Education over the past hundreds of years has made many changes and advances in the way it is run,
what is included, and who is allowed to attend. The idea of a school board and what it is suppose to
represent (serves) to a community has changed and has stuck to its founding principles.
The power of the educational system is controlled through a network hierarchy.There are three
major levels in which power is transferred through the federal, state and local levels. The local

A sinking fund is a millage that is levied on the taxpayers that allows the school district to maintain
or upgrade the school facilities, but cannot be used to pay for salaries of employees or expenditures
that are not fixed to the building such as a computer. SAPS recently passed a bond issue in May of
2014 that resulted in a millage tax, which will provide security, technology and building updates to
most of the district's buildings. The district does not plans in the near future to seek a sinking fund
millage, for a number of reasons most notability the 9 million dollar millage that was passed in 2014
will be allowing the district to upgrade many of the facilities in a manner that a sinking fund would
or could have. The next millage request will be for a regional CTE millage, which is run through the

America has had an extensive relationship with her inner cities. Inner cities were and are the
backbone to America and her achievements. The cities assisted in the mass production of the
automobile industry, the destruction of the tyranny known as the Nazi Empire, and are the center
piece for businesses today. The inner cities had a reduction in employment during the 2008 financial
crisis, leaving the cities and their inhabitants in shambles. This not only affected jobs and parents,
but the children as well. This was unfortunate because the cities that built America were now spilt
into two parts. One part became an area of bustling traffic and lively people, the other
underprivileged individuals with no source of income due to financial collapse of their places of
employment. Inner city children face an abundant number of obstacles in their lives being raised in
these low–income areas. These areas have become poverty–stricken and are being ignored by the
government. Without assistance, whether from the state or the federal level of government, certain
factors of their lives are being neglected. Some of the factors that are detrimental to the children are
the inadequate educational programs, lack of attendance at school, and parent involvement, lack of
availability of nutritional produce and a higher rate of exposure to crime.

After doing some research I found that this mall used to be the main place for all mankato citizens to
shop back in the mid 20th century. Then the Madison East Mall moved in up on the hill and took
most of the Mankato Place mall's business. Then in 1991 a much bigger mall moved in and Mankato
place lost almost every customer it ever had. This meant that the owners of Mankato Place mall had
to rethink the plan and goal for their mall. The Central business district (CBD) had been moving
around quite rapidly starting when Madison East Mall was opened. The CBD then moved again up
to River Hills Mall when that finally opened. By this point both Madison East is hurting because all
of their previous customers had found a new and improved place to shop. I found it interesting that
Mankato Place is still just as empty as when Madison East first arrived in Mankato. I also found it
fascinating that the CBD appears to be spreading out. It seems that the businesses on Riverfront are

The city that we modeled is Chicago, and what we noticed throughout our intense research was that
Chicago most resembles the Sector Model. Hoyt's Sector Model is an urban city model describing
urban land uses and patterns. In this model, social classes are separated by a series of sectors and or
wedges which originate from the core, the central business district, and in the case of Chicago, the

The essay "The Competitive Advantage of the Inner City" by Michael Porter, addresses the crisis of
inner cities, in particular, the economic distress and how to fix it. Porter discusses the advantages
and disadvantages of the inner city, and how previous efforts to improve the conditions of the city
have failed. Many past efforts were guided by the desire to meet the needs of individuals but not the
city as a whole, even programs that were aimed at economic development were ineffective because
they treated the inner city as an "isolated island" (317), separated from surrounding economy which
favored local small business that did not bring in outside business.
Michael Porter is a renowned economist and professor of Business Administration at the Harvard
Business School, author of 18 books and more than 125 articles with topics that range from industry
competition to economic development. Porter was born in Michigan and went on to study aerospace
and mechanical engineering in Princeton from where he graduated first in his class and with high
honors from both the prestigious societies Phi Beta Kappa and Tau Beta Pi, which he was also
elected into. He is known as the "c" and is recognized worldwide for his take on competition and
company strategy, many say that his work has redefined the thought process related to competition

Carlisle is the only city in Cumbria, automatically making it the administrative centre of the county.
Other than administration, Carlisle has several other areas in which its activities are focused, such as
tourism, shopping, and education. These areas are known as settlement functions. Functions tend to
change and develop as a city grows over the years. Carlisle is a successful city, but whether or not
this is due to its changing functions is debatable.
Annan Academy's Geography class went to Carlisle in September 2015 to obtain primary research
data of the city's geographical issues.
Method 1
In order to figure out some of the current main functions of Carlisle, the first research method used
for this report was two RICEPOTS surveys of different areas in Carlisle – the CBD (the square near
the Tourist Information Centre) and the area from West Tower Street to Corporation Road. These
areas were chosen to display a contrast in the land usage of two areas of Carlisle which are close
together. The RICEPOTS surveys were completed by walking around the areas and annotating a
map with the purpose of each building in the area. Once both maps were annotated, the information
was put into a table before being compiled into a comparative bar graph (see: Graph 1).
The results show that West Tower Street to Corporation Road is largely residential, with 35 terraced
houses, and that the square near the Tourist Information Centre is largely commercial with 47

The concentric zone theory is also known as Burgess' model and one of the oldest theoretical models
that describe urban social structures. As shown in Figure 2.1, there are six circles in the model; each
circle represents a zone of social groupings and land uses. As the city grows each zone must spread
and move outward, encroaching onto the next one in the process known as invasion and successions
(Park, 1989). The main feature of this model is to show the positive relationship between the central

There are three main models to living, those models are known as concentric zone models, sector
models, and multiple nuclei models. The concentric zone model is an early theoretical model that
explains urban social structures. The sector model is known as the Hoyt model. The sector model
allows for an outward development of growth. The sector model grows in a wedge–shaped zone.
The multiple nuclei model is an economic model. It does not grow around one central core. The city
I live in is Surprise. The multiple nuclei model represents my city because everything is close and
jammed next to each other. The model I would like better would be a combination of the sector
model and multiple nuclei model.
The concentric zone model is described as an industrial city that expands away from the center and
causes a sequence of circles. In 1925, Ernest Burgess created the concentric zone model. Hotels,
offices, banks, and amusement are located in the center. The transition zone is the second layer
where there are abandoned buildings, factories, starvation, debt, and high crime. The third layer is

It has been rapidly growing since the early 2000s. In Surprise, mainly all of the stores are jammed
together. All the food places are relatively close to each other. There are many schools and
apartment complexes. It is convenient that all the stores are close together so we can shop
everywhere. There are many train tracks and some warehouses. The city of Surprise resembles the
multiple nuclei model. All schools in Surprise look the same because they are owned by the same
school district. In my neighborhood there are several homes that look just like mine. All parks in

A. For Von Thunen's model, the type of land that the model is based on is agricultural land. The
model shows that there is more intensive rural land uses closer to the market and more extensive
lands farther from the market. The model is a concentric circle model with a town in the center then
dairy, forestry, crops with and without fallow, three field systems, grazing, and wilderness sections.
Von Thunen's model uses relative costs.
Burgess's model, or otherwise known as concentric zone model, is based on urban land settings and
visually explains the growth patterns in a metropolitan space. As a city develops and grows, new
rings are added onto the center circle (loop) and the old rings change in characteristics. When
looking at the model, note the central business district/loop and the peak land value intersection.

Relative location plays a big part in the transportation aspect of Von Thunen's model. When one
lives closer to the central market/town, they will most probably produce goods such as dairy and
other more perishable goods because the transportation distance is short. Less time sensitive goods,
such as grains and dry goods, were positioned farther away from the central market because quick
transportation is less important.
In Burgesses model, the central town is surrounded by poor housing. The housing is low quality but
there is short commuting time. The further one is away from the central business district, the better
quality the housing becomes but the longer commuting time. This transition from low quality
housing to longer commuting time occurs in the zone of transition. When people move further away
from the center, they can afford both the better housing and the longer commuting. In this model,

The Concentric Zone model by E. W. Burgess is one of the most famous model because it claims
that urban land use is best portrayed as a series of concentric circles. The model recognizes five
distinct zone the first being the central business district which consists of the downtown area,
businesses, and shops. Since this zone is in the center of the city it is where majority of important
business activities come together. For example, major government functions are located here as well
as museums and theaters. Next is the zone in transition also known as the poorest quality housing
