5. • In December of 2014, Ohio foster
care youth proposed and designed
a transitional housing model call
HUD-FASH and requested that it
be piloted in Ohio.
• Their proposal is modeled after an
existing successful program, the
HUD-Veterans Affairs Supportive
Housing (HUD-VASH) program,
which combines Housing Choice
Vouchers and rental assistance
with case management.

6. • HUD-FASH is specifically designed to serve former foster
care youth experiencing homelessness (including couch-
surfing) through a Housing First approach that combines a
housing choice voucher rental assistance with case
management and clinical services where needed.
• The primary goal of this program is to prevent
homelessness for this vulnerable population, and to lay the
foundation for future housing stability.
• A key component of the program is case management
service, designed to improve foster care alumni's ability to
achieve and maintain stable housing in the future.
HUD-FASH
Three Days On the Hill is an empowering and educational development opportunity for Ohio foster care teens and young adults. We know that our young people learn best from first-hand experience. This trip takes youth leaders out of a classroom setting, and relocates them to our nation's capital.
Being able to dialogue and ask questions of federal decision-makers and national leaders in the housing and child welfare fields is invaluable to our young people. Through this interactive experience, participants increase their knowledge of our nation's policies and legislative processes.
The OHIO Youth Advisory Board is a statewide organization of young people (ages 14-24) who have experienced foster care. Founded in 2006, the OHIO YAB exists to be the knowledgeable, statewide voice that influences policies and practices that affect all youth who have or will experience out-of-home care.
