1) Korea has established a system to support the development and implementation of Local Adaptation Plans (LAPs) at the provincial and municipal levels through the Korean Environment Institute (KEI) and the Korea Adaptation Center for Climate Change (KACCC).
2) The LAPs are 5-year plans that include adaptation strategies and actions for priority sectors like health, disaster management, agriculture, and water management. All 17 provinces have implemented their 2nd LAPs for 2017-2021.
3) KACCC supports LAP development and implementation through guidelines, education, consultation, pilot projects, monitoring, and evaluation. It also developed the Vulnerability Assessment Support Tool to help local governments assess climate risks.

Ⅰ. Introduction
▪ Korea Adaptation Center for Climate Change (KACCC)
- KACCC was established in 2009, based on ‘the Ministry of Environment Instruction No. 850’
- The items on the operation of the center was legalized by ‘the Clean Air Conservation Act’
- KACCC closely collaborates with the Ministry of Environment of Korea (MOE)
6. ▪ Local Adaptation Management and Support Team (LAMS) in KACCC
[Functions and Roles]
✓ Development of a ‘pilot project’ and its diffusion based on ‘guidelines and/or instruction’
✓ Monitoring and research on the effect of adaptation plans or projects
✓ Education and consultation for the establishment of an adaptation plan and implementation
✓ Enhancement of the network between the state and local government
✓ Post-Implementation evaluation and performance management considering a feedback loop
Ⅰ. Introduction
- Improvement of adaptive capacity at the local level by supporting planning, monitoring a
evaluation under the vicarious exercise of ‘Ministry of Environment’ authority
- Response to adaptation issues at the local level considering relevant demands and problems

▪ Procedure to Establish the LAP
- MOE and KACCC have provided a “Guideline for the Establishment of Local Adaptation Plan”
describing how to set up LAP over 5-year periods

▪ Procedure to Establish the LAP
13. Ⅱ . Local Adaptation Plan
▪ Example – 2 nd LAP at the ‘provincial’ level (2017-2021)
✓ Based on the result from the implementation of 1st LAP
✓ Changes in a general status and impact, vulnerability and risk of each province
✓ Needs and concerns from the local government after the completion of the 1st LAP
✓ Revised goals and strategies
[ Main Notes for the 2 nd LAP ]
- All of 17 province governments have established the 2 nd LAP after the completion of the 1 st LA
- The 2 nd LAP is based on the results, outcomes and self-examination of the 1st LAP
14. Ⅱ . Local Adaptation Plan
▪ Example – 2 nd LAP at the ‘municipal’ level (~2018)
- 226 municipalities are preparing the 2 nd LAP after completing the 1 st LAP according to the rel
which makes them establish LAP (5-year period) mandatory
- Meetings, workshops and periodical education programs have been held to understand their n
concerns after the 1 st LAP and explain how to establish 2 nd LAP

▪ Vulnerability Assessment Support Tool (VESTAP)
- VESTAP provides climate change vulnerability assessment results on the level of each local
government down to town, township, and district by applying the climate exposure, sensitivity
and adaptability based on the assessment method provided by the IPCC

Feedback Loop
✓ Notification of evaluation plan and holding the meeting with stakeholders for the plan
✓ Target management considering the local status comparing to initial goals and schedules
✓ Evaluating the implementation depending on the evaluation plan and meeting with experts
