The Cuyahoga County Council is the legislative body of Cuyahoga County government, made up of 11 elected representatives from across the County.
They have recently received updates from Cuyahoga County Children and Family Services regarding their proposed solutions to ongoing issues at the Jane Edna Hunter building. Their proposed changes include: pay raises, issuing a “no eject or reject” RFP, assigning a sheriff’s deputy to the building full-time, and considering reinstating the Metzenbaum Center back into a residential drop-off site.
OHIO YAB Ambassador Regine Turner has been at the forefront of this issue for years. She participated in a silent demonstration on July 7, 2020, as referenced in the article: Demonstrators call for end to housing kids in county office building. Regine and others carried pillows, blankets and signs that said:

OHIO YAB Ambassador Regine Turner has suggested that those with “lived experience” create their own list of recommendations to share with the Cuyahoga County Council.
Current and former foster youth participated in recent focus groups to share concerns about county child abuse hotlines, in preparation for Jewel and Raven’s presentation for ODJFS leadership. Todd and Raven have been hard at work seeking to establish a less punitive response for youth who run away, and to ensure that their records are automatically expunged of this status offense when they enter youth adulthood.
During the Youth Rights Video, Jonathan Thomas recently shared about the Foster Youth Bill of Rights and why having the right to privacy and personal belongings is so important.
The OHIO YAB established a partnership in 2021 with Ohio Legal Help, a two-year old non-profit organization that was established by the Ohio Access to Justice Foundation, the Ohio Supreme Court, Ohio’s legal aids, and other stakeholders in Ohio’s legal system. The goal was for Ohio Legal Help to create a special section on their website to support the legal needs of current and former foster youth, and invited feedback from current and former foster youth. Their new legal information hub for foster youth is now live, and includes:

Update from Steve Beha, Deputy Director – Chief Policy Officer, Division of Policy and Strategic DirectionThey committed to do three things in response to Regine Turner and others who spoke out:a.) Create infographics/workflows and charts to explain and simplify the process. The Communications Team is working to compile and design this and when their drafts are ready, they will share them with the OHIO YAB for youth feedback.b.) Create a future joint webinar that is co-led by youth. This will come second, after the infographics, workflows and charts are created and youth-approved. Youth will share how vital it is that disability housing providers be sufficiently trauma-informed. c.) Develop a future cross-training between child welfare and disability-serving systems. The webinar will be the first step in that direction and can also be recorded to be used as ongoing training.
