OVERVIEW
As a Senior Consultant with over 11 years of experience, I have provided project management, earned
value, and proposal solutions to companies from the pre-proposal phase through program execution on
various government contracts. These solutions include project management process design, business
development, proposal management, Earned Value best practices, EVM system implementation and
process design, IBR preparation, ANSI/748 regulation and compliance, operational support, and
industry leading Earned Value training (which include public seminars on scheduling and EVMS). I
have consulted for companies in various industries such as Biomedical, DOD, IT, HR, DOE.
RELEVANT EXPERIENCE
 EVMS Compliance:
o Prepared client for successful Earned Value certification review with the Department of
Energy. Activities included: CAM training, mock CAM interviews, data compliance to
ANSI/EIA 748 standards.
 Earned Value Process Design and Implementation:
o Activities included: EV system design, development of system description and program
operating procedure, WBS/OBS development, and schedule development.
 Proposals
o Management Volume Lead on IRS Portal proposal.
o Managed and authored proposals internal SM&A proposals for USCG and DOE
o Cost Volume Lead for the GSA, NGA, TSA proposals. Developed Basis of Estimates, and
ensured compliance to RFP.
o Led the development of Basis of Estimates for F-22 Drone Proposal
o Developed proposals estimates to secure the award of 3 Navy LPD Contracts.
 Project Management
o Successfully managed budgets, cost and schedule for 3 contracts concurrently, with
combined value at over $270 million.
o Managed Control Account work scope, technical requirements, deliverables, schedule targets,
constraints, resource requirements and budget/cost targets
o Developed detailed Control Account Plans (CAP)
o Participated in the development of the Integrated Master Schedule (IMS)
