2. CAREER:
My key achievements are listed here below:
• Design of a Maintenance Scheduling and Lubricating Tool for a Power Station when I
was the “Offshore and Industrial Manager” for Bureau Veritas in Dubai.
This opportunity formed the basis and opportunity for the growth of the department within the
organization which, until my arrival, had not existed. Turnover for the first year in operation
was in excess of 1.75 million Dollars with an overall profit of 16%. After 5 years of continuous
growth and the employment of some 15 Surveyors, the annual turnover was in excess of 3
Million Dollars. This is made more remarkable by the fact that the profit margin was steady at
16% throughout that time when all other departments, other than” Marine”, were operating at
a loss.
• At the behest of the Yemen Economic Corporation, I project managed a Tank Landing
Craft Rebuild and Conversion Project in Dubai Dry-Dock to its completion and sail
away. During that time, I acted as Advisor to the Vice president of the Yemen and on
their behalf, successfully brokered a 16 million dollar purchase of 2 nos. Multi-Purpose
Cargo Carriers from ‘Trogir’ Shipyard. This was quite an achievement since I had no
previous experience with the sale and purchase of ships before.
• During the Rebuild of the jack-Up Rig “ Thule Power” project, we were challenged
many times with situations that had never been overcome in the UAE. One such
challenge was to launch the Rig back into the water weighing 4,500 tons. The added
challenge was to do this without damaging the Quayside whose load bearing capacity
was barely 15 tons per square foot. A coordinated effort by the QGM team ensured
that this transition took place without incident.
• Managing a project on a Brown field site on the Caspian Sea Coast for the repair and
upgrade of a Jack-Up Rig “Iran Khazar” which had suffered a major Punch Through
was something that no other company in the Middle East was prepared to undertake.
• Having spent most of my professional life in a Multi-cultural environment, I believe that
my inter-personnel skills are such that I am not fazed by the challenge of a varied
cultural environment in which I may operate.
3. • Over the past 30 years, I have managed to become involved in a wide range of
projects both on land and Offshore, which has broadened my experience and
knowledge of the Oil and Gas Industry. This grounding has been priceless when
executing a project and/ or negotiating the “before during and after” stages of its life.
September 2008 until January 2012:
PROJECT MANAGER – SAAG OILFIELD ENGINEERING PTE LTD. (Singapore).
Responsible for the Project Management of two New build Modular Offshore Platform Drilling
Rigs to include; Design, Engineering, Fabrication and Completion. Emphasis was given to
weight control, the inclusion of a 50 man Accommodation and Helideck.
Duties Included:
• Overall Project Management of two New Build Modular Offshore Platform Drilling Rigs.
• Liaison with Class, Client and Suppliers.
• Responsible for the planning, budgeting, execution and compliance.
SENIOR MANAGER – OFFSHORE DIVISION - TRANSERVE PTE LTD SINGAPORE.
Responsible for the “Offshore Division” of the company and its three Shipyards located in
Singapore, Malaysia and Batam.
Duties Included:
• Overall responsibility for dealing with enquiries, customer liaison and bid submissions.
• Selection of Project Management teams for each contract and responsibility for their
performance.
• Overall responsibility for the maintenance and upgrade of the facility in Lumut
Malaysia.
• Responsible for the Detailed Design, Execution Plan, Overall Schedule and Client
Relations
Projects that were in the final throes of completion included: E-House for Maari – New
Zealand, Living Quarters for AKER- Norway and Four Aluminium Fast Crew Boats for a
customer in Thailand.
The Company failed to win an Offshore Construction Contract hence I left to seek other
challenges.
4. JULY 2005 – December 2007. PROJECT MANAGER – THULE POWER RIG REBUILD.
Responsible for the overall management of a 125 million dollar “Jack-Up Re-Build Project” at
“Hamryah Free zone “Port UAE.
This was a Fast-Track Project which reached 99% completion within 28 months. A dispute
between the Client and QGM resulted in the cessation of works prior to full completion and
until now the problems are not resolved. At its peak, there were over 1100 fully dedicated
personnel assigned to the Project.
Duties included:
o Project Management on the Constructors side
o Overall responsibility of the Daily operations reporting to the Company Directors.
o Authority over each of the Department Heads.
o Daily interaction with the Clients Representatives.
o Chairmanship of weekly Management Meetings and Progress meetings with the Client.
o Time Management.
o Commissioning.
2003-2005. SITE REPRESENTATIVE: BTC PIPELINE AZERBAIJAN.
Responsible for the construction of “Above Ground facilities” such as Block Valve Stations,
Launcher/Receiver Stations and HSE issues to do with the Accommodation camps.
The Project was to lay two 42 inch Overland Pipelines from Baku to the Georgian border.
Duties include:
o Daily reporting of activities to the QA Manager and Construction Manager
o Issuance and follow up of NCR’s.
o Compliance with International Standards and Project Specifications
o H.S.E. compliance.
o Acceptance of all Weld Procedures.
o Responsible for closing out MC1 packages and handing over to Commissioning.
o Compliance with HSE requirements at Accommodation Camps via Supervision of a
dedicated team dealing with all such issues.
5. 2002 – 2003. PROJECT MANAGER: Q.G.M. GROUP Dubai.
Responsible for the Planning and bid documentation for future projects and supervised teams
of all disciplines when executing repair and modification works on Offshore Drilling Units.
Duties included:
• Prepared Risk Assessments for critical lifting operations offshore Abu Dhabi and for
activities to be carried out on Offshore Drilling Units.
• Compiled CTR’s for Bid Packages.
• Managed teams during the execution of fast track Repairs and modifications to
Offshore Drilling Units.
• Clients and Class Liaison.
2001 – 2002. PROJECT MANAGER: ALIA’A SHIPPING COMPANY
Responsible for an $8 million project for the conversion of a Russian built “Tank Landing
Craft” to a “General Cargo Container carrying Ro-Ro vessel” for the Yemen Economic
Community (YEC).
The conversion was designed by Alarcon, converted in Dubai Dry-dock, classed with the
Polish Register of Shipping and is now trading out of Aden Port
Duties included:
o Overall responsibility of a 9-man project management team of engineers on a daily
basis.
o Procurement.
o Liaison with Class.
o Liaison with Drydock Commercial and Technical departments.
o Drawings, Data and cost control.
o Reporting directly to the Owner.
In addition, I acted as the Buyers Broker for the purchase of 2 nos. General Purpose Cargo
Carrying Ships of 8,000 t. on behalf of the Yemen Government for a total value of 16 million
dollars.
6. 1997 – 2001. OPERATIONS MANAGER – ALAN R. CONROY & PARTNERS
Responsible for the day-to-day engineering and project activities of a large marine and
offshore engineering management company.
During the four years of service, the company was successful in completing a number of
various and complex projects and services to the industry.

This job involved operating throughout the North Sea, Norway, Angola and the Middle East.
The main activities performed included inspection during construction of offshore structures,
pipelines, desalination plants and refineries. Key abilities were developed and demonstrated
in design and construction of facilities to store and archive radiographic material, and
