For the most part during the pandemic, Hawaii enjoyed one of the lowest infection and death
rates in the nation. In recent days, though, it reported record highs of more than 600 new virus
cases daily.
Hilton Raethel, president and CEO of the Healthcare Association of Hawaii, disputed any
notion that the rebound in tourism in Hawaii is largely to blame. “The tourists have been a
source for infection, but they've never been the predominant source of infection. There's
a lot more concern about people from Hawaii, residents who go to the South, go to
Vegas, to other places, and they come back and spread it.”

BREAKTHROUGH INFECTIONS – THE GAME CHANGER
Citing new evidence that vaccinated Americans with so-called breakthrough infections
can carry as much coronavirus as unvaccinated people do, the Centers for Disease Control
and Prevention last month urged residents of high-transmission areas to wear masks in public
indoor spaces, regardless of their vaccination status.
Breakthrough infections seemed to be vanishingly rare when previous versions of the
coronavirus dominated in the United States. But recent outbreaks suggest that the
numbers may be higher with the arrival of the Delta variant.

“BREAKTHROUGH CASES continue to be rare when compared to the number of cases
involving unvaccinated people. As of July 22, only .065% (less than 1%) of the fully
vaccinated people in Hawaii had tested positive for COVID-19. There had been 539
breakthrough cases among the 826,289 fully vaccinated people in Hawaii. This means
fewer than seven people per 10,000 fully vaccinated people have tested positive. That
compares to 299 infections per 10,000 people in the state (all people; vaccinated and
unvaccinated). The number of breakthrough cases will continue to increase as more fully

The latest figures from the CDC show an alarming rise in the number of counties that are
considered at high risk of COMMUNITY TRANSMISSION. On Monday [August 9, 2021],
2,361 counties in the United States were listed in the “high” tier, a stark increase from 457
counties in the same tier at the beginning of July. A look at the past five weeks shows just how
rapidly community transmission has increased across the country.
