This document discusses the preparation for an Agricultural Census in Bosnia and Herzegovina. It provides background on the country's agricultural statistics system and notes that the last Agricultural Census was conducted in 1960. Two pilot projects in 2010 tested methodology and organization for a new Census. Screening agricultural questions were included in the 2013 Population Census to develop a sampling frame. Lessons learned from the pilots and Population Census will inform the upcoming full-scale Agricultural Census, but adopting a law to authorize and fund it remains a priority goal.

The Roman Empire, a vast and enduring power, stands as one of history's most remarkable civilizations, leaving an indelible imprint on the world. Roman legions, renowned for their discipline and engineering prowess, secured and maintained these vast territories, building roads, fortifications, and cities that facilitated control and integration.
The Roman Empire’s society was hierarchical, with a rigid class system. At the top were the patricians, wealthy elites who held significant political power. Below them were the plebeians, free citizens with limited political influence, and the vast numbers of slaves who formed the backbone of the economy. The family unit was central, governed by the paterfamilias, the male head who held absolute authority.
Culturally, the Romans were eclectic, absorbing and adapting elements from the civilizations they encountered, particularly the Greeks. Roman art, literature, and philosophy reflected this synthesis, creating a rich cultural tapestry. Latin, the Roman language, became the lingua franca of the Western world, influencing numerous modern languages.

Statistical institutions in BiH are responsible to conduct AC (in accordance with
EU legislation).

18. Plan for conducting full scope AC in BiH
- Preparation of legislation – priority goal!
Currently, there is no unique agreement of BH statistical offices to adopt AC
Law (date, organisation, budget...).
BHAS and FOS opinion: The AC law should be unique and adopted on the
state level as in case Population Census – unique Population Census law
(2012) was adopted on state level).
RSIS opinion: Not willing to accept a unique AC law, requireing legislation to
be only at entity level
Without legislation it is not possible to start with preparation of AC in
BiH as a whole!

- Start with preparatory work: update questionaire in accordance to upcoming
