This document discusses the potential for open spectrum and increased wireless capacity. It notes that most radio spectrum between 30 MHz and 3 GHz is occupied in urban areas, but occupancy is usually low. Measurements show spectrum is often idle more than 90% of the time. New technologies like MIMO and beamforming can improve spectral efficiency and allow higher frequencies to be used effectively for wireless. Regulations designed for 1920s technologies no longer make sense. With new protocols and lightly licensed secondary access, more spectrum blocks above 3 GHz could be opened for unlicensed use, providing a wireless tipping point.
