The Ministry of.....................................
His Excellency,
We have been informed of the high interest of your Ministry in improving the Technical Education at Technical and
Vocational level and Higher Education level.
Our company has designed and manufactures in Madrid – Spain more than 3.000 different, teaching units with top and
modern technology. All of these units can be offered and used at the laboratories, either to practice and/or research and/or
to simulate real industrial processes. We can offer to cover most of the technical areas regularly taught in all Technical
Training Centers. Our web www.edibon.com shows all the units and complete laboratories.
Our SCADA-NET system allows 30 students to run experiments at the same time. Our technology offers to have the
classroom and the laboratories at the same place.
We can design for your institutions, free of charge, all kind of Educational Laboratories to allow you to see the best options
using the latest and newest teaching technologies and without any obligation from your side. We have available several
finance and grants options too.
To continue advancing we will appreciate you to address us a Letter of Interest in our designs and financial assistance
availability.
We are looking forward to receiving your response.
Yours faithfully,

ALWAYS SUCCESS
EDIBON has long experience and proper contacts for getting success
whenever you initiate a TKP.
With TKP you are always playing with two possibilities:
You do not get success: If this is the case, you have introduced the
EDIBON specifications and you can be unique if customer buys through a
tender. We have this experience in many countries as India, Nigeria, Peru,
etc.
You do get success: In this case, not only you get a big amount of money
but you get an excellent reputation and you can continue with other TKP.
To get success for the first time is hard, but the second time is much
easier.

3.3.1c/1) TKP and business possibilities in your country
Any country will grow very fast by training the human resources with our
technology. EDIBON can not only design technically any project, but also
get financing in good conditions. The procedure would be as follows:
 The Customer (Training Institution ) issues a Letter of Interest (we have a
draft ready).
 As soon as we receive this Letter of Interest we design, free of charge, all
the laboratories for the Training Centre.

 The customer can make modifications to our design (normally not too
much).
 After this, we know the final project design and the cost.
 Once we have defined the final project and its total price,
the options are:
- The end customer starts to buy units, in accordance with our design.
- You can use the design to ask for money to your State Government.
- EDIBON can get good financing for part or the whole amount of the

3.3.1c/1) TKP and business possibilities in your country
As you may know EDIBON produces the widest range of Technical Teaching
Equipment to be used at Higher, Technical or Vocational education.
The equipment can also be utilised for training at big industrial level in
different fields, such as Energy, Oil, etc.
Our technology, in most of the cases, is unique and it is very attractive for all
the instructors and students, as they can teach and learn properly.
Additionally, with no extra cost, they can do applied research and
demonstrate how the industrial process works.

3.3.1c/1) TKP and business possibilities in your country
We recommend you to sell our technology, usually very attractive for
professionals and politicians, using the following important arguments:
a) We use Computer Controlled units, with SCADA (unique in the teaching
market).
b) We use SCADA – NET that allows 30 students to work at the same time, so
both the teacher and the student efficiency increase very much. (EDIBON design, so
it is unique).
c) We can use laboratory and classroom at the same place (modern and future
system). (Only EDIBON offers it).
d) We have several Quality Certificates....and many more.
We recommend you to see in details our many new units at our WEB Site:

Let me insist to you on the fact that financing is not the most important issue
when you initiate a Turn Key Project. “The most important subject for
doing business in Technical Education in your country is the
TECHNOLOGY”. With high technology and with the specifications of the
EDIBON units, you can be sure of the success of your future business.
The financing will be coming later. EDIBON can offer several financing
possibilities, even grants in some cases, but nothing can be done until we
have defined the project with the end customer.

We strongly recommend you to create the needs, to contact your potential
customers. As soon as you have potential customers, we will technically
design the project. Our designs are ALWAYS attractive for customers.
If you send us the names of the institution and the responsible person, we
can send you an introductory letter addressed to that person.(see “drafts”
attached).
The most important part of the business is to agree with the end customer
about the content of the project. A big amount, in terms of money, never is a
problem, as the project can be executed in steps.
After the project has been defined we can give you the proper instructions
and recommendations for getting success. At that moment we will
concentrate on getting financing in very good conditions.

Firstly, you need to find the potential customers. You can find two type of
them:
a) Public Training Centres. In the case of Universities you can contact
the Chancellor (Rector) or Dean of Engineering. In the case of
Technical and Vocational centres you have to contact the Ministry of
Education and the Ministry of Labour.
b) Private Training Centres. You should contact the owners and to take
into account that they will usually prefer to use the available cheap
loans for the project and to use their own money for other purposes.
IMPORTANT! We can send you a letter for “opening the contact door” with any
customer.

 The national social impact for the citizens and for several ministries.

 The most important fact is that the end customers can understand that they
do not pay, your government is the one who pays, so this is an excellent

press some organisations in your country.

EDIBON experience with:
 Projects and TKP, since we have executed many projects in several countries.
 Equipment and software design.
 Manufacturing Teaching Equipment.
 Training, by using our own engineers.
 Financing. We offer several financing possibilities.
 This type of project can give access to free of charge money for applied research,
other projects and for handling autochthonous products, social and technological
contents projects, even other self-financed projects.
 The several financial options that EDIBON always offers are a good additional
argument for convincing the customer.
 In many cases the EDIBON offer can be considered as SELF FINANCED PROJECT.
 It is very important you to explain to the customer that to design a TKP costs a big
amount of money, but you can manage to get EDIBON to design the project free of
charge.

EDIBON ask officially for the financing, only when we receive:
 Contract. This contract will include the following conditions, indicated in the
article 2.1.1 where we are saying: “This Contract will be valid only if The
Spanish Financial Facility, or any other financial facility for its financing
acceptable to the CUSTOMER, has been obtained and it is fully available”.
So if there are not good financing conditions, always your customer is free
to decide or change his mind.
 The Priority Letter from the Ministry of Financing.
With these two documents and the project itself, EDIBON asks for the
financing, officially.

3.3 TURN KEY PROJECTS (TKP)
3.3.5 Steps before signing the contracts
3.3.5b) Steps to be taken by each part of a project. Key
actions and arguments during its process
The procedure really starts when the customer receives our proposal, so in order to do
that we can offer:
 EDIBON designs a tentative project, normally free of charge.
 The Representative receives the EDIBON design and some complements and he
designs a presentation for the customer.
 The customer receives the tentative project.
 The customer makes modifications and sends them back to the Representative.
(VERY IMPORTANT: It is strongly recommended the final technical project to be
based on the EDIBON proposal).
 The Representative sends the new project to EDIBON.
 EDIBON checks it in order to be sure that the project can be approved by Spanish
Government
 EDIBON, through the Representative, sends the project back to the customer,
including all the modifications agreed.

3.3.5b) Steps to be taken by each part of a project. Key
actions and arguments during its process
 The project has to be approved by the end customer (University, Ministry of
Education or any other institution). All the end customers usually approve their
project in their own Planning Department.
 Once the project has been internally approved, the end customer institution submits
it, through its appropriate department, to the National Planning.
 Such National Planning can:
 Refuse the project with objections, so we have to start again.
 Approve the project. In this case the project will have National Priority.
 With National Priority, the project moves to Ministry of Financing (MOF). The MOF
has to find the financing. We can offer our financing to MOF.

3.3.5b) Steps to be taken by each part of a project. Key

There are two options.
a) No tender is required.
In this case EDIBON sends the draft contract to the end customer and, after some small
modifications, the end customer and EDIBON sign the contract.
b) A Tender is required.
In this case the project has to be tendered, but the design done by EDIBON includes our
specifications. It guarantees our success in the tender. With EDIBON specifications in
the tender, we have 99,99% success possibilities.

3.3.6 Main financial options
 Amount: From € 0,5 million to € 20 million.
 Interest rate: usually between 2% and 4% per year.
 Repayment period: 8 to 10 years.
The final conditions of interest rate and duration of the repayment
period are related with the amount and the technical level of the
project, as well as with the commercial and political situation of the
buyer´s country.
These kind of loans are ideal for private institutions, but in theory
they can also be used for public institutions.

3.3.6 Main financial options
Spanish soft loans are available for countries with less that 3.900 $
rent per capita. Their approximate conditions are as follows:
 Interest rate: lower than 1% per annum.
 Repayment period: Up to 30 years.
 Grace period: Up to 10 years.
 Guaranties: Sovereign Guarantee.
They can be used basically only for public institutions, since the
Sovereign Guarantee is required and usually it is not given for
private transactions.

3.3.6 Main financial options
In the case of highly indebted countries (HIPC), and

sometimes it is possible to get official donations but it
has to be analysed case by case. In both options,
grants are given for public institutions only.

3.3.6 Main financial options
In some countries Spain has reached agreements with
local government to write off all or part of its public debt
with Spain. To get such debt relief the debtor country
has to create a Fund with the equivalent in local
currency to all or an agreed part of the condoned debt.
Against such Fund it is possible to finance, without any
cost for the buyer, projects executed by local or
Spanish companies.

(EDIBON design, so it is unique). c) We can use laboratory and classroom at the same place (modern and future system). With high technology and with the specifications of the EDIBON units, you can be sure of the success of your future business. The financing will be coming later. PRODUCTS 3.3 TURN KEY PROJECTS (TKP) 3.3.1 Project Initiation 3.3.1c/2) TKP arguments and philosophy We strongly recommend you to create the needs, to contact your potential customers. As soon as you have potential customers, we will technically design the project. Our designs are ALWAYS attractive for customers. If you send us the names of the institution and the responsible person, we can send you an introductory letter addressed to that person.(see “drafts” attached). The most important part of the business is to agree with the end customer about the content of the project. A big amount, in terms of money, never is a problem, as the project can be executed in steps. After the project has been defined we can give you the proper instructions and recommendations for getting success. At that moment we will concentrate on getting financing in very good conditions. 3rd TO CREATE THE NEEDS 4th TO AGREE ON THE PROJECT CONTENT WITH CUSTOMER

We offer several financing possibilities.  This type of project can give access to free of charge money for applied research, other projects and for handling autochthonous products, social and technological contents projects, even other self-financed projects.  The several financial options that EDIBON always offers are a good additional argument for convincing the customer.  In many cases the EDIBON offer can be considered as SELF FINANCED PROJECT.  It is very important you to explain to the customer that to design a TKP costs a big amount of money, but you can manage to get EDIBON to design the project free of charge. 3. Key actions and arguments during its process  The project has to be approved by the end customer (University, Ministry of Education or any other institution). All the end customers usually approve their project in their own Planning Department.  Once the project has been internally approved, the end customer institution submits it, through its appropriate department, to the National Planning.  Such National Planning can:  Refuse the project with objections, so we have to start again.  Approve the project. In this case the project will have National Priority.  With National Priority, the project moves to Ministry of Financing (MOF). The MOF has to find the financing. We can offer our financing to MOF. 3. PRODUCTS CONTACT WITH YOUR COUNTRY INSTITUTIONS
