Sustainable development is a global political concept, a normative framework for aligning human well-being with the well-being of the natural environment over the long-term. As a political concept, sustainable development remains contested. The UN Sustainable Development Goals (SDGs) might appear to be clear and unambiguous goals for political and business decision makers, yet there is a central contradiction at their core: economic growth driven through investments and market forces is intended to help us achieve a more sustainable development, yet the consequences of economic growth in the past have create global ”un-sustainabilities” when it comes to climate change, loss of biodiversity but also economic inequalities within and across countries. From its beginning, the modern sustainable development discourse had a complicated relationship with growth, as can be seen in the first report to the Club of Rome titled ”Limits to Growth“, through the Brundtland Report’s understanding of sustainable development and some mild questions about the sustainability production and consumption patterns of the global north, all the way to our current notions of a green economy and green growth. Over the past decade and half, the alternative discourse on ”décroissance”, on degrowth or postgrowth, has gained traction in a variety of European countries and also made interesting connections to southern movements like Buen Vivir in South America or Radical Ecological Democracy (RED). In this contribution we will seek to understand the contradictions between sustainable development and economic growth, the limits to green growth, and the alternative perspectives for human, social and natural well-being degrowth can offer us. Keynote at Universidade Nove de Lisboa on 5 April 2018 at "Globalisation XXI: Connected Societies" conference.
Carbon markets 101 introduces the market mechanisms under the Kyoto Protocol and related initiatives. It helps executives and managers understand emerging business issues around carbon trading, emission reduction projects and carbon monitoring.
In this month's SlideShare we'll be covering the topic of carbon credits and carbon offsets and how these instruments are implemented to reduce carbon emissions to combat climate change. While the terms are often used interchangeably, carbon credits and carbon offsets does have certain key differences we'll be exploring. There are also important milestones to note, from the US Clean Air Act and Kyoto Protocol to UN Carbon Offset Platform. Over recent years, the carbon market value have grown significantly from EUR 186 billion in 2018 to EUR 850 billion in 2022.
This study undertook an empirical view towards analyzing the role youth capacity building can play in
entrepreneurship development. This study took a descriptive approach in its design and covered a sample of 519
rural entrepreneurs drawn from selected rural communities across the three geo-political zones of Enugu state using
purposive sampling technique. Data was gathered using a five point likert scale questionnaire and was analyzed with
chi-square test using the 23.0 versions of statistical package for social sciences (SPSS). The data analysis was based
on the 413 questionnaires that were validly filled and returned by the respondents. The study noted that capacity
building is not a choice; it is a fundamental route to youth entrepreneurship development. Hence, giving hand-outs or
even equipment without needful entrepreneurial knowledge is no longer fit to pass as youth capacity building. It was
therefore concluded that for sustainable entrepreneurship development especially among the youths in Enugu state,
there is need for well structured and functional capacity building programmes. The paper recommends that; to ensure
consistency and relevance of capacity building in the act of entrepreneurship development, states must
institutionalize capacity building, Governments should invest in and leverage on existing educational institutions to
advance and reduce the cost of entrepreneurship development oriented capacity building and that there is need to
invest massively on innovation biased capacity building programmes

Who’s the Boss? Strengthening the Effectiveness of Capacity-Development Support Dr Lendy Spires
The concept of accountability is generally understood as an obligation on a person, group or institution to justify decisions or actions taken. Though seemingly straight-forward, the concept proves elusive in the field of devel-opment cooperation. Being accountable is highly context-dependent and goes far beyond formal accounting on paper. It involves presenting an “account” in the sense of justifying one’s actions, as well as more formal “account-ing” on those elements on which objective and standar-dised facts can be established (Pritchett 2013). The importance of accountability was recognised during the High Level Forum in Busan. Its outcome document uses the term 16 times and identifies it as one of four core principles for effective cooperation: “Mutual accountability and accountability to the intended beneficiaries of our cooperation, as well as to our respective citizens, organisations, constituents and shareholders, is critical to delivering results. Transparent practices form the basis for enhanced account-ability.” To improve accountability, providers and recipients of development cooperation also committed to strengthen effective institutions in developing countries, with em-phasis on support to capacity development. CD is under-stood as a process whereby people and organisations strengthen their ability to manage affairs successfully. It is an endogenous process that can be supported from the outside only to a limited extent. Donors provide significant amounts of CD support to de-veloping countries, mostly in the form of technical cooperation (TC), which in 2011 amounted to US$ 17.7 billion, or roughly 13 per cent of global ODA. CD support is also provided as a component part of larger bilateral development interventions. In addition, substantial TC is provided by multilateral organisations, non-governmental stakeholders and South-South cooperation providers. Through these sources, developing countries gain access to training, twinning, studies and especially short- to long-term expertise. Competing accountability needs and goals CD support relates to and is shaped by a complex web of accountability relations. Figure 1 shows that once external support is provided, the accountability relations from developing-country stakeholders to their constituents are accompanied by accountability relations to donors.

Hierarchical Digital Twin of a Naval Power SystemKerry Sado
A hierarchical digital twin of a Naval DC power system has been developed and experimentally verified. Similar to other state-of-the-art digital twins, this technology creates a digital replica of the physical system executed in real-time or faster, which can modify hardware controls. However, its advantage stems from distributing computational efforts by utilizing a hierarchical structure composed of lower-level digital twin blocks and a higher-level system digital twin. Each digital twin block is associated with a physical subsystem of the hardware and communicates with a singular system digital twin, which creates a system-level response. By extracting information from each level of the hierarchy, power system controls of the hardware were reconfigured autonomously. This hierarchical digital twin development offers several advantages over other digital twins, particularly in the field of naval power systems. The hierarchical structure allows for greater computational efficiency and scalability while the ability to autonomously reconfigure hardware controls offers increased flexibility and responsiveness. The hierarchical decomposition and models utilized were well aligned with the physical twin, as indicated by the maximum deviations between the developed digital twin hierarchy and the hardware.

Optimizing system design significantly boosted power generation, promoted renewable energy utilization, and enhanced energy storage capacity. The study underscored the benefits of optimizing hybrid solar PV panels and pumped hydro energy supply systems for sustainable energy usage. Optimizing the design of solar PV panels and pumped hydro energy supply systems as examined across diverse climatic conditions in a developing country, not only enhances power generation but also improves the integration of renewable energy sources and boosts energy storage capacities, particularly beneficial for less economically prosperous regions. Here's a great example: At a large natural gas-fired power plant, where they use waste heat to generate steam and energy, they were puzzled that their boiler wasn't producing as much steam as expected.
R&R and Tetra Engineering Group Inc. were asked to solve the issue with reduced steam production.
An inspection had shown that a significant amount of hot flue gas was bypassing the boiler tubes, where the heat was supposed to be transferred.
R&R Consult conducted a CFD analysis, which revealed that 6.3% of the flue gas was bypassing the boiler tubes without transferring heat. The analysis also showed that the flue gas was instead being directed along the sides of the boiler and between the modules that were supposed to capture the heat. This was the cause of the reduced performance.
Based on our results, Tetra Engineering installed covering plates to reduce the bypass flow. This improved the boiler's performance and increased electricity production.

8. Identifying needs and building on
existing capacities
Carefully performed needs assessments are critical to priority setting
and programme design and are essential if the capacity building
programmes are to reflect the specific conditions and priorities of
beneficiary countries.
Capacity building will be most efficient when beneficiary countries
take the lead in conducting such needs assessments.
A needs assessment, initiated by an external organisation, raises
expectations, and should only be done with a clear long-term strategy
for how the identified needs will be prioritized and addressed.
9. Being clear about the objectives
There is a need for a clear understanding of the objectives of
capacity building between providers and beneficiaries. Above
all, any capacity building programme should make a clear
contribution to achieving sustainable development, whatever
the focus of the programme is (i.e. water, climate, trade,
impact assessment etc.).
A clearer set of objectives, mutually agreed among beneficiaries
and providers, will help to effectively target activities, reduce
redundancy, improve synergies and ensure that capacity
building genuinely meets the needs of countries

A wide range of approaches is available to build capacities,
including training, formal education, capacity building
projects, networking and others. Which approach will be most
effective strongly depends on the specific objective to be
achieved.
A training workshop usually can go as far as building human
capacities at an awareness raising level. If specifically designed,
training may also succeed in building analytical capacity.
However, there is a tendency to call a wide range of activities
‘capacity building’, which rather are policy dialogues, discussion
workshops, regional meetings, etc.
In addition to seeing and listening adults usually need real life
experiences to acquire new abilities.
11. Target the right people to build a critical mass
Capacity building activities of international organizations often
put strong emphasize on training key players in government,
such as senior officials that actually take decisions. This can
lead to a situation where a fairly limited group of people, who
usually already received a comparably good education, is
involved in all sorts of capacity building activities.
While senior official are definitely an important target group,
more emphasis needs to be put on building the capacities of
other groups in society. One major constraint of developing
country administrations is often the capacity to implement
reforms.
12. While - as in the case of EIA - most countries have
drafted necessary legislation, problems arise in the
implementation. Implementation, however, is not
merely the task of senior officials at national level,
but involves different levels of governments, usually
putting a lot of responsibility into hands of
provincial or local officials. There is tremendous
need to build capacity at these levels, but the
attention for those groups is comparatively low.

13. Making the training-of-trainers approach work
One approach frequently promoted for multiplication is the
training-of-trainers approach, meaning that trainings offered
by international agencies focus on training a smaller group of
professionals, who would then be equipped to themselves
train others in their country.
Using this approach, two questions need to be carefully
addressed from the beginning:
− What knowledge and skills does a person need to be able to
train others?
− What structures will be available for the person to pass on
knowledge to others in his/her country?
14. Institutionalizing capacity building programes at
regional and national level
Bringing the different aspects addressed above together, one
suggestion to increase the effectiveness of capacity building
activities could be that international organizations focus their
efforts on institutionalizing capacity building programmes at
regional and national level. Instead of offering capacity building
programmes and training courses themselves and spending
tremendous resources on participants’ travel, efforts should
focus on building the structures in the countries through which
capacity building programmes could be offered on a regular and
long-term basis.
15. Institutionalizing capacity building programs at
regional and national level
In most developing countries, capacity building providers of
different type are already available but they are usually
under funded and not well equipped (e.g. national cleaner
production centers, universities, government training
centers, etc.).
16. The ultimate goal of capacity building is to sustain a process of
individual and organizational change and to enable organizations,
groups and individuals to achieve their development objectives. Any
capacity building activity needs to be carefully designed so that it
contributes to this goal. In this process, it is essential that the needs
of the beneficiaries as well as the already existing capacities in a
country are carefully assessed and that the specific capacity
building objectives are clarified.
