The parties were minors of Negro race who have been denied admission to schools attended by white
children due to laws requiring or allowing segregation by race. This goes against the Fourteenth
Amendment in 1868 which addresses citizenship rights and equal protection. Lawsuits were filed in
Kansas, South Carolina, Virginia, Delaware, and District of Columbia. In all the cases, but the
Delaware case, the Plessy V. Fergson, 163 U.S. 537 doctrine provided equal treatment, but in
segregated facilities. In the Delaware case, the Supreme Court of Delaware allowed the plaintiffs to
attend white schools because of their superiority to the Negro schools. The plaintiffs were still
unsatisfied with this doctrine, as they felt segregated public schools is not considered equal and they
were not granted the equal protection law.

Brown v. Board of Education was a unanimous decision. It was determined that education is the very
foundation of good citizenship , and to separate the colored from the whites will cause inferiority and
affect them in a way that can never be undone. On May 17, 1954, the U.S. Supreme Court struck

There is not a plethora of research on the transgender inmate population. Brown and McDuffie (2009)
report 750 transgender prisoners were in custody in 2007. The only reason this population is last on
the list of importance is because of the limited population. Transgender inmate population pose one of
the most challenging legal questions to the DOC. How far does the DOC have to go in providing
medical, psychiatric, or surgical needs to those inmates who enter the correctional facility as
transgender (Brown McDuffie, 2009). There has been some successful litigation that has addressed
these issues with inmates who have been diagnosed with gender identity disorders (GID). Brown and
McDuffie (2009), suggest California has some of the most comprehensive directive that allows
inmates to continue or initiate cross sex hormones for appropriately diagnosed inmates (p.288).
Ultimately, the transgender population pose a real threat to the correctional environment, such as,
safety issues and predatory behavior by other inmates. One area of concern for transgender inmate
population, because it is such a relatively new population, there are not a lot of facilities medically

Introduction Due to all the failures throughout history in corrections, there are several changes that
have been made since the initial developments of reform. Humans need to be punished in order to
understand wrongdoing, therefore the corrections system will need to change not only to modern
society, but also to the populations to avoid overcrowding. Americans should transition to more
probations and community corrections programs, but eligibility for the new lenient methods of
correction should only be available to non violent or first time offenders. As society continues

youths is predicted by personality characteristics such as risk taking propensity, persistence, and
internal locus of control, as well as by motivational factors such as love for money and desire for
security. Generally, these characteristics are not prevalent in an East Asian culture. The underlying
predictors, however, differed for Hong Kong and Singapore. Risk taking was a common predictor for
both groups, while persistence was a predictor for Hong Kong, and internal locus of control and love
