OBJECTIVE OF THIS INVESTORS’ MEET
 Government of Kerala declared Urja Kerala
Mission which includes ‘SAURA’ for developing
Solar capacity of the State
 In line with this, KSEBL has decided to focus on
developing Renewable Energy especially Solar
Power
 This meet is an initiative to attract investment
in Solar Power sector

Saura aims at adding 1000 MW solar power in
the next 3 years through :
1 Roof top 500 MW
2 Bidding from IPPs 200 MW
3 Solar parks 150 MW
4 Floating 100 MW
5 Canal top / Highway 50 MW

 Tariff Policy 2016 – clause 6.4 (2) -
• “States shall endeavour to procure power from
renewable energy sources through competitive
bidding to keep tariff low .... from the date to be
notified by the Central Government”
• Ministry of power has notified “Guidelines for Tariff
Based Competitive Bidding Process for Procurement
of Power from Grid Connected Solar PV Projects” on
3rd August 2017

BIDDING - AS PER GoI POLICY
PROJECT DETAILS
• Location – Within Kerala
• Land – to be owned / leased by the investor
• Forest clearance, NoC/Environmental clearance,
approval for water etc, if applicable, shall be the
responsibility of bidder
• Generator shall not have any right to accredit the
project under REC or to make use of the energy
against its own obligation, even in case it is an
obligated entity
• Availing of incentives/subsidy etc if any is the
responsibility of the bidder

PROJECT DETAILS
• Minimum capacity to be offered at one location
is 1 MW
• A bidder can offer power from
• multiple locations in multiples of 1 MW
• operational Solar PV power plants or plants
proposed to be commissioned on or before scheduled
COD, subject to availability of power, as per the
terms of PPA
• There shall be only one bid for all plants
together

PROJECT DETAILS
• Installation – to be done by investor as per IEC
& CEA standards, at his cost
• Technology – Solar PV
• Maximum time allowed for completion – 21
months – GoI guidelines
• Early commissioning is allowed
• Part commissioning is also allowed – tariff shall
be 75% of PPA tariff until full commissioning

• Cost of dedicated transmission line up to
nearest KSEBL Sub Station to be borne by
developer
• Metering facilities to be provided by
developer at his own cost
• Metering point – Line/Bus isolator, at the
voltage of injection, of KSEBL substation to
which energy is delivered

DETAILS OF BID PROCESS
 Capacity
• Aggregate – 200 MW
• Minimum – 1 MW at one location
 Mode – Reverse e-Bidding & e-Reverse Auction
 Parameter of bidding – Fixed Tariff for 25 years
 Benchmark tariff – Rs 3.50 per kWh
 Basis – Guidelines notified by MoP, GoI

DETAILS OF BID PROCESS
• Portal – MSTC’s DEEP (Discovery of Efficient Electricity
Price) e-bidding portal
• E-Bidding to be followed by e-Reverse auction
• Bidders to register online with MSTC by paying
Registration Fee of Rs 20,000/- + GST
• Those already registered with MSTC need not register
again
• MSTC Help Desk Numbers:
03322901004, 01123212357, 01123215163, 01123217850
• Bidders have to pay fees of Rs 500 per MW per
requisition to PFC Consulting Limited (PFCCL), which
will be refunded to unsuccessful bidders

DETAILS OF BID PROCESS
• Highest bidder will be eliminated by the system
if the total quoted quantum of all the bidders
together exceeds twice the tendered quantity
• L1 tariff will be taken as the bench mark of e-
reverse auction
• Reverse auction will start within 120 minutes
of opening of Financial Proposal
• Will continue for a period of next 120 minutes

DETAILS OF BID PROCESS
• If a bid lower than the lowest prevailing one is
received during the last 10 (ten) minutes
before the scheduled close time, the close time
will be automatically extended by 10 (ten)
minutes from the time of last bid received.
• This process of auto extension will continue till
there is a period of 10 (ten) minutes during
which no bid which is lower than the prevailing
lowest is obtained.

• Bucket filling mode will be
adopted till 200 MW capacity
is reached
• Bidders will be ranked from
lowest in ascending order
• Capacity will be limited to 200
MW even if the last bidder
filling the bucket has more
capacity
• Last bidder is bound to offer
part capacity, as above.

WHO CAN PARTICIPATE
 Company
 Consortium
 If the successful bidder is a single entity, it may
form an SPV / Project Company to execute PPA
 If the successful bidder is a Consortium or a foreign
company, it shall form an SPV / Project Company to
execute PPA
 Limited liability partnership (LLP) and limited
liability companies (LLC) cannot participate

ELIGIBILITY OF BIDDER
 The Bidder should have owned and operated at least
one solar power generating station having 1 MW
capacity or above
 The reference plant must have been in successful
operation for at least one year prior to the date of
issue of notice inviting tender
 The Net-Worth requirement should be at least Rs 75
Lakh per MW of capacity offered by the Bidder in its
Bid for solar PV power projects for the year in which
bids are invited and previous two years

PPA – SALIENT FEATURES
• Range of CUF – Minimum 16%, Maximum 19%
• Tariff for energy in excess of maximum CUF –
75% of PPA tariff
• Third party sale of such excess can be done if
consented by KSEBL
 Penalty for shortfall below minimum CUF –
25% of PPA tariff
 Repowering during PPA period is allowed

PAYMENT MECHANISM
• Metering date -1st day of every month
• Billing date – 5th business day from metering date
• Due date of bill payment – 30 days from date of
receipt of bill
• Rebate – KSEBL is eligible for a rebate of 2% of bill
amount if paid within 5 business days
• Payment security – to be decided with approval of
Electricity Regulatory Commission
• Reactive power support to be provided by developer

• Bid documents include Request For
Selection and Draft Power Purchase
Agreement
• PPA to be approved by KSERC
• Tariff to be approved by KSERC
• Disputes arising out of the contract – to
be adjudicated by KSERC

TIMELINES
• Probable date of notice inviting tenders (NIT) – end of
August 2018
• MSTC registered bidders will get automatic intimation
• Those who are present here will be intimated
• Time for submission of bids – 50 days from issue of RfS
• Opening of non financial bids – 56 days from issue of RfS
• Opening of financial bids – 90th day from issue of RfS
• Reverse auction – 120 minutes after opening of financial
bids
• Letter of award – 120 days from issue of RfS
• Signing of PPA – within 150 days from issue of RfS

OBJECTIVE OF THIS INVESTORS’ MEET  Government of Kerala declared Urja Kerala Mission which includes ‘SAURA’ for developing Solar capacity of the State  In line with this, KSEBL has decided to focus on developing Renewable Energy especially Solar Power  This meet is an initiative to attract investment in Solar Power sector 5

  • 7. Saura aims at adding 1000 MW solar power in the next 3 years through : 1 Roof top 500 MW 2 Bidding from IPPs 200 MW 3 Solar parks 150 MW 4 Floating 100 MW 5 Canal top / Highway 50 MW 7
  • 8. CURRENT PROPOSAL PURCHASE OF 200 MW SOLAR POWER FROM SOLAR PV PLANTS WITHIN KERALA IN IPP MODE – as 1st Phase 8
  • 9.  Tariff Policy 2016 – clause 6.4 (2) - • “States shall endeavour to procure power from renewable energy sources through competitive bidding to keep tariff low .... from the date to be notified by the Central Government” • Ministry of power has notified “Guidelines for Tariff Based Competitive Bidding Process for Procurement of Power from Grid Connected Solar PV Projects” on 3rd August 2017 9 BIDDING - AS PER GoI POLICY

PROJECT DETAILS • Location – Within Kerala • Land – to be owned / leased by the investor • Forest clearance, NoC/Environmental clearance, approval for water etc, if applicable, shall be the responsibility of bidder • Generator shall not have any right to accredit the project under REC or to make use of the energy against its own obligation, even in case it is an obligated entity • Availing of incentives/subsidy etc if any is the responsibility of the bidder 10
  • 11. PROJECT DETAILS • Minimum capacity to be offered at one location is 1 MW • A bidder can offer power from • multiple locations in multiples of 1 MW • operational Solar PV power plants or plants proposed to be commissioned on or before scheduled COD, subject to availability of power, as per the terms of PPA • There shall be only one bid for all plants together 11

PROJECT DETAILS • Installation – to be done by investor as per IEC & CEA standards, at his cost • Technology – Solar PV • Maximum time allowed for completion – 21 months – GoI guidelines • Early commissioning is allowed • Part commissioning is also allowed – tariff shall be 75% of PPA tariff until full commissioning 12

PROJECT DETAILS • Cost of dedicated transmission line up to nearest KSEBL Sub Station to be borne by developer • Metering facilities to be provided by developer at his own cost • Metering point – Line/Bus isolator, at the voltage of injection, of KSEBL substation to which energy is delivered 13

  • 15. DETAILS OF BID PROCESS  Capacity • Aggregate – 200 MW • Minimum – 1 MW at one location  Mode – Reverse e-Bidding & e-Reverse Auction  Parameter of bidding – Fixed Tariff for 25 years  Benchmark tariff – Rs 3.50 per kWh  Basis – Guidelines notified by MoP, GoI 15
  • 16. DETAILS OF BID PROCESS • Portal – MSTC’s DEEP (Discovery of Efficient Electricity Price) e-bidding portal • E-Bidding to be followed by e-Reverse auction • Bidders to register online with MSTC by paying Registration Fee of Rs 20,000/- + GST • Those already registered with MSTC need not register again • MSTC Help Desk Numbers: 03322901004, 01123212357, 01123215163, 01123217850 • Bidders have to pay fees of Rs 500 per MW per requisition to PFC Consulting Limited (PFCCL), which will be refunded to unsuccessful bidders 16

DETAILS OF BID PROCESS • Highest bidder will be eliminated by the system if the total quoted quantum of all the bidders together exceeds twice the tendered quantity • L1 tariff will be taken as the bench mark of e- reverse auction • Reverse auction will start within 120 minutes of opening of Financial Proposal • Will continue for a period of next 120 minutes 17
  • 18. DETAILS OF BID PROCESS • If a bid lower than the lowest prevailing one is received during the last 10 (ten) minutes before the scheduled close time, the close time will be automatically extended by 10 (ten) minutes from the time of last bid received. • This process of auto extension will continue till there is a period of 10 (ten) minutes during which no bid which is lower than the prevailing lowest is obtained. 18
  • 19. DETAILS OF BID PROCESS • Bucket filling mode will be adopted till 200 MW capacity is reached • Bidders will be ranked from lowest in ascending order • Capacity will be limited to 200 MW even if the last bidder filling the bucket has more capacity • Last bidder is bound to offer part capacity, as above.   • 20. WHO CAN PARTICIPATE  Company  Consortium  If the successful bidder is a single entity, it may form an SPV / Project Company to execute PPA  If the successful bidder is a Consortium or a foreign company, it shall form an SPV / Project Company to execute PPA  Limited liability partnership (LLP) and limited liability companies (LLC) cannot participate 20
  • 21. ELIGIBILITY OF BIDDER  The Bidder should have owned and operated at least one solar power generating station having 1 MW capacity or above  The reference plant must have been in successful operation for at least one year prior to the date of issue of notice inviting tender  The Net-Worth requirement should be at least Rs 75 Lakh per MW of capacity offered by the Bidder in its Bid for solar PV power projects for the year in which bids are invited and previous two years 21
  • 22. PPA – SALIENT FEATURES • Range of CUF – Minimum 16%, Maximum 19% • Tariff for energy in excess of maximum CUF – 75% of PPA tariff • Third party sale of such excess can be done if consented by KSEBL  Penalty for shortfall below minimum CUF – 25% of PPA tariff  Repowering during PPA period is allowed 22
  • 23. PAYMENT MECHANISM • Metering date -1st day of every month • Billing date – 5th business day from metering date • Due date of bill payment – 30 days from date of receipt of bill • Rebate – KSEBL is eligible for a rebate of 2% of bill amount if paid within 5 business days • Payment security – to be decided with approval of Electricity Regulatory Commission • Reactive power support to be provided by developer 23
  • 24. FORMALITIES/PROCEDURES • Bid documents include Request For Selection and Draft Power Purchase Agreement • PPA to be approved by KSERC • Tariff to be approved by KSERC • Disputes arising out of the contract – to be adjudicated by KSERC 24

TIMELINES • Probable date of notice inviting tenders (NIT) – end of August 2018 • MSTC registered bidders will get automatic intimation • Those who are present here will be intimated • Time for submission of bids – 50 days from issue of RfS • Opening of non financial bids – 56 days from issue of RfS • Opening of financial bids – 90th day from issue of RfS • Reverse auction – 120 minutes after opening of financial bids • Letter of award – 120 days from issue of RfS • Signing of PPA – within 150 days from issue of RfS 25
