Existing & Pending Regulations
– Entered into force December 1, 2013
– Applies to all commercial ships discharging ballast in U.S. waters
– BWTS must have AMS approval or full USCG approval
– Applies to all vessels keel laid after 1 Dec 2013, Retrofits starting 1 Jan 2014
– Ratification pending; D2 standards enforced 1yr after ratification
– Applies to all vessels above 400gt excluding military vessels
– By 1st IOPP1 renewal survey after EIF2
– If EIF2 is prior to 1 Jan 2016, vessels with capacities <1500m3 and >5000m3

Treatment Solutions
Typically a two stage process:
1. Physical Liquid-Solid Separation
– To reduce sediment and remove larger organisms
– Hydrocyclone, screen filter, depth/disk filter, flocculation, etc.
2. Disinfection
– To kill or inactivate remaining organisms:
– Chemical (AOP, electro-chlorination, chlorine, ozone, peracetic
acid, etc.)
• Requires additional Basic and Final Approval
according to G9
– Physical ( UV, deoxygenation, cavitation, ultrasound, etc.)

Chemical Disinfection

Types
• Effective disinfection/oxidation agent
• Certain benefits for high flow systems
• Ozone - Relatively easy installation for tanker retrofit (no equipment in pump room)
Benefits
• Safety & cost of carrying chemicals on board
• Creation of explosive hydrogen gas with electrolysis
• Does not treat chlorine resistant organisms
• Ineffective in low salinity and low temperature water (Electro-chlorination)
• Potential ballast tank corrosion
• Must neutralize discharge with chemical agents (another chemical to carry)
• Ozone - Safety of hazardous ozone in shipboard environment

UV Disinfection
• Mercury-vapor lamps encased in quartz sleeves generate light in the
germicidal range of the electromagnetic spectrum
• UV light in this region damages nucleic acids in DNA of
microorganisms preventing replication and thereby inactivating the
organisms
• No residual disinfectant
Description
• Kills / inactivates living organisms
• Does not create toxic compounds or utilize free radicals –
environmentally neutral
• Eliminates handling and storage of toxic chemicals
• No tank corrosion
Benefits
• Frequent cleaning of lamp sleeves in the presence of iron and
suspended solids
• Electrical consumption in high capacity systems
Disadvantages

UV Characteristics
Inactivates organisms & prevents replication eventually leading to death
Two Types:
• Low Pressure UV
– Targeted specifically for germicidal
wavelength (254nm) required for drinking
water (giardia and cryptosporidium)
• Medium Pressure UV
– Emits over broad spectrum to target wide variety of organisms found in BW 200nm
– 320nm
– 10 - 15% conversion of power to germicidal UV light
– Operating temperature of 600 to 800°C
– 25 – 40% conversion of power to germicidal
UV light
– Operating temperature of 40°C to 160°C
