In the 1816 election, the Federalist party did not nominate a presidential candidate as they sensed their demise. James Monroe ran for president as the candidate of the Democratic-Republican party. He had previously served as ambassador to France, governor of Virginia, secretary of state under Madison, and secretary of state and secretary of war simultaneously under Madison. Madison adopted some Federalist economic policies like the Second Bank of the United States in his later terms, contributing to an "Era of Good Feeling." Monroe purchased Florida from Spain and issued the Monroe Doctrine, stating that further European colonization in the Americas would not be tolerated.

As Madison’s administration contemplated 1813, Gallatin estimated total government expenditures at $36 million and only $17 million in total revenue. A Republican-dominated Congress showed no interest in raising taxes, so it again approved loans totaling $16 million and $5 million in treasury notes to cover a projected $19 million deficit. Gallatin’s estimates missed the mark by a wide margin. In July, President Madison asked Congress for an additional $7.5 million in funding. The Congressional response was predictable—another loan. Congress did come to terms with the fact that it would have to impose new taxes in 1814. Towards that end, the body approved some direct internal taxes for 1814 on land, imported goods such as salt, negotiable paper, and additional customs duties to generate an additional $5.5 million in new revenue.1

The Russians established their outpost of Fort Ross in 1812 near Bodega Bay in Northern California, north of San Francisco Bay. The Fort Ross colony included a sealing station on the Farallon Islands off San Francisco. By 1818 Fort Ross had a population of 128, consisting of 26 Russians and of 102 Native Americans.
