2. Smart Transportation Planning
● Integrated land use and transportation at opportune time;
○ Population grew along the transportation system.
● A pragmatic, integrated, cost-effective, & efficient transport
system;
● The bus way system is under 2 agencies:
○ IPPUC for planning
○ URBS for delivery
3. IPPUC
● Institute for Urban Research and Planning (IPPUC)
● Monitor, implement, and update the Master Plan
● Reinforced zoning regulations and created the trinary road
system
● Held public debates between citizens and private sectors.
6. URBS
● Maintains the infrastructure and oversees the bus
companies
● Granted licenses and reimbursements to companies
according to number of miles traveled instead of number of
passengers carried
● Implemented to solve problem of destructive competition
among bus companies that was clogging the main roads
● Companies compete for more routes in general, instead of
with other buses for the most popular routes
8. BRT
● “It does NOT respect me,” “It is NOT a good use of my money.”
● The usage of the BRT system has decreased by 14 million rides in the past four years (4.3 %).
9. BRT: Other problems
http://www.circulandoporcuritiba.com.br/2009_07_01_archive.html
10. Inertia and Past Trend
● Loss of ability to innovate and develop alternative modes of transportation.
○ Monopoly of companies.

11. Social Problem: BR-116
● “It does NOT take me where/when I want to go!” (suburbs do not have good access to the center).

15. Bike-Friendly
Twelve Point Plan (Plano Cicloviário):
1. A cycling microgrid, with 19.5 km of roads linking different parts of the city. Deadline: 2014.

2014.
3. Bike Rental terminals and segregated bicycle parking. Deadline: 2016.
4. Upgrading existing bike lanes and bike-sharing facilities. Deadline: 2016.

unifying standards and procedures. Deadline: October 2013.

16. Future planning
● Develop a new Master Plan Center for Curitiba and its major centers,
neighborhoods for its traffic and transport of different model;
● Project Brazil Green Light;
● Produce and deliver 15,000 houses for the low-income population;
● Withdrawal of risk areas of population to the settlement of 10,000 lots;
● Easing red tape in the approval process of popular lots, setting deadlines
for approval;
● The Metro.
17. Metro
● Replacing the BRT;
● Span 22.4 km and 21 stations;
● The company that wins the
plan get paid after it’s first
customer;
● The concession period is 34
years, four for construction and
thirty for operation and
maintenance.
22. Issues with Metro
● 4.7 Billion Reais (US $2.5 billion) investment;
● Complexity and Political movement;
● RFP denial.
23. Needs: Innovation and Creativity
"You have to remember at the time all these ideas [BRT] were very
innovative, there is a logic of learning from best practices. You can have
solutions to problems that are proven to be effective, and this is prevalent in
many other disciplines. Those ideas travel around the world. Sometimes ideas
keep on traveling, even when they're outdated."
Editor's Notes
Describe the outcomes of planning and design in your city or region.
How successful has the city been in adhering to the broader themes and achieving the broader goals of
effective transportation and land use planning? (Jeff)
What is the basis on which you are judging success or
failure? (Lori)
What are their greatest successes? (Lori)
What are their greatest failings? (Juliana)
What do they still need to be
working on? (Ryan)

compared to other cities, curitiba was poor. Their transportation system attracted a lot of people and helped with the growth of the economy.
used by 85% of Curitiba's population (2.3 million passengers a day)
The city managers of Curitiba have learned that good systems and incentives are better than good plans.
Institute for Urban Research and Planning (IPPUC)
Red- Express routes ( main 5 structural routes)
Blue- Direct routes
Green - Inter-district
Orange- feeder routes
-the first 2 stories of the high rise buildings are dedicated to commercial and retail while the other stories can be residential or office space
For Jeff. It is just a suggestion… (Juliana) (I might keep it lol)
The advantage of such a system is that companies compete for more routes in general, instead of with other buses for the most popular routes.
Created parks instead of canals to reduce flooding and to make city more liveable with 51.5 square meters of green space per person
Green Exchange Program, waste problem especially with population increases in favelas, and trucks being unable to reach certain areas, could exchange for bus tokens and foodstuffs, about a 70% overall recycling rate
B100 Biodiesel Project in 2009, fuel produced entirely from soybeans, 6 first city buses operated in public transport on green line
Rua XV de Novembro, also known as Rua das Flores due to street gardens, tended by the children, is one of the major streets of Curitiba, has been a pedestrian-only street since 1972, when it was transformed over the course of 72 hours and kids painted on the street to ensure cars could not drive on it
Rua 24 Horas is a popular street with restaurants, shops, cafes, and more
$90 million investment to implement hundreds of kilometres of new bike roads in the capital by 2016, creation of designated routes for bikes on 7th Avenue, a major artery of the city centre, design of a ‘cycling microgrid’ in the Industrial City of Curitiba, to benefit workers who use the bicycle as a means of transport.
The Project Brazil Green light- the project aims to install the reader time and semaphore type (green or red) that will communicate, from 500 meters, with device on the bus, which calculates and informs the driver the best speed to reach the crossing with the light green in color. This will provide greater safety in driving average speed improvement, with consequent reduction of time of route and fuel consumption.

The project has an estimated investment of R$4.67 billion (US$1.96 billion).
Split between Federal government, Private companies, and loans.
PPP model presented by the City of Curitiba and approved by the federal government
A public–private partnership (PPP) is a government service or private business venture which is funded and operated through a partnership of government and one or more private sector companies.

2.2 Km of Elevated lines

The RFP (Request for proposal)
This was because they didn’t have an origin and destination research to see how many people would take this
They also didn’t state the rules and regulations well for the Public-Private relationship
The subway project in Curitiba was deemed "inconsistent" by the Audit Committee of Metro Project. After a decade and more than 11 million dollars spent on studies and planning
New studies have shown that fewer people will use the means of transport, contrasting estimates of ancient design.Another aspect was the revised budget for the construction methods. Despite misconceptions, according to city officials, the project will not change completely.
For Ryan: it can be used for the conclusion! (Juliana)
