Some descriptions
Active learning spaces are classrooms with fixed desks or
tables accommodating usually between six to nine
students, with each table having a dedicated display and
whiteboard.
Flexible learning spaces are also meant to foster a more
collaborative and active learning style, but the focus is
on flexibility and allowing the instructor and students to
rearrange the classroom depending on the goals and
activities for each session.
Learning commons are spaces (also sometimes known as
"information commons") that are most frequently found

My impressions
You can start with small pilots but
be aware to support the teachers in changing their
educational program and support the students as well
Creating each year only a few learning spaces is a process
that is too slow nowdays
Be creative with the costs
The most expensive part are not always necessary
