     КЫРГЫЗСТАНА И РЕГИОНАЛЬНОМ РАЗВИТИИ, ФОНД «СОРОС-КЫРГЫЗСТАН», ПРОГРАММЫ
     «ПОДДЕРЖКА СМИ»

     Фонд «Сорос-Кыргызстан» в рамках программы «Поддержка СМИ» объявляет конкурс среди СМИ
     Кыргызской Республики на издание тематических страниц в печатных изданиях, подготовку
     телевизионных или радио сюжетов о регионах Кыргызстана и региональном развитии.

     Для участия в конкурсе необходимо подать заявку с описанием модели и формата медиа материалов
     (предварительные сценарии телевизионных или радио передач, концепции тематических страниц в
     изданиях), указанием предыдущего опыта в издании сбалансированных материалов на тему
     регионального развития, а также механизмов по созданию устойчивости в освещении данной тематики.

     В проектах приветствуется освещение приграничных вопросов, развития культуры, образования,
     бизнеса, инфраструктуры в регионах, поддержки этнического мира и многообразия, проблем экологии.
     Проектные предложения должны быть составлены в соответствии с формой операционной заявки ФСК и
     представлены в печатном и электронном виде до 17.00, 15 февраля 2013 года с пометкой для
     программы «Поддержка СМИ». Формат заявки можно получить по ссылке:
     По итогам конкурса с победителями будут заключены договора на создание медиа-материалов на
     заданную тематику.

     В ходе отбора кандидатов предпочтение будет отдаваться региональным, этническим СМИ, а также
     СМИ, которые выходят на двух и более языках.
Процедуры приема и отбора проектных предложений:

     Заполненную заявку и сопроводительные документы организация-заявитель может:
        •   представить в офис ФСК либо прислать посредством почтовой пересылки, в запечатанном
            конверте с указанием названия проекта, на адрес: 720040, г. Бишкек, ул. Логвиненко 55-а, Фонд
            «Сорос-Кыргызстан», с пометкой для программы «Поддержка СМИ».

2.   GRANT AND TRAINING OPPORTUNITY: THE OPEN SOCIETY DOCUMENTARY PHOTOGRAPHY
     PROJECT, OPEN SOCIETY FOUNDATIONS, DEADLINE: MARCH 5, 2013

     The Open Society Documentary Photography Project announces a grant and training opportunity for
     documentary photographers from Central Asia, the South Caucasus, Afghanistan, Mongolia, and Pakistan.

     The grant is being offered to:

     Visually document issues of importance in the region; and provide training and support to photographers from
     the region.

     Approximately 10 cash stipends in the amount of $3,500 each will be awarded to photographers to produce a
     photo essay on a current human rights or social issue in the region. Grantees will participate in two master-level
     workshops on visual storytelling through photography and multimedia. These workshops are led by
     internationally-recognized photographers and industry professionals who will then provide ongoing mentorship
     and support throughout the six-month grant term.

     The Open Society Foundations will pay travel and hotel expenses and provide a per diem to cover meals and
     incidentals for the workshops.

     The deadline for proposals is March 5, 2013.

     Major Duties

     Under the general supervision of the USAID Representative or his/her designate, with guidance and support on
     technical issues from the regional USAID/CAR Economic Development Office (EDO), the incumbent performs a
     variety of independent complex research, reporting, activity monitoring, and analytical duties in support of
     USAID/Kyrgyz Republic (USAID/KR) economic development programs:
1)  Leads USAID/KR Economic Development (ED) Team and supervises two other Project Management
        Specialists on the team
    2) Serves as Contracting Officer Representative (COR) and/or Activity Manager for designated activities
        within economic development portfolio;
    3) Monitors and reports on designated activities to ensure the contractor or recipient executes the
        contract/grant/ cooperative agreement in accordance with its terms, the project is delivering the
        expected results and impact, and if not, proposes changes to achieve greater development impact;
    4) Serves as principal USAID liaison with designated project personnel;
    5) Conducts analysis of economic environment in Kyrgyz Republic and other Central Asian countries as
        required to inform policy and program decisions on development and management of the USAID/KR
        microfinance and economic policy support activities;
    6) Keeps supervisor, ED team, and USAID/KR Management apprised of important developments and their
        implications for the Mission programs in support of economic reform, agriculture, trade and investment,
        financial system restructuring, energy management and efficiency, and business development;
    7) Participates in strategic programming and budget discussions, provides analysis and input to inform
        policy and programming decisions;
    8) Participates in and/or leads new project and activity designs;
    9) Contributes substantively and in a timely manner to all annual and semi-annual report preparations,
        ensures that submissions are accurate and reflect well USAID/KR’s achievements and program
        challenges;
    10) Serves on cross-cutting teams as assigned, contributes ED expertise and knowledge to these teams
        and keeps EDO and the USAID/KR colleagues informed of developments on cross-cutting teams and
        tools/resources that the teams produce;
    11) Serves as principal liaison with the U.S. Embassy Bishkek, host government, and non-government
        counterparts on economic development program portfolio issues;
    12) Other duties as assigned.

Minimum Qualifications/Selection Criteria

Education, Skills and Experience (60%)

University degree in Business or Economics, or other related field (Master’s degree preferred). Minimum five
years of progressively responsible work experience managing, analyzing, coordinating, and guiding significant
analytical and project management efforts in the relevant field with an international development organization or
organization implementing development programs, preferably with USG. In-depth knowledge and understanding
of economic, political, social, cultural characteristics and development trends in the Kyrgyz Republic. Knowledge
of Kyrgyz Republic laws, policies and practices related to all sectors of economy including but not limited to
agriculture, trade and investment, financial system restructuring, energy management and efficiency. Knowledge
of project management tools and practices and advanced planning and programming skills. Familiarity with
USAID, or other donors’ development assistance programs. Exceptional organizational, analytical, and writing
skills and ability to present complex information in clear and concise manner. Sound professional judgment and
ability to prioritize in a multitask environment and produce quality products under tight deadlines and under
pressure. Proficient practical knowledge of computer applications (MS Office, Windows, Outlook, E-mail,
Internet). Good typing and word processing skills. Should be available and willing to travel throughout the Kyrgyz
Republic.

Teamwork/Interpersonal and Communication Skills (30%)

Excellent communications (written and oral) and interpersonal relations skills. Tact, diplomacy, flexibility and
ability to establish and maintain strong professional relations with government officials and colleagues at all
levels. Ability to work effectively independently and in a diverse team environment both as a leader and a
member of a team.

Language Skills (10%)

Fluent (Level IV) English and Russian. Good working knowledge (Level III) Kyrgyz is desired.

         •   Оказывать поддержку в завершении и продвижении Национальной стратегии по улучшению

         •   Оказывать поддержку профессиональным ассоциациям производителей обогащенной муки и
             йодированной соли в деятельности, связанной с обогащением продуктов питания.
         •   Участвовать в организации тренингов, семинаров, мероприятий, связанных с обогащением
             продуктов питания. • Обеспечивать связь между государственным сектором, производителями
             муки, соли, международными организациями и НПО, работающими в соответствующих областях.
         •   Участвовать в обсуждении реализации программы по реформированию здравоохранения «Ден
             Соолук.
         •   Оказывать поддержку в организации обсуждения по созданию и внедрению надзорной системы
             за врожденными пороками развития, связанными с микронутриентной недостаточностью.
         •   Оказывать помощь вовлеченным партнерам из государственного сектора по подготовке проектов
             приказов, отчетов и других документов, имеющих отношение к обогащению продуктов питания.
         •   Проведение мониторингов в программных регионах, а также встреч с заинтересованными
             сторонами в регионах. • Обеспечивать качество всех запланированных мероприятий.
         •   Готовить отчеты по результатам проделанной работы согласно поставленным срокам.

     Требования к кандидатам:

         •   Высшее образование в области медицины/здравоохранения, сельского хозяйства,
             общественного здравоохранения или других соответствующих областях;
         •   Опыт работы по разработке нормативных документов в области питания;
         •   Профессиональный опыт работы в области питания не менее 5 лет;
         •   Отличные аналитические навыки, способность синтезировать информацию и работать с
             хорошими результатами.
         •   Опыт работы в сфере питания.
         •   Способность к многозадачности и качественным результатам в короткие сроки
         •   Очень хорошие навыки по коммуникации, презентации, групповой работе и сотрудничеству,
             способность слушать и высказывать свое мнение, высокая трудовая этика;
         •   Отличное знание и понимание системы и структуры Здравоохранения, Правительства КР и
             Парламента КР.
         •   Отличное знание русского языка, знание кыргызского и английского языков является
             желательнымю
         •   Опыт работы с ЮНИСЕФ и другими организациями ООН является преимуществом.

     Terms of Reference

     Under the overall supervision of the FAO Representative to Kyrgyzstan, and overall technical supervision of the
     Chief, Animal Genetic Resources Branch, and Animal Production Officer at FAO Headquarters (AGAG); under
     the technical supervision of the technical officers from FAO-AGAG and FAO-SEC; and the operational
     supervision of the FAO Country Office in Kyrgyzstan, and in close collaboration with the NPC, and the NC Dairy
     Cattle Production, the National Consultant in data and project management will work closely with other project
     consultants in performing the following duties:

         •    Familiarize him/herself with the dairy cattle production, in the proposed project area;
         •    Maintain the data base which will be established by the IC genetics;
         •    Responsible for the timely monthly data entry;
         •    Work closely with the IC Genetics in sending monthly data to the IC;
         •    Prepare the timely reports based on the data from the PPRS;
         •    Participate in the training of the recorders;
         •    Facilitate the missions of the consultants
         •    Organize and participate in the various training activities of the project;
         •    Keep the inventory of the project equipment (expendable and non-expendable)
         •    Revise the provisional list of supplies and equipments and identify possible suppliers in close
              collaboration with the International Consultant
         •    Ensure the timely delivery of the project activities. Delay to be reported to the NPC and FAO-SEC
         •    Monitor involvement of female and male farmers and recorders in provided training;
         •    Prepare brief 4 monthly technical reports;
         •    Support the finalization and consolidation of the field documents/guidelines prepared by the project
              team into a detailed manual.

     General:

         •    Participate in project meetings and training activities when on assignment;
         •    Assist in other matters, as may be required, in relation to the project.

     Upon completion of each mission prepare and submit to the NPC and for FAO Kyrgyzstan clearance a report of
     activities (a hard copy and diskette in Word 6.0) with findings and recommendations for follow up activities.

     Background

     A graduate in agriculture or animal science with a minimum of ten year’s experience in livestock.
     good computer literacy, experience with relational database management system (RDBMS), knowledge of
     genetics and experience in project management is required.

     Terms of Reference

     Under the supervision of the Head of Zone office, undertakes day-to-day responsibility for organizing programme
     activities. Direct beneficiaries are the children, parents, local authorities and teaching staff of target municipalities
     in Batken, Jalalabad and Osh provinces. Apart from routine administrative tasks it is expected that an incumbent
     significantly contributes to formulating project strategic directions and sustainability aspects, strengthening
     collaboration and mobilizing partnerships among governmental structures, civil society, NGOs, and donor
     organizations in support of equity programme.

     The duties and responsibilities of the post include:

     1.   Performing all administrative/finance and logistics duties related to project implementation. Maintains, logs,
          files and updates records in prescribed format for subsequent use.
     2.   Supporting the preparation of TOR and appropriate documents, including relevant requisitions in
          VISION/SAP, for partnerships, services, supplies and printing and following through processing, completion
          of activity and final payment.
     3.   Support the financial oversight monitoring of the project at country and province level, including analysis of
          utilization and expenditure. Maintains liaison with the governmental, NGO partners, project consultants,
          maintains correspondence on the project implementation.
     4.   Organizing data and information, prepares and maintains records and drafts plans for the monitoring of
          project implementation. Assists in development of training materials, design of publications and facilitate
          printing.
     5.   Contributing to preparation of reports and project documents by providing information, developing tables and
          drafting relatively routine sections of reports. Participates in the project meeting and drafts minutes.
     6.   Participating in network, coordination, interagency, government and other meetings and prepare
          minutes/reports. Prepare background materials, briefing notes and presentations for meetings and
          workshops. As a programme assistant you may be required to carry out specific operational/control tasks for
          programme/project implementation.
     7.   Performing other duties, as required.

     Background

     The successful candidate shall have:

     •    University degree in management, education and relevant related disciplines (Psychology, Social Work,
          Sociology, Social Policy, Social Development, Anthropology and Economics);
     •    Three to five years of progressively responsible administrative work, preferably in international
          organizations. Experience in support of programme activities and in emergency response is an asset.
     •    English proficiency, knowledge of local languages of the duty station;
     •    Good judgment, initiative, high sense of responsibility, organization negotiating and analytical skills;
     •    Ability to work under time pressure and under strict deadlines;
     •    Ability to prioritize and organize work assignments;
     •    Ability to effectively communicate in written and oral form, including writing skills;
     •    Ability to adapt and perform efficiently in the constantly changing and potentially hostile external
          environment;
     •    A positive and pleasant disposition towards work responsibility;
     •    Research skills;
     •    Basic computer skills are essential.

Для участия в конкурсе необходимо подать заявку с описанием модели и формата медиа материалов (предварительные сценарии телевизионных или радио передач, концепции тематических страниц в изданиях), указанием предыдущего опыта в издании сбалансированных материалов на тему регионального развития, а также механизмов по созданию устойчивости в освещении данной тематики. В проектах приветствуется освещение приграничных вопросов, развития культуры, образования, бизнеса, инфраструктуры в регионах, поддержки этнического мира и многообразия, проблем экологии. Проектные предложения должны быть составлены в соответствии с формой операционной заявки ФСК и представлены в печатном и электронном виде до 17.00, 15 февраля 2013 года с пометкой для программы «Поддержка СМИ». GRANT AND TRAINING OPPORTUNITY: THE OPEN SOCIETY DOCUMENTARY PHOTOGRAPHY PROJECT, OPEN SOCIETY FOUNDATIONS, DEADLINE: MARCH 5, 2013 The Open Society Documentary Photography Project announces a grant and training opportunity for documentary photographers from Central Asia, the South Caucasus, Afghanistan, Mongolia, and Pakistan. The grant is being offered to: Visually document issues of importance in the region; and provide training and support to photographers from the region. Approximately 10 cash stipends in the amount of $3,500 each will be awarded to photographers to produce a photo essay on a current human rights or social issue in the region. Grantees will participate in two master-level workshops on visual storytelling through photography and multimedia. These workshops are led by internationally-recognized photographers and industry professionals who will then provide ongoing mentorship and support throughout the six-month grant term. Minimum Qualifications/Selection Criteria Education, Skills and Experience (60%) University degree in Business or Economics, or other related field (Master’s degree preferred). Minimum five years of progressively responsible work experience managing, analyzing, coordinating, and guiding significant analytical and project management efforts in the relevant field with an international development organization or organization implementing development programs, preferably with USG. In-depth knowledge and understanding of economic, political, social, cultural characteristics and development trends in the Kyrgyz Republic. Knowledge of Kyrgyz Republic laws, policies and practices related to all sectors of economy including but not limited to agriculture, trade and investment, financial system restructuring, energy management and efficiency. Knowledge of project management tools and practices and advanced planning and programming skills. Familiarity with USAID, or other donors’ development assistance programs. Exceptional organizational, analytical, and writing skills and ability to present complex information in clear and concise manner. Sound professional judgment and ability to prioritize in a multitask environment and produce quality products under tight deadlines and under pressure. Proficient practical knowledge of computer applications (MS Office, Windows, Outlook, E-mail, Internet). Good typing and word processing skills. Should be available and willing to travel throughout the Kyrgyz Republic. Teamwork/Interpersonal and Communication Skills (30%) Excellent communications (written and oral) and interpersonal relations skills. Tact, diplomacy, flexibility and ability to establish and maintain strong professional relations with government officials and colleagues at all levels. Ability to work effectively independently and in a diverse team environment both as a leader and a member of a team. Language Skills (10%) Fluent (Level IV) English and Russian.
