Introduction:
Islamabad — The Rawalpindi-Islamabad Metrobus track from Peshawar Mor to the new
Islamabad airport is likely to face more delays. Construction on the extension project, which
started in 2017, is struggling due to shortage of funds.Minister for Communications Murad
Saeed told the National Assembly the government only allocated around a quarter of the
amount required to complete the project in 2019-20.
―The most important reason (for the slow pace of construction) is lack of funds,‖ Mr. Saeed told
legislators during the question hour on 11 November.
He was responding to a query from Pakistan Muslim League-Nawaz lawmaker Mueen Wattoo
about the reasons for slow construction and the expected completion date of the project. Mr.
Saeed said the project consists of four ―packages‖ that require altogether Rs. 4.57 billion for
completion. However, the Public Service Development Programme (PSDP) 2019-20 provided a
grant of only Rs. 1.25 billion for the project, according to the minister.
The current allocation is also only half of the funds set aside for the project in 2018-19,according
to details published by the ministry of planning in October 2018. If the government does not
increase annual allocations, the project might not be completed until 2022. All this is happening
while the project appears to have saved nearly Rs. 4 billion in costs, according to a recent Dawn
news report. The expenditure carried forward to 2019-20 for the project is Rs. 7.47 billion. But
the NHA has only requested for Rs. 4.57 billion, out of which one billion will be used to service
pending payments to contractors. The 25.6-kilometre Metrobus track will connect the Pakistan
Metrobus Service to the New Islamabad International Airport from the Peshawar Mor station,
providing much-needed public transport access to the airport on the city’s Western suburbs.
The PC-1, or main planning document, for the Metro Bus track was approved by the National
Highway Authority (NHA) in February 2017 with a cost of Rs. 16.4 billion. The Executive
Committee of the National Economic Council (ECNEC) approval was granted in April 2017
and construction began within a month with an ambitious target to complete the project by
August that year.
Around Rs. 9 billion was spent on construction of the Metrobus extension up until 30 June 2019,
according to the PSDP 2019-20 document. Signs of partial construction are obvious on the
Kashmir Highway, with bus station structures and a dedicated bus corridor. The project’s first
package or section runs from Peshawar Mor to Golra Mor. The second section will connect the
bus track from Golra Mor to the Grand Trunk Road interchange. The third and fourth sections
will link to the airport via the Motorway interchange.

Background:
Based on studies conducted Government of Punjab and Capital Development Authority, the two
governments (Federal & Provincial) joined hands to launch a Metro Bus project to connect the
twin cities and alleviate the traffic congestion on this corridor. In a meeting held in Lahore on 19
January 2014, co-chaired by the Prime Minister of Pakistan and the Chief Minister of Punjab, it
was decided that the project shall be funded on 50:50 sharing basis by the Federal Government &
Government of the Punjab. As the Punjab Government has already completed successfully a
similar Metro Bus project in Lahore, Prime Minister of Pakistan decided that the Provincial
Government will execute this project through Rawalpindi Development Authority (RDA) as the
single executing agency for both parts of the project. It will work in close coordination with the
Capital Development Authority (CDA) for the Islamabad Part of the project. Punjab Metrobus
Authority (PMA) will control the operation & maintenance of the project after its completion.
PMA will also coordinate with CDA at O&M stage of the project.
Objective:
The traffic congestion will be reduced.

there is equality because this bus service is publicly reachable.

be checked by the scanner on every bus station.

7. Separate seats will be available for ladies and disabled.
8. There will be female staff available who will guide ladies.
9. There are separate road tracks for metro bus so there will be no blockage of
traffic.
10. University students and airport employees will be also entertaining from
metro bus service.
11. This service will be proved as a beneficiary for the todays, era.
12. The distance will become shorter and time will be saved.
Competition
Objectionable offensive strategy to solve this conflict. One of the criticisms of the
competition is that it enjoys the strengths of the Opposition as well as enjoying
different strategies and processes of neutral nature.
Benefits
The main objective of this project is to provide bus service to give simple and safe journey to the
overall population of Rawalpindi and Islamabad can easily move from any territory inside
Rawalpindi and Islamabad with in time. Bus transport station are presented in principle areas in
Rawalpindi. It will be good to all kind of individuals like business class individuals and needy
individuals will go on same transport with no difference of position. It will offer comfortable
journey to traveler to move starting with one area then onto the next part between the two cities.
It is envisaged that the number of accidents will be reduced because of metro transport. There
will be special seating for female passengers on the new service, as well as the new bus service
will provide women so as to treat the women traveler.
Success Criteria of Project
The project success criteria follows:
• It gets completed on time, budget and within its scope.
• It gets operational and people get benefit from it.

Project risk is an indefinite event or circumstance which, if it has an impact on at least one

projects and managing those risks which have negative impact (Junior & Monteiro, 2015).

risk register can lead to direct risks such as risk reduction.

Escalation Procedures for Resolving Communication Issues
At the highest degree differences can cause the solution to the large amount of cash
through legal channels and expenses organization a good project director knows
when intervening and taking action during the conflict if the conflict over belief
degree cannot be treated, then it may be essential for the reaction / behavioral
degree cycle to try and break.
Avoidance
Conflicts are not mentioned because the manager also thinks that the problem is
not worthy of the solution currently resolved.
Compromise
Includes a look for a way that is the Mutually acceptable (to get and get to medium
floor). If the overall deal is not possible, then compromise may be an excellent

Why Islamabad’s metro bus service remains an unfinished project
The project, launched by the PML-N government, speaks volumes about the faulty planning of
departments concerned. The delay is not only wearing out the standing structures but adding to
its cost.
Almost 60pc of the project was completed one-and-a-half years ago when the last government’s
tenure ended.
The contractors continued the work on their own and only stopped when the PTI government lost
interest in the project. The remaining work now needs another Rs4 billion to be completed.
The PTI-led government released funds in October this year but the amount was insufficient to
meet the demand and liabilities. Purchase of buses and setting up of an authority to run the
service would take another six months to a year.
An amount of Rs4 billion is required to complete the remaining work
As a result of nonpayment of dues, the contractors [of four sections of the project] stopped work
and their sub-contractors and labourers left the site of IMBP.
The NHA officials said at least Rs4 billion were required to complete the project but extra funds
would be needed to purchase the buses.
The estimated/project cost of the 26km-long metro project (from Peshawar Mor to the new
airport) was over Rs18 billion but it is believed that it will be completed at the cost of Rs14
billion, saving Rs4 billion. The project has eight stations - seven on the main route and one at the
airport.
According to official figures, 90pc work on Package-1 (8km) of the project has been completed
while Package-II (3.8km) is 85pc complete, and Package-III (8.3km) and Package-IV (5.4km)
are almost complete.
―We have been seeing the completed structure of the metro bus project for more than a year and
it is deteriorating due to the harsh weather,‖ said Asif Ali, a resident of G-13, who travels on
Kashmir Highway daily.
Another commuter, Mehmood Ahmed, said his children often asked him as to when the metro
project will be completed.
When contacted, Communication Secretary Jawwad Rafique Malik told Dawn that paucity of
funds was the main cause of the delay in the project’s completion. He, however, said the
government had assured them that it would soon provide the required funds.

Many attempts were made to contact NHA Chairman Sikandar Qayyum but he was reluctant to
meet and referred the matter to another official of the authority.
An insider said there were some flaws in the project as no station was made in package-IV from
the Motorway to the new airport, whereas under the project, one station has to be established
after a distance of 1km.
He said so far no plan has been made to purchase buses and what subsidy should the government
bear to run the project.
It has also been observed that due to shifting of Islamabad International Airport near to
Fatehjang, the volume of traffic on Kashmir Highway has increased manifold and under this
situation the metro service getting functional had become imperative to reduce traffic load on the
main artery.
―We can complete the project (infrastructure work, track and stations) in four months if the
government releases the required funds today,‖ IMBP project director Jawed Bajrani said.
He agreed that under the instruction of former prime minister Nawaz Sharif the project was to be
completed in Nov 2017 and said the deadline was not implementable as the project should have
been completed in mid 2018.
He said 90pc of the project was completed and some equipment like elevators required to be
imported from Spain to install into the metro stations.
The official, however, claimed that work that was completed has not been affected due to the
delay.
―The work already completed has suffered no damage,‖ he added.
He said Rs4 billion were required to complete the project and the liabilities of NHA including
payments to contractors had gone up to Rs2 billion. ―The cost of the project will not escalate as
we have saved almost Rs4 billion,‖ he added.
Asked why no station has been constructed in the fourth package from Motorway to the new
airport, Mr Bajrani said population in that particular area was low which was why there was no
need to build stations there.
Talking about buses, the official said buses were not his subject and he could not comment on it.
Interestingly, the authorities concerned have not decided who will run the service.
The authorities concerned are said to be in a fix as to how the bus service will be run after the
Capital Development Authority, National Highway Authority (NHA) and Punjab Masstransit
Authority (PMTA) refused to ply the buses. Earlier, it was expected that PMTA would run the

new service in the capital but when it refused, the CDA and NHA were asked to take the
responsibility.
Conclusion
Peshawar Mor to New Islamabad Airport Metro Bus Project comes out to be a successful project.
If it would meet the increasing transit demand as well as sustainable mode of public transport
effectively. It have completed according to triple constraint. In time Completion of this project
would resulted in form of better management with greater speeds as well economic.
The quality of buses includes air conditioning along with stop announcement system, emergency
exits and with wide space for seating which results in comfort, hence it is concluded that BRTS
project is not being completed on time which resulted in failure to achieve the triple constraint.
Due to excavation of green belt and cutting of trees has impacted the environment.
Recommendations for future suggestion
There was no use of EVM tools during the execution of the project (Planned vs Actual) and quad
triple constraints was totally violated in metro project so in future to get the similar project
execution on time and in future proper evaluation techniques should be used. The execution of
metro project was not properly planned due to the negligence of poor planning.
