The district will have to hold the hearing by the end of the year after determining the application

Meanwhile, company officials say they still plan to request a hearing before an administrative law
judge instead of the district board. The judge s decision would be non binding but could be used in a
lawsuit if the board acted against his or her findings.

Literature Review The topic of appropriate nurse to patient ratios has been a highly researched subject
for over a decade. Many researchers approach this topic by focusing on the effect that high nurse to
patient ratios have on patient outcomes often called nurse specific indicators . The following includes
a summary of five recent studies conducted on the cause and effect relationship between high nurse to
patient ratios and the increased occurrence of nurse specific indicators (e.g. urinary tract infection,
patient falls, central line associated blood stream infections, etc). California passed Assembly Bill 394,
making them the first state to pass a law that required hospitals to limit the amount of patients
included in a nurse s workload. The California Assembly Bill 394 (AB394) was put into effect on
January 1, 2004. In 2012 a study was conducted to determine if mandated nurse to patient ratios
actually had a positive impact on patient outcomes. This study examined medical/surgical units in
California hospitals. The data used to compare outcomes before and after passing AB394 was from the
year 2000 2002 for the before data. The after data was from the years 2005 2006 (Cook, Gaynor,
Stephens, Taylor, 2012). Shockingly, the data compared before and after the implementation of AB394
