4. • Metro Rail is a Mass Rapid Transport System (MRTS).
• It is a convenient, fast, efficient, reliable, modern, user friendly, comfortable and
affordable mode of urban transport.
• It is safe and eco-friendly.
• It is electric and requires only 1/5th energy per passenger km compared to road based
transport systems.
• Brings about a more equitable allocation of road space by encouraging greater use of
public transport.

5. History of metro Rail
THE world's first metro, now the world's oldest system, is the London
Underground in England, which is more commonly known as the Tube, which
was opened in 1863.
THE world's longest metro system is the Shanghai Metro in China which is 434
kilometers long.
THE metro system with the most number of stations in the world is the New
York City Subway in U.S.A, with four hundred and twenty two stations.
THE country with the highest number of metro systems in the world is the USA
with subway systems situated in at thirty two cities.

7. Reasons behind Present Traffic
Condition of Dhaka City
The minimum road requirement for a standard city is 25% whereas Dhaka city has only
7.5% roads.
Large numbers of trucks and buses.
EPZ (Export Processing Zone) area near the Dhaka city.
Thousands of outnumbered rickshaws.
Thousands of hawkers here and there.
Insufficient walkways.
Not enough spaces to build wide roads.
Most common problem is increasing numbers of populations.

Financing:
oTransport sector has received around Tk 28,700 crore which is 23.8% of the total
development budget for the FY2015-16.
o Tk 22,000 crore allocated for the metro rail project
oJapan International Cooperation Agency (JICA) has confirmed they will provide Tk 16,600
crore of the project's total cost while Bangladesh government will bear the rest.

13. Goals and objectives of Dhaka Metro Rail
Project
(i) Planning a Metro rail network for safe, efficient and fast movement of people and goods.
(ii) Keeping the overall cost of construction and maintenance of the metro rail in the network to
a minimum.
(iii) Arranging for future advancement and expected activity needs for a particular plan period.
(iv) Phasing metro rail development programs from considerations of utility and importance as
also of financial resources.
(v) Sustainable and climate-resilient urban transport with low levels of greenhouse gas
emissions;
(vi) An integrated approach for sustainable urban development through transit-oriented
development;
(vii) Safe, high-quality public transport with women-friendly designs;

Inherent Risk
1. Country-specific
risks
M Absorption capacity of GOB
departments for capital
expenditure may not be
adequate
The CPS final review validation rated
ADB’s strategic positioning
satisfactory and the program relevant
to the country’s needs, aswell as
effective and likely sustainable. Close
monitoring of activities will reduce the
risks
related to country-specific risks inthe
project.
S Overall public financial
management risk: external
scrutiny and audit still remain
in the weak areas inthe PFM
based on 2011- 2015 PEFA.
Dialogue is needed between ADB,
GOB, and ICAB aimed at (i) capacity
building of CAG auditors, and (ii)
strengthening of statutory/regulatory
requirements to ensure that audits look
beyond transactions and focus on
systems
of the audited entities.
2. Entity-specific
risks
M Lack of experience of the
DMTCL as executing agency
and implementingagency for
ADB-funded projects
The DMTCL has experience in
implementing JICA-financed projects.
However, it is implementing an ADB-
funded project for the first time. A
separate PIU established within the
DMTCL, staffed with personnelwith
experience in externally funded
projects along with provision of
appropriate trainings for PIU staff, will
reduce the entity-specific risks in
managing the
project.

20. Project Performance
An organization’s competitiveness depends in part on its ability to
complete projects profitably. The performance management process
ensures that projects remain profitable not just in the technical sense,
but also in a strategic sense, so that every project drives organizational
improvement. Companies that develop a comprehensive approach to
align projects to their business strategy, and then track and manage
them well, are better positioned to reach their goals because they can
distill high-level strategic visions into tangible actions.

21. Benefits of Dhaka Metro Rail
project
Fast and affordable transport system.
Can carry a lot of passengers at the same time.
Passengers don’t have to face any kind of traffic jam.
Specific stations for exit and entrance.
Energy saving transport system ( Specially fuel efficiency)

22. Conclusion
Finally, we can say, any development of a country is not possible without
developing its transport sector.
Although it needs a huge amount of money, Bangladesh Govt. has taken truly
an impressive step.
