 Climate change is one of the greatest challenges facing the
world’s environment, society and economy
 CC will continue to have wide-ranging effects on the
environment, agriculture and food security, water resources,
human health, energy systems and biodiversity
  Whereas CC is driven by GHG emissions, it is worsened by
land use change and over-exploitation of resources
 CC impacts include increased famine, wildfires, Pests
and diseases
 Effects
Drying of watering points
Degrading cropping and grazing lands
High crop and livestock losses
Increased wild fire outbreak
 Impacts
Food insecurity and malnutrition
Reduced incomes and poverty
Reduction of biodiversity and water levels
Increased morbidity and mortalities
 Prolonged and severe droughts have caused severe water shortage, leading to:
◦ loss of animals,
◦ low production of crops and livestock,
◦ increased food prices,
 and generally negative effects on the economy
 Many parts of Uganda experiencing CC impacts from erratic weather such as
frequent droughts, floods and landslides, leading to famine, such as:
◦ Floods:- 2007 Teso region, March 2010 Butaleja district
◦ Landslides :- March 2010 Bududa, In 2011 District of Bulambuli, 2011 Kaabong, Kabale – Frequent
◦ Crop failure: - 2016 Isingiro and other areas
◦ Droughts - below normal rainfall
◦ Declining Lake Victoria’s levels
◦ Low agricultural production
◦ Crop failure and low livestock productivity conditions
 With a strong and adverse impact on food security

 Uganda Vulnerability report of 2016 highlights the following
losses due to cc impacts
◦ 800,000 hectares of crop lost each year
◦ Loss of up to 47 million USD during the 2008 drought

◦ Loss of 2.7 million USD worth of coffee – attributed to the
1997/98 and 2000 floods

Uganda National Adaptation Plan of Action (NAPA) launched in 2007
National Climate Change Policy (NCCP) launched in 2014,
Provisions in Development Plans e.g. NDP II (2015/16 - 2019/20)
Agriculture Sector Strategic Plan (ASSP) 2015/16 to 2019/20
Uganda signatory to the Paris Agreement and submitted INDCs
Is in the final stages of preparing a NAP for Agriculture sector

 The agricultural sector in in Uganda is a fundamental part of the Ugandan
economy: directly employing about 66% of the working population and
contributes up to 24% of the country's GDP
◦ Key to ensuring food security and reducing poverty
◦ Most vulnerable to the effects of climate change
◦ Agric. production mainly dominated by smallholder farmers who rely on rainfed systems and use
minimal inputs
◦ The productivity of most crops has been declining
◦ Uganda’s economy is therefore at stake given the impacts of climate change
 Everyone is a part of the challenges and part of the answerEveryone is a part of the challenges and part of the answer.
Answer is not only “technological” but socio-economic.
 Adaptation planning is made to improve agriculture, food
security and better livelihoods
 Uganda’s agriculture must undergo a significant transformation in
order to meet the related challenges of climate change, food
security and poverty reduction.
 But a transformation can only come about through good planning
 Uganda has taken important steps through policy and planning for
agriculture, environment and climate change
◦ Vision 2040
◦ National Development Plans (NDP I and NDP II)
◦ National Climate Change Policy and Implementation Strategy
◦ National Agricultural Policy
◦ Agricultural Sector Development Plan and Investment Strategy
 Uganda has joined the rest of the world (UNFCCC) on NAPs

National Adaptation Planning for agriculture aims at prioritizing and
implementation of adaptation measures to reduce the
vulnerabilities of agriculture, increase adaptive capacity and
resilience
 Climate Change is a cross-cutting issues: Agriculture NAPs need concerted
efforts and collaboration of every stakeholder: agriculture, water, forestry,
fisheries, finance, planning, environment etc; at national and local levels as well
as community, private sector, donors, private sector and civil society
 NAPs is the formal commitment of Uganda regarding adaptation - international and national.
It will be a tool for mobilizing climate finance.
 Agriculture NAPs is a formal commitment for the agricultural related sectors. It will focus on
the competencies of the sector in consistence with the Vision 2040, NDP, agriculture and
climate change policies, and sectoral plans.
 A means of identifying medium and long-term adaptation
needs;
◦ developing and implementing strategies and programmes to
address those needs
 NAPs are a process to enable LDCs formulate and
implement strategies,
◦ building upon experiences in preparing and implementing National
Adaptation Programmes of Action (NAPAs); which were designed
to address urgent and immediate needs of LDCs

 With technical support from FAO, UNDP and other partners MAAIF is in
final stages of developing a NAP for Agriculture sector (NAP-Ag)
 NAP-Ag) aims at prioritizing and implementation of adaptation

budgets developed by NPA and CCD and should be customised at all
levels
Contribute to implementation of the NAP-Ag
Urgently need to mobilize funds to leverage on current effort to address
adaptation and mitigation of Climate Change!!!!!!!

  • 3.  Climate change is one of the greatest challenges facing the world’s environment, society and economy  CC will continue to have wide-ranging effects on the environment, agriculture and food security, water resources, human health, energy systems and biodiversity   Whereas CC is driven by GHG emissions, it is worsened by land use change and over-exploitation of resources  CC impacts include increased famine, wildfires, Pests and diseases

  • 5.  Prolonged and severe droughts have caused severe water shortage, leading to: ◦ loss of animals, ◦ low production of crops and livestock, ◦ increased food prices,  and generally negative effects on the economy  Many parts of Uganda experiencing CC impacts from erratic weather such as frequent droughts, floods and landslides, leading to famine, such as: ◦ Floods:- 2007 Teso region, March 2010 Butaleja district ◦ Landslides :- March 2010 Bududa, In 2011 District of Bulambuli, 2011 Kaabong, Kabale – Frequent ◦ Crop failure: - 2016 Isingiro and other areas ◦ Droughts - below normal rainfall ◦ Declining Lake Victoria’s levels ◦ Low agricultural production ◦ Crop failure and low livestock productivity conditions  With a strong and adverse impact on food security

  • 14.  Uganda signatory to United Nations Framework Convention on CC (UNFCCC) in 1994 and the Kyoto Protocol (KP) in 2002  National Policy frameworks recognize that CC as a development challenge Uganda National Adaptation Plan of Action (NAPA) launched in 2007 National Climate Change Policy (NCCP) launched in 2014, Provisions in Development Plans e.g. NDP II (2015/16 - 2019/20) Agriculture Sector Strategic Plan (ASSP) 2015/16 to 2019/20 Uganda signatory to the Paris Agreement and submitted INDCs Is in the final stages of preparing a NAP for Agriculture sector
  • 15. 15  The agricultural sector in in Uganda is a fundamental part of the Ugandan economy: directly employing about 66% of the working population and contributes up to 24% of the country's GDP ◦ Key to ensuring food security and reducing poverty ◦ Most vulnerable to the effects of climate change ◦ Agric. production mainly dominated by smallholder farmers who rely on rainfed systems and use minimal inputs ◦ The productivity of most crops has been declining ◦ Uganda’s economy is therefore at stake given the impacts of climate change  Everyone is a part of the challenges and part of the answerEveryone is a part of the challenges and part of the answer. Answer is not only “technological” but socio-economic.  Adaptation planning is made to improve agriculture, food security and better livelihoods
  • 16.  Uganda’s agriculture must undergo a significant transformation in order to meet the related challenges of climate change, food security and poverty reduction.  But a transformation can only come about through good planning  Uganda has taken important steps through policy and planning for agriculture, environment and climate change ◦ Vision 2040 ◦ National Development Plans (NDP I and NDP II) ◦ National Climate Change Policy and Implementation Strategy ◦ National Agricultural Policy ◦ Agricultural Sector Development Plan and Investment Strategy  Uganda has joined the rest of the world (UNFCCC) on NAPs 16
  • 17. 17 National Adaptation Planning for agriculture aims at prioritizing and implementation of adaptation measures to reduce the vulnerabilities of agriculture, increase adaptive capacity and resilience  Climate Change is a cross-cutting issues: Agriculture NAPs need concerted efforts and collaboration of every stakeholder: agriculture, water, forestry, fisheries, finance, planning, environment etc; at national and local levels as well as community, private sector, donors, private sector and civil society  NAPs is the formal commitment of Uganda regarding adaptation - international and national. It will be a tool for mobilizing climate finance.  Agriculture NAPs is a formal commitment for the agricultural related sectors. It will focus on the competencies of the sector in consistence with the Vision 2040, NDP, agriculture and climate change policies, and sectoral plans.
  • 18.  A means of identifying medium and long-term adaptation needs; ◦ developing and implementing strategies and programmes to address those needs  NAPs are a process to enable LDCs formulate and implement strategies, ◦ building upon experiences in preparing and implementing National Adaptation Programmes of Action (NAPAs); which were designed to address urgent and immediate needs of LDCs 18
