slide presentation.

- 1. Int. Lila’s bedroom – DAY LILA SMITH, early twenties, in a simplistic living room, it is clean and tidy; letters scatter the table; cut to a close up of the letters with ‘OVERDUE’ ‘PAYMENT DUE’ and ‘FINAL NOTICE’ stamped in red over them. LILA looks at these letters, she sighs and tears them into shreds, she looks relieved. Loud pop punk music breaks the silence and her head snaps round in the direction of the noise. She huffs and slams the torn up shreds into the bin as she moves quickly out of the room. Cut to - Int. Dawn’s bedroom – DAY DAWN SMITH, fifteen, is on her bed listening to music with her laptop open, we can hear the loud pop-punk music, she is wearing a bright pink jumper. Dawn’s room is dark and messy, drawers are slightly open with clothes spilling over the sides, and clothes scatter the floor. The curtains and blinds are drawn. LILA bursts through the door and steps into the middle of the room. DAWN doesn’t look up; she turns the volume of the music playing from her laptop up. LILA (Voice gets louder each time she calls.) Dawn. Dawn. Dawn! DAWN doesn’t respond, instead increases the volume of her music from her laptop. LILA sighs and taps the mute button on DAWN’s laptop. DAWN does not look up at her, she unmutes her music. This is repeated three times before LILA slams DAWN’s closed. DAWN What? I’m revising DAWN puts a jumper on. LILA (Rolls eyes) I don’t know how you can concentrate with that music so loud (Pause, LILA goes to turn away but notices Dawn is wearing a jumper, it is familiar) Wait what are you wearing? Is that my jumper?! DAWN You gave it to me - it’s mine! LILA No I didn’t! Give it back! DAWN
- 2. You can’t tell me what to do anymore. LILA What’s wrong with you? You’ve been like this for days? DAWN opens her laptop again, but with no music playing. DAWN Nothing. LILA There’s something wrong. Tell me. DAWN Nothing’s wrong. (Pause) Um, can you leave now? I don’t want you to get sticky fingers in here LILA looks confused LILA What are you talking about? DAWN You know exactly what I’m talking about LILA Dawn, please - it isn’t like that! DAWN (interrupts) What? I don’t care. LILA Dawn… DAWN rolls her eyes and groans. LILA I don’t know why you’re acting like this! I fixed everything! All those money troubles are gone now! DAWN (Not looking at Lila) Yeah, you totally fixed everything LILA (Mutters) They wouldn’t have missed the money anyway, I can’t (interrupted) DAWN
- 3. (interrupts) That doesn’t matter! You’re not supposed to steal! You’re a criminal! LILA So you’re upset about this? DAWN (Sarcastically) No, I’m peachy LILA sits on the bed LILA I didn’t have any other choice, Dawn. DAWN Yes you did, and you still do now LILA Dawn, we were struggling, and now we’re fine. Stop being so ungrateful DAWN remains silent on her laptop LILA I can’t fix this now Dawn, what’s done is done, I know that doesn’t make it right DAWN Get out LILA Dawn, don’t DAWN Get out of my room! LILA I’m not leaving DAWN I’ll call the police
- 4. LILA Dawn, don’t be stupid DAWN Don’t be stupid?! Maybe you should've thought about not being stupid before you stole that money LILA looks shocked, she opens her mouth to speak but is interrupted - DAWN (slams laptop shut) This isn’t how Mum and Dad raised us. LILA (facing away from DAWN) Well they’re not here. DAWN They wouldn’t be proud of you LILA sits down on the bed silent for a few seconds LILA Don’t say that! DAWN They would be turning in their graves LILA Fucking stop it! (closes eyes and covers ears with hands) DAWN You know I’m right! LILA (slowly opens eyes and moves hands by her side) I know, you’re right. LILA notices a photo frame on the shelf next to the bed and picks up a photo frame, it shows a photo of the two sisters as children during happier times. LILA looks at
- 5. it fondly and remembers past memories, she smiles sadly and turns to face DAWN who sits with her arms crossed. LILA God Dawn, I’m sorry. You’re right, I didn’t mean to - I was trying to get us back to normal, I fucked up so bad I know. And now I don’t know what to do? DAWN I just-I don’t know LILA I know. It sucks being an adult. DAWN (Looks up at her sister sadly) LILA I’m scared. DAWN I wonder what they would do if they were here… LILA We wouldn’t be here in this mess if they were. DAWN I guess it’s just us now LILA pulls DAWN into a hug with her head resting on DAWN’s and DAWN’s head in the crook of LILA’s shoulder. DAWN’s face becomes more sombre as she comes to terms with the reality of what her sister must now do. LILA Will we be okay? DAWN It’ll be quiet without you FADE TO BLACK
