The document summarizes the work of the Moldova Innovation Lab, which aims to improve public services and policies in Moldova. The Lab works to redesign public services through simplifying processes and digitizing services. It also tests new approaches to policymaking, such as using evidence-based research, behavioral insights, and crowdsourcing ideas from citizens. Current projects include streamlining residence registration and helping migrants find work, as well as gathering community feedback to better inform local planning. The Lab brings together experts and partners to apply skills like service design, data analysis, and citizens engagement to pilot innovative solutions for public authorities in Moldova.
Transfer learning about human-centred design (HCD) in delivery of public ser...Roberto Colanzi
This document discusses transfer learning about human-centred design (HCD) in delivery of public services from the Victorian experience. It provides definitions of key terms like HCD and describes methodologies like the Stanford University Design Methodology. It then examines three examples of HCD in Victoria: (1) at the state government level like a bushfire forecasting platform, (2) at the local government level through participatory budgeting, and (3) in the private sector through a residential development that engaged the community. The document argues that HCD can improve government services by incorporating the perspectives of citizens, users, and stakeholders.
Managing Change: Transformation for Productive Public Services 6/12/2016mckenln
The document presents a vision for digital government in local councils by the year 2025. It outlines four key aspects of this vision: 1) Seamless online services that are personalized and accessible on any device; 2) Collaborative and preventative services that encourage social action and enable early intervention; 3) Councils taking an ambitious role in place-shaping and local economic growth through new digital tools; 4) Transformation of how councils work to be more agile, data-driven, and collaborative through partnerships and new ways of working. The vision calls for full digitization of back-office services by 2020 and establishing standards and markets to support digital innovation at a local level.
Digital inclusion practitioners face little incentive to critically evaluate their practices. Existing evidence of impact comes from programs like Digital Unite and UK online centres, but smaller organizations lack the resources for robust evaluation. Standardized measurement is needed across digital inclusion work. Developing approaches that empower excluded individuals and legitimize communicating failures could help strengthen evaluation.
This document discusses how cities can use open innovation and crowdsourcing to address challenges and foster innovation. It notes that cities face budget cuts and stagnation while citizens expect more transparency and innovation. Open innovation approaches like open data, crowdsourcing, challenges and crowdfunding can help tackle urban issues and shorten innovation timelines. Examples from Amsterdam show how an open innovation team used EU projects and platforms to crowdsource ideas and policy. Key lessons are to engage leadership, use incentives, be active on social media and comment/reward contributions. The future of open innovation policy involves demonstrating impact, linking with digital agendas, and sharing learning across a network of civic innovators.
This document summarizes a briefing event about developing social enterprises in Nottingham. The event covered:

This document discusses the potential for cities to become "commons" through open data and urban policies. It argues that co-production of open data policies can help cities solve problems and improve quality of life by engaging citizens. The document examines cases in Latin America where cities like Montevideo, Mexico City, and Buenos Aires have established open data policies and platforms to partner with civic groups on issues like transportation, social services, and governance. It proposes a framework for understanding how to foster open data ecosystems in urban policy to support collaborative solutions over the long term and spread their impact.

This document discusses digital inclusion and the importance of getting more people online. It notes that the internet accounts for over 8% of UK GDP and a quarter of economic growth. However, 18% of UK adults have never been online. The three main barriers to people getting online are motivation, skills/confidence, and access. The document advocates for a local digital inclusion strategy that targets the digitally excluded, helps build skills through resources like online centers and courses, and works with partners to provide access through devices and locations. The goal is to increase online transactions, reduce unemployment, and help more people gain benefits from being online.

Human-centric public services. 2021 RESER-COVAL conference on value co-creationMiquelEstape
The document discusses the need for governments to adopt a more human-centric approach to public services in the current VUCA (volatile, uncertain, complex, ambiguous) world. It argues that governments must be humble, strive to understand citizens' needs and frustrations, focus on value-based and citizen-centered services through techniques like design thinking, experimentation, and collaboration. Barriers to change include reluctance to change existing practices and a lack of long-term vision versus short-term politics. The conclusion is that governments must adapt this new approach or risk becoming marginal.
2020.11 Custom and proactive government services (citizen centric). IoT Tech ...MiquelEstape
This document discusses moving government services to be more citizen-centric and customized. It notes that newer digital native users demand mobile, cross-cutting, and proactive services. While transforming governments to be more citizen-centric is difficult, some good practices exist, such as dashboards providing a cross-government view of procedures and notifications, apps providing access to multiple government and private services, and automatically applying for benefits based on a user's personal conditions. The COVID-19 crisis presents an opportunity to redesign how government works to better serve citizens.
2020.03.11 What's up with the blockchain in Government (London)MiquelEstape
Blockchain technology shows promise for government applications, but it remains immature and its impact is uncertain. Reports indicate that meaningful government uses are still 5 years away, as the technology must address scalability, interoperability and other limitations. While blockchain could potentially disrupt intermediary roles of government, current applications are limited and benefits over existing solutions are unclear. Recommendations include monitoring international uses skeptically, focusing on user needs over technology, comparing benefits versus limitations, experimenting through sandboxes, and collaborating across sectors. Potential areas include digital identity, supply chain traceability, and transparency of public records.

10 Hacks for Governments to Survive the Digital RevolutionMiquelEstape
10 Hacks for Governments to Survive the Digital Revolution outlines strategies for governments to adapt to rapid technological change:
1) Define a clear mission and purpose that incorporates the strengths and realities of the organization.
2) Empower talented public servants who are eager to transform services.
3) Manage change by creating a culture open to complexity with no single roadmap.
4) Take a citizen-centric approach to understand real needs and co-create solutions.
5) Make data-driven decisions to improve policies, planning and customized services.
6) Adopt agile methodologies like shorter iterative projects with high user interaction.

2018.02.27 Soft launch of Mobile Connect in Catalonia. Mobile World Congress ...MiquelEstape
The document summarizes a soft launch of Mobile Connect in local governments in Catalonia. It discusses demos of Mobile Connect in town halls and the conclusions from Miquel Estapé of the Open Government of Catalonia. It also outlines the benefits of Mobile Connect including security, usability with one click/action or biometrics, and synergies between the public and private sectors. Next steps discussed include further evaluation, establishing a business model, and expanding deployment.
2017.03.02 Mobile World Congress. Mobile Connect for digital public servicesMiquelEstape
1. The document discusses using mobile phones to provide digital identification for citizens to access public services online through a system called Mobile Connect.
2. It proposes an identification solution based on registering a citizen's mobile phone number and email with idCAT, an existing digital enrollment system, without requiring in-person registration. Citizens would then be able to access 95% of online public services with their mobile phone and identification number through one-click Mobile Connect notifications.
3. The system is designed to be easy for ordinary citizens to use according to security principles, requiring nothing new for citizens to remember or setup, and only using their existing mobile phone and identification number to access most public services digitally.

A Guide to AI for Smarter Nonprofits - Dr. Cori Faklaris, UNC CharlotteCori Faklaris
Working with data is a challenge for many organizations. Nonprofits in particular may need to collect and analyze sensitive, incomplete, and/or biased historical data about people. In this talk, Dr. Cori Faklaris of UNC Charlotte provides an overview of current AI capabilities and weaknesses to consider when integrating current AI technologies into the data workflow. The talk is organized around three takeaways: (1) For better or sometimes worse, AI provides you with “infinite interns.” (2) Give people permission & guardrails to learn what works with these “interns” and what doesn’t. (3) Create a roadmap for adding in more AI to assist nonprofit work, along with strategies for bias mitigation.
Combined Illegal, Unregulated and Unreported (IUU) Vessel List.Christina Parmionova
The best available, up-to-date information on all fishing and related vessels that appear on the illegal, unregulated, and unreported (IUU) fishing vessel lists published by Regional Fisheries Management Organisations (RFMOs) and related organisations. The aim of the site is to improve the effectiveness of the original IUU lists as a tool for a wide variety of stakeholders to better understand and combat illegal fishing and broader fisheries crime.
To date, the following regional organisations maintain or share lists of vessels that have been found to carry out or support IUU fishing within their own or adjacent convention areas and/or species of competence:
Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR)
Commission for the Conservation of Southern Bluefin Tuna (CCSBT)
General Fisheries Commission for the Mediterranean (GFCM)
Inter-American Tropical Tuna Commission (IATTC)
International Commission for the Conservation of Atlantic Tunas (ICCAT)
Indian Ocean Tuna Commission (IOTC)
Northwest Atlantic Fisheries Organisation (NAFO)
North East Atlantic Fisheries Commission (NEAFC)
North Pacific Fisheries Commission (NPFC)
South East Atlantic Fisheries Organisation (SEAFO)
South Pacific Regional Fisheries Management Organisation (SPRFMO)
Southern Indian Ocean Fisheries Agreement (SIOFA)
Western and Central Pacific Fisheries Commission (WCPFC)
The Combined IUU Fishing Vessel List merges all these sources into one list that provides a single reference point to identify whether a vessel is currently IUU listed. Vessels that have been IUU listed in the past and subsequently delisted (for example because of a change in ownership, or because the vessel is no longer in service) are also retained on the site, so that the site contains a full historic record of IUU listed fishing vessels.
Unlike the IUU lists published on individual RFMO websites, which may update vessel details infrequently or not at all, the Combined IUU Fishing Vessel List is kept up to date with the best available information regarding changes to vessel identity, flag state, ownership, location, and operations.

2. The Challenges
• Data is the new oil of the 21st century
• Governments have a huge amount of citizen information
but they are not taking advantage of it to provide better
services.
• New generations expectations are much higher
than in the past
• Some of the demands are to improve customization,
proactivity, usability, trust and cross-government
approach.
• Public services are usually developed to meet the
administration interests
• Governments must use co-design methodologies
putting citizens at the center when designing the
services so that they fulfill the citizen needs and
expectancies
5. What data do
Governments

Citizen’s questions
6. MyGov challenge
How might Governments provide a
customized, proactive and trustworthy
relationship to Citizens using their personal data?
8. The process
Legal evaluation:
• It is possible to conduct data science
analysis according to GDPR, if we
anonymize the personal data
Data science analysis conclusions:
• Little data: AOC holds a large amount of
public records but only a small fraction of
them is relevant to define citizen profiles
• The area that AOC holds larger and most
relevant data is “citizens with social
needs”. They are our early adopters.
• Mobile-first: citizen with social demands
do not have a broadband internet
connection and a PC at home, but most of
them have a smartphone. So, we decided
to make MyGov, a mobile-first solution.
Research:
• we conducted an extensive research in
the public and the private sector, inspired
by some solutions in the banking industry.
Co-design activities:
• An online open innovation challenge with
public employees to manage collective
creativity.
• A design thinking workshop with public
employees.
• Several co-design workshops with citizens
to define archetypes and identify their
expectations by using design thinking
techniques. We also identified the citizen
journey using ethnographic
methodologies; and co-created the main
functionalities of the solution.
Prototype:
• we developed a minimum viable product
to be tested by the users.
Validation with end users:
• we made new iterative versions of the
prototype according to the feedback and
validation of the end users.
13. MyGov Social
