synergies or grow internally? Do they have the infrastructure to grow internally? If they by a
competitor, how will the merger be integrated in regards to culture, overlapping businesses, etc.
FedEx should increase growth internally. FedEx should invest in growth in a number of ways:
people/training (customer service), capital (facilities and equipment upgrades), and advertising
(product and services). Internal growth will inevitably cost money in the short–term, but the returns

anything from envelopes and small packages to large freight. It was the brain child of college
student Fredrick Smith, when in 1965 at Yale a professor assigned the class to invent an industry. At
that time the only option companies had was to utilized passenger routes to ship packages, which
was not very efficient for time sensitive deliveries. Six years later after Smith left the military he
bought a small company and experienced how difficult it was to get supplies delivered within a
couple of days. Remembering the paper he had written in college, Smith founded Federal Express in
1973. Starting with 14 small planes today it has grown into the world's largest al–cargo air fleet.
By 1980 FedEx was way ahead of the competition and the company was growing by 40 percent per
year with 1 billion in revenue. Through many international acquisitions and mergers they have
grown internationally and now delivery to over 220 countries. As the demand for express freight
shipments increased so did the need to ship and receive documents overnight. The overnight letter

FedEx (2010) regulations state, "NOTE: We are required by law to report improperly declared or
undeclared shipments of dangerous goods to the U.S. Department of Transportation. Penalties for
such shipments may include fines up to $500,000 and five years in jail. The DOT/FAA requires
every shipper to have job–specific dangerous goods training prior to offering a dangerous goods
shipment to FedEx or another air carrier" (para 12).
Air traffic control needs specific documentation to allow a FedEx consumer to ship parcels
anywhere in the authorized countries. The government regulations will stipulate that many of the
consumers that use FedEx must fill out the appropriate documents and make sure that the consumers
assume all liability for the package. With the Dangerous Goods regulations in place, the proper
documentation has to be in place to make sure FedEx shipments are in the correct packaging. FedEx
(2010) stated in its policy that "Shippers of dangerous goods, whether prepared under IATA/ICAO
or 49CFR, must comply with all FedEx Express (FX) variations listed in the current edition of the
International Air Transport Association tariff. All packages containing dangerous goods must
comply with the International Air Transport Association (IATA) dangerous goods regulations. The
