1.   THE 2013-2014 FULBRIGHT FOREIGN STUDENT PROGRAM IN CENTRAL ASIA, US EMBASSY, BISHKEK,
     KYRGYZSTAN. DEADLINE: 5:00 PM ON JULY 15, 2012.

     The State Department of the United States of America and the U.S. Embassy in Bishkek are pleased to
     announce the new competition for Fulbright Foreign Student Program in Central Asia for two-year master’s
     degrees beginning in academic year 2013-2014.

     The Fulbright Foreign Student Program enables graduate students, young professionals, and artists from abroad
     to research and study in the United States for one year or longer. The Fulbright Visiting Student Program is open
     to Kyrgyz university graduates in the arts, engineering, natural sciences, humanities and social sciences.
     Medicine is not eligible for a Fulbright award.

     Participants will be recruited through a merit-based, open competition and chosen based upon their leadership
     potential, academic excellence, maturity, ability to adjust successfully to life in the U.S., strong interest in
     engaging Americans, and potential to promote mutual understanding between the United States and Kyrgyzstan.

     Program Requirements:

          •    Applicants must be citizens or nationals of Kyrgyzstan or permanent residents qualified to hold a valid
               passport issued by the nominating country.
•    Applicants must have completed their undergraduate education and hold a degree equivalent to a U.S.
              Bachelor's degree by the start of the grant period.
         •    Applicants holding a Master degree from U.S. university are not eligible to apply for this program.
         •    Applicants should have a sufficient level of English to enable them to successfully complete full-time
              graduate study in the U.S. with a recent paper-based TOEFL score of 550 or higher or equivalent test
              (i.e. internet-based TOEFL (IBT) or computer-based TOEFL (CBT)).
         •    Strong preference will be given to applicants who have not had extensive recent experience in the U.S.
         •    An applicant who is currently in the U.S. is ineligible for a grant.
         •    In order to be eligible for the program, applicants must currently reside in their country of citizenship.
         •    An applicant’s financial need or status should not be a factor in the selection process.

     Important: All grantees are expected to return to their home countries for at least two years at the conclusion of
     their grant in compliance with the J-visa requirements and to promote mutual understanding.

     Program Provisions:

     All grantees receive tuition, a monthly stipend for up to 24 months, supplemental health and accident benefits, a
     book and equipment allowance, travel support, and the opportunity to attend Fulbright enrichment activities.

2.   FULBRIGHT FOREIGN LANGUAGE TEACHING ASSISTANTSHIPS (FLTA), US EMBASSY, BISHKEK,
     KYRGYZSTAN. DEADLINE: 5:00 PM ON JULY 15, 2012.

     The FLTA program is open to current English teachers or students in their final year in an institution of higher
     education studying to be an English teacher.

     This program allows Kyrgyz teachers of English (or students studying to be teachers) to gain teaching
     experience by teaching Kyrgyz language on U.S. university campuses up to 20 hours per week while taking two
     courses per semester. Fellows are also expected to interact with their host community in conversation groups
     and involved in extracurricular activities and community outreach projects. Upon completion of the program, the
     Fellows return home and teach English at the secondary and university level.

     The FLTA program is a nine-month, non-degree program that provides young teachers of English an opportunity
     to refine their teaching skills, increase their English language proficiency and extend their knowledge of the
     society and culture of the United States, while teaching Kyrgyz language to U.S. students. FLTA participants also
     interact with their host communities in conversation groups, extracurricular activities, and community outreach
     projects.

     FLTA teaching assistants are expected to teach their language/culture for up to 20 hours per week while taking
     two courses per semester. The grant is for one academic year and is non-renewable. The program is designed
     to have native language and cultural informants who are close in age to undergraduate students. Each institution
     assigns duties that will best meet the needs of their school's unique circumstances.
Participants will be recruited through a merit-based, open competition and chosen based upon their leadership
     potential, academic excellence, maturity, ability to teach Kyrgyz language classes, adjust successfully to life in
     the U.S., strong interest in engaging Americans, and potential to promote mutual understanding between the
     United States and Kyrgyzstan.

     Program Requirements:

         •    Applicants must be citizens or nationals of Kyrgyzstan or permanent residents qualified to hold a valid

         •    Be no younger than 21 and no older than 29 at the time of application;
         •    Applicants must have completed their undergraduate education and hold a degree equivalent to a U.S.

              experience is preferred;
         •    Applicants must be able to teach KYRGYZ in U.S. universities.
         •    It is required that applicants have a strong command of the English language. All candidates invited to
              the second round of the competition will be required to take the iBT-TOEFL exam; the Fulbright
              program will pay for the test for all candidates.
         •    Applicants must be creative and self-reliant team players, maintain excellent relationships with faculty,
              staff and students
         •    Strong preference will be given to applicants who have little or no prior experience in the U.S.

     Important: All grantees are expected to return to their home countries for at least two years at the conclusion of

     Candidates with U.S. citizenship or dual citizenship with the U.S. and another country cannot be included in this
     program.

     The Hubert H. Humphrey Fellowship Program brings accomplished mid-level professionals to the United
     States for a year of graduate-level non-degree academic coursework and professional development activities. By
     providing future leaders and policy makers with experience in U.S. society, culture, and professional fields, the
     program provides a basis for lasting, productive ties between Americans and their professional counterparts
     overseas.

     Fellowship fields: Fellowships are granted competitively to both public and private sector candidates with
     strong leadership potential and a commitment to public service in the fields of:

         •    individuals with less than five years of working experience prior to August 2013;
         •    recent university graduates;
         •    university teachers with no management or policy responsibilities, except for teachers of English as a
              foreign language and specialists in drug abuse prevention and treatment;
         •    individuals who have attended a graduate school in the U.S. for one academic year or more in the past
              seven years prior to August 2013;
         •    individuals with other recent U.S. experience (more then six months in the past five years prior to

4.   III МЕЖДУНАРОДНЫЙ СИМПОЗИУМ «ПЕРЕВОД И ЕГО БУДУЩЕЕ», 8-9 НОЯБРЯ 2012 Г.,
     КЫРГЫЗСКО-ТУРЕЦКИЙ УНИВЕРСИТЕТ «МАНАС», Г. БИШКЕК, КЫРГЫЗСТАН. ПОСЛЕДНИЙ СРОК
     ПРИЕМА ЗАЯВОК: 17 АВГУСТА 2012 Г.

     Организационный комитет Кыргызско-турецкого университета «Манас», приглашает Вас принять участие
     в III Международном симпозиуме «Перевод и его будущее», который состоится 8-9 ноября 2012 г.(г.
     Бишкек, Кыргызстан).

     Цель конференции:

     развитие научно-теоретической и научно-исследовательской деятельности в области переводоведения.

     Основные направления работы симпозиума:

         •    Роль перевода в развитии кыргызского языка;Актуальные                         проблемы   перевода    и
              переводоведения
         •    Перевод научно-технической и специальной литературы
         •    Проблемы переводческой практики
•   Проблемы профессиональной подготовки переводчиков
   •   Художественный перевод: история и современность
   •   Перевод в комплексе проблем межкультурной коммуникации
   •   Перевод в системе лингвистических и филологических наук

Участие в симпозиуме:

Аннотации докладов должны быть отправлены до 17 августа 2012 года, после чего будут рассмотрены
Научным комитетом, решение которого Оргкомитет симпозиума сообщит не позднее 7 сентября 2012
года.

Оформление аннотации доклада: 10 шрифт, 200 слов , 3-5 ключевых слов.

Аннотация дается на исконном и английском языках.

Докладчики смогут отправить свой доклад на web страницу симпозиума после предварительной
регистрации.

Принятые Научным комитетом полные тексты докладов, а также аннотации на исконном и английском
языках должны быть отправлены в соответствующий отдел по адресуtercumevegelecegi@manas.edu.kg

   •   Доклады, где библиография оформлена по другой системе, не будут опубликованы. Пояснения
       даются не в форме сносок, а в виде короткой системы заметок, иными словами (Özönder
       2000.68) .(Özönder2000.ss68-70)Özönder источники доклада должны быть представлены в
       алфавитном порядке.

   •   Доклады и итоги докладов должны быть подготовлены в формате: TimesNewRoman, 10 шрифт. В
       случае если оформление тезисов/докладов не соответствует вышеуказанным параметрам, то в
       последний срок сдачи доклада можно будет переделать его под форматы .doc, .docx, .rtf и
       только после этого он может быть передан в секретариат симпозиума в формате rtf копией в
       электронном виде.

1.   VACANCY: NATIONAL CONSULTANT ON COMMUNICATION STRATEGY, UNITED                                           NATIONS

     Terms of Reference for a National Consultant on Communication Strategy

     Background:

     The development of a new Communication Strategy for the Kyrgyzstan CO is an effort to promote the revised
     UNFPA strategic direction and position UNFPA as an innovative leader and catalyst for thoughts and actions in
     support of the Strategic Plan (2012-13), in accordance with the new Country Program Action Plan (2012-16).

     In order to transform UNFPA into a truly communicative organization and position it as a catalyst for thought and
     action in its key areas of work, three crucial imperatives were identified globally to focus the organizational
     strategy: messaging, communications systems and communications cultures.

     These changing dynamics urge for a major shift in the way of operation of UNFPA as well as provide a good
     opportunity for UNFPA Kyrgyzstan CO to work on its medium-term communication strategy for the next five
     years.

     Therefore, to effectively prioritize and strengthen the central role of communications in the internal and external
     advancement of UNFPA's vision/mission at country level, a national consultant will be hired to facilitate the
     development of the country communication strategic document.

     The following OBJECTIVES are envisaged within the consultancy:

         •    Review relevant UNFPA strategic documents (global UNFPA communication strategy, CPAP 2012-16,
              Midterm Review of UNFPA Strategic Plan 2008-13;
         •    Provide content, design and technical guidance for the new communication strategy in close
              consultation with the communication focal point and a subsequent agreement with CO program staff;
         •    Analyze the current situation through the facilitation of a SWOT analysis with CO staff at a retreat event;
         •    Provide guidance in structuring and drafting press-releases, feature stories, dispatches and key tips on
              working with media;
         •    Liaise with counterparts including national partners and the UN system in Kyrgyzstan to identify key
              areas for improving information exchange;
         •    Present the first draft of the strategy to the CO staff and facilitate a discussion on its content; prepare
              the final version of the communication strategy document.

     Key requirements for a consultant:

         •    Advanced university degree in journalism, communications, management information systems or
              related fields;
         •    Five years of relevant work experience in developing strategic communication documents;
         •    Outstanding research, writing and editing skills, with an ability to produce articles and news items;
         •    Experience and knowledge of both the technology and human factors behind social media tools such as
              Twitter, Facebook, YouTube, and Flicker;
         •    Proficiency in English required.
Expected outcome:

         •    Communication strategy is developed, agreed by and submitted to CO staff

2.   VACANCY: ELECTRICIAN, US EMBASSY, BISHKEK, KYRGYZSTAN. DEADLINE: JUNE 11, 2012.

     The U.S. Embassy in Bishkek is seeking an individual for the position of Electrician in the Maintenance Section.

     Basic function of position:

     Under the general supervision of the Maintenance Supervisor and day-to-day supervision of the Maintenance
     Foreman, the incumbent carries out electrical installation and repair work, work on security alarm systems in the
     Embassy chancery, adjacent buildings, warehouses, and all staff residences. Due to the nature of the post,
     incumbent may be called upon to provide general labor assistance.

     Qualifications required:

     All applicants must address each selection criterion detailed below with specific and comprehensive information
     supporting each item.

         •    Education: Completion of a vocational or technical school, and apprenticeship recognized as producing
              journeyman skills is required.

         •    Prior work experience: Two years of journeyman experience in the primary trade of expertise, as well as
              additional semi-skilled experience in other trade areas is required. Electrician certification, up to
              1000volts, issued by city of Bishkek, and annually updated is required.

         •    Language Proficiency: Level II (limited) English is required; Level III (good working knowledge) Russian
              is required.

         •    Job knowledge: Must have full journeyman knowledge of established trade practices and also be
              familiar with trade practices and procedures in secondary trades.

         •    Skills and abilities: Must be able to operate a variety of skilled hand and power tools. Possession of a
              local class B or better driver’s license is required. Must be able to operate a motor vehicle safely.

     Selection process:

     When fully qualified, U.S. Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference.
     Therefore, it is essential that the candidate specifically address the required qualifications above in the
     application.

     Additional selection criteria:

         •    Management will consider nepotism/conflict of interest, budget, and residency status in determining
              successful candidacy.
         •    Current employees serving a probationary period are not eligible to apply.
         •    Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or
              Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
         •    Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to
              apply for advertised positions within the first 90 calendar days of their employment.
         •    Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for
              advertised positions within the first 90 calendar days of their employment unless currently hired into a
              position with a When Actually Employed (WAE) work schedule.
         •    The candidate must be able to obtain and hold a local security clearance.

Appendix A

Definitions:

1. Eligible Family Member (EFM): An individual related to a U.S. Government employee in one of the following
ways:

     •    Spouse or same-sex domestic partner (as defined in 3 FAM 1610);
     •    Child, who is unmarried and under 21 years of age or, regardless of age, is incapable of self-support.
          The term shall include, in addition to natural offspring, stepchildren and adopted children and those
          under legal guardianship of the employee or the spouse when such children are expected to be under
          such legal guardianship until they reach 21 years of age and when dependent upon and normally
          residing with the guardian;
     •    Parent (including stepparents and legally adoptive parents) of the employee or of the spouse, when
          such parent is at least 51 percent dependent on the employee for support;
     •    Sister or brother (including stepsisters and stepbrothers, or adoptive sisters or brothers) of the
          employee, or of the spouse, when such sibling is at least 51 percent dependent on the employee for
          support, unmarried, and under 21 years of age, or regardless of age, incapable of self-support.

2. U.S. Citizen Eligible Family Member (USEFM): For purposes of receiving a preference in hiring for a qualified
position, an EFM who meets the following criteria:

     •    U.S. Citizen; and,
     •    EFM (see above) at least 18 years old; and,
     •    Listed on the travel orders of a direct-hire Foreign, Civil, or uniformed service member assigned to or
          stationed abroad with a USG agency that is under COM authority, or at an office of the American
          Institute in Taiwan; and either:

               1.   Resides at the sponsoring employee's or uniformed service member's post of assignment
                    abroad or at an office of the American Institute in Taiwan; or
2.   Resides at an Involuntary Separate Maintenance Allowance (ISMA) location authorized under
                  3 FAM 3232.2.

3. Appointment Eligible Family Member (AEFM): EFM (see above) eligible for a Family Member Appointment
for purposes of Mission employment:

    •    Is a U.S. citizen; and
    •    Spouse or same-sex domestic partner (as defined in 3 FAM 1610) or a child of the sponsoring
         employee who is unmarried and at least 18 years old; and
    •    Is listed on the travel orders or approved Form OF-126, Foreign Service Residence and Dependency
         Report, of a sponsoring employee, i.e., a direct-hire Foreign Service, Civil Service, or uniformed service
         member who is permanently assigned to or stationed abroad at a U.S. mission, or at an office of the
         American Institute in Taiwan (AIT), and who is under chief of mission authority; and
    •    Is residing at the sponsoring employee's post of assignment abroad or, as appropriate, office of the
         American Institute in Taiwan.
    •    Does not receive a Foreign Service or Civil Service annuity

4. Member of Household (MOH): An individual who accompanies a direct-hire Foreign, Civil, or uniformed
service member permanently assigned or stationed at a U.S. Foreign Service post or establishment abroad, or at
an office of the American Institute in Taiwan. An MOH is:

    •    Not an EFM; and,
    •    Not on the travel orders of the sponsoring employee; and,
    •    Has been officially declared by the sponsoring USG employee to the COM as part of his/her household.

A MOH is under COM authority and may include a parent, unmarried partner, other relative or adult child who
falls outside the Department’s current legal and statutory definition of family member. A MOH does not have to
be a U.S. Citizen.

4. Not Ordinarily Resident (NOR) – An individual who:

    •    Is not a citizen of the host country; and,
    •    Does not ordinarily reside (OR, see below) in the host country; and,
    •    Is not subject to host country employment and tax laws; and,
    •    Has a U.S. Social Security Number (SSN).

NOR employees are compensated under a GS or FS salary schedule, not under the LCP.

5. Ordinarily Resident (OR) – A Foreign National or U.S. citizen who:

    •    Is locally resident; and,
    •    Has legal, permanent resident status within the host country; and,
    •    Is subject to host country employment and tax laws.

EFMs without U.S. Social Security Numbers are also OR. All OR employees, including U.S. citizens, are
compensated in accordance with the Local Compensation Plan (LCP).

Appendix B

    •    If an applicant is submitting a resume or curriculum vitae, s/he must provide the following information
         equal to what is found on the UAE.
    •    Failure to do so will result in an incomplete application.
    •    Position Title
    •    Position Grade
    •    Vacancy Announcement Number (if known)
    •    Dates Available for Work
    •    First, Middle, & Last Names as well as any other names used
    •    Current Address, Day, Evening, and Cell phone numbers
    •    U.S. Citizenship Status (Yes or No) & status of permanent U.S. Resident (Yes or No; if yes, provide
         number)
    •    U.S. Social Security Number and/or Identification Number
    •    Eligibility to work in the country (Yes or No)
    •    Special Accommodations the Mission needs to provide (Yes or No; if yes,
    •    provide explanation)
    •    If applying for position that includes driving a U.S. Government vehicle,
    •    Driver’s License Class / Type
    •    Days available to work
    •    List any relatives or members of your household that work for the U.S.
    •    Government (include their Name, Relationship, & Agency, Position, Location)
•   U.S. Eligible Family Member and Veterans Hiring Preference
•   Education
•   License, Skills, Training, Membership, & Recognition
•   Language Skills
•   Work Experience
•   References

The State Department of the United States of America and the U.S. Embassy in Bishkek are pleased to announce the new competition for Fulbright Foreign Student Program in Central Asia for two-year master’s degrees beginning in academic year 2013-2014. The Fulbright Foreign Student Program enables graduate students, young professionals, and artists from abroad to research and study in the United States for one year or longer. The Fulbright Visiting Student Program is open to Kyrgyz university graduates in the arts, engineering, natural sciences, humanities and social sciences. Medicine is not eligible for a Fulbright award. Participants will be recruited through a merit-based, open competition and chosen based upon their leadership potential, academic excellence, maturity, ability to adjust successfully to life in the U.S., strong interest in engaging Americans, and potential to promote mutual understanding between the United States and Kyrgyzstan. Program Requirements: • Applicants must be citizens or nationals of Kyrgyzstan or permanent residents qualified to hold a valid passport issued by the nominating country.

Applicants must have completed their undergraduate education and hold a degree equivalent to a U.S. Bachelor's degree by the start of the grant period. • Applicants holding a Master degree from U.S. university are not eligible to apply for this program. • Applicants should have a sufficient level of English to enable them to successfully complete full-time graduate study in the U.S. with a recent paper-based TOEFL score of 550 or higher or equivalent test (i.e. internet-based TOEFL (IBT) or computer-based TOEFL (CBT)). • Strong preference will be given to applicants who have not had extensive recent experience in the U.S. • An applicant who is currently in the U.S. is ineligible for a grant. • In order to be eligible for the program, applicants must currently reside in their country of citizenship. • An applicant’s financial need or status should not be a factor in the selection process. Important: All grantees are expected to return to their home countries for at least two years at the conclusion of their grant in compliance with the J-visa requirements and to promote mutual understanding. Program Provisions: All grantees receive tuition, a monthly stipend for up to 24 months, supplemental health and accident benefits, a book and equipment allowance, travel support, and the opportunity to attend Fulbright enrichment activities. FULBRIGHT FOREIGN LANGUAGE TEACHING ASSISTANTSHIPS (FLTA), US EMBASSY, BISHKEK, KYRGYZSTAN. DEADLINE: 5:00 PM ON JULY 15, 2012. The FLTA program is open to current English teachers or students in their final year in an institution of higher education studying to be an English teacher. This program allows Kyrgyz teachers of English (or students studying to be teachers) to gain teaching experience by teaching Kyrgyz language on U.S. university campuses up to 20 hours per week while taking two courses per semester. Fellows are also expected to interact with their host community in conversation groups and involved in extracurricular activities and community outreach projects. Upon completion of the program, the Fellows return home and teach English at the secondary and university level. The FLTA program is a nine-month, non-degree program that provides young teachers of English an opportunity to refine their teaching skills, increase their English language proficiency and extend their knowledge of the society and culture of the United States, while teaching Kyrgyz language to U.S. students. FLTA participants also interact with their host communities in conversation groups, extracurricular activities, and community outreach projects. FLTA teaching assistants are expected to teach their language/culture for up to 20 hours per week while taking two courses per semester. The grant is for one academic year and is non-renewable. The program is designed to have native language and cultural informants who are close in age to undergraduate students. Each institution assigns duties that will best meet the needs of their school's unique circumstances.

All candidates invited to the second round of the competition will be required to take the iBT-TOEFL exam; the Fulbright program will pay for the test for all candidates. • Applicants must be creative and self-reliant team players, maintain excellent relationships with faculty, staff and students • Strong preference will be given to applicants who have little or no prior experience in the U.S. Important: All grantees are expected to return to their home countries for at least two years at the conclusion of their grant in compliance with the J-visa requirements and to promote mutual understanding. DEADLINE: JUNE 15, 2012 Terms of Reference for a National Consultant on Communication Strategy Background: The development of a new Communication Strategy for the Kyrgyzstan CO is an effort to promote the revised UNFPA strategic direction and position UNFPA as an innovative leader and catalyst for thoughts and actions in support of the Strategic Plan (2012-13), in accordance with the new Country Program Action Plan (2012-16). In order to transform UNFPA into a truly communicative organization and position it as a catalyst for thought and action in its key areas of work, three crucial imperatives were identified globally to focus the organizational strategy: messaging, communications systems and communications cultures. These changing dynamics urge for a major shift in the way of operation of UNFPA as well as provide a good opportunity for UNFPA Kyrgyzstan CO to work on its medium-term communication strategy for the next five years. Therefore, to effectively prioritize and strengthen the central role of communications in the internal and external advancement of UNFPA's vision/mission at country level, a national consultant will be hired to facilitate the development of the country communication strategic document. The following OBJECTIVES are envisaged within the consultancy: • Review relevant UNFPA strategic documents (global UNFPA communication strategy, CPAP 2012-16, Midterm Review of UNFPA Strategic Plan 2008-13; • Provide content, design and technical guidance for the new communication strategy in close consultation with the communication focal point and a subsequent agreement with CO program staff; • Analyze the current situation through the facilitation of a SWOT analysis with CO staff at a retreat event; • Provide guidance in structuring and drafting press-releases, feature stories, dispatches and key tips on working with media; • Liaise with counterparts including national partners and the UN system in Kyrgyzstan to identify key areas for improving information exchange; • Present the first draft of the strategy to the CO staff and facilitate a discussion on its content; prepare the final version of the communication strategy document. Key requirements for a consultant: • Advanced university degree in journalism, communications, management information systems or related fields; • Five years of relevant work experience in developing strategic communication documents; • Outstanding research, writing and editing skills, with an ability to produce articles and news items; • Experience and knowledge of both the technology and human factors behind social media tools such as Twitter, Facebook, YouTube, and Flicker; • Proficiency in English required.

Basic function of position: Under the general supervision of the Maintenance Supervisor and day-to-day supervision of the Maintenance Foreman, the incumbent carries out electrical installation and repair work, work on security alarm systems in the Embassy chancery, adjacent buildings, warehouses, and all staff residences.
