EXECUTIVE SUMMARY:
Computer literacy involves learning how to access information and perform basic
operations on a computer. It can be understood in the same way that traditional literacy
applies to print media. However, because computers are much more advanced than
print media in terms of access, operation and overall use, computer literacy includes
many more types of cognitive and technical skills, from understanding text and visual
symbols, to turning devices on and off or accessing parts of an operating system
through menus.
There are many different specific skills involved in computer literacy. Higher level
skills like coding, HTML Web development and network administration are not usually
referred to as computer literacy. Some basic maintenance of a computer, or use of
products like the Microsoft Office suite, may fall into this category of knowledge.
Computer literacy courses may offer instruction on how to use Microsoft Office, how to
use an operating system and how to use an Internet browser. Those with higher level
skills, like programmers, are sometimes called power users.
To determine the factor affecting the programming skills as perceived by
grade 12 of mobile application web development students at STI College Tanay S.Y
2017-2018 first what is the profile of selected mobile application web development
students in terms of age, sex and section and the last is what are the factors affecting
the programming skills of mobile application web development students relation to
Physical, Logical Analysis, Financially and Language.

The researchers used descriptive method of research to know the factors
affecting the programming skills as perceived by Grade 12 mobile application web
development students at STI College Tanay S.Y 2017-2018.The setting of the study is
located at Barangay Tandang Kutyo Municipality of Tanay in the province of Rizal. The
respondents were the 80 selected Grade 12 of Mobile Application Web Development at
STI College Tanay, Rizal.
In terms of sex, there were more Male than Female, in terms of section, out of
100 percent all section are equal with 20 or 35 percent in terms of age. 18 years old had
the most number of the respondents.
Based on the findings of this study the researcher conducted that in terms of
age, eighteen (18) has the highest percentage and weighted mean of 46 or 57.5
percent. In terms of section, all of it has the same percentage and frequency with 20 or
25 percent. Most of the students in STI College Tanay choose the Familiarity and
language factor that greatly affects their programming skills.
Based on the findings of the following recommendation were given. The
students must improve their teamwork mentality in terms of doing programming. The
students must keep learning to enhance and be developed their programming skills.
The parent should guide, support and encouraged their child to improve their
programming skills. To the teachers, more activities and exercises must be considered
to enhance the ability and skills of the terms of programming. Replication of the study
using other variables and factor is recommended.

Chapter 1
BACKGROUND AND PURPOSE OF THE STUDY
Background of the Study
Computer programming (often shortened to programming) is a process that leads
from an original formulation of a computing problem to executable computer programs.
Programming involves activities such as analysis, developing understanding, generating
algorithms, verification of requirements of algorithms including their correctness and
resources consumption, and implementation (commonly referred to as coding of
algorithms in a target programming language. Source code is written in one or more
programming languages. The purpose of programming is to find a sequence of
instructions that will automate performing a specific task or solving a given problem. The
process of programming thus often requires expertise in many different subjects,
including knowledge of the application domain, specialized algorithms, and formal logic.
A programming language is a set of rules that provides a way of instructing the
computer what operations to perform.3
The purpose of the study is to investigate the factors affecting the programming
skills of mobile application web development. The researchers want the student to be

aware in their computer skills because most of them depend on computers. Computer is
the most widely used tool. That is why students must learn and be well-skilled, so that it
can be applied to their daily lives and future jobs. This study will help the teachers and
school to increase their teaching process when it comes to computer. The researchers
want to help the school to discover the possible skills they can share with the students.
In addition, the researchers want to know who between the male and female students
are computer skilled.
Every student has different factors affecting his/her programming skills toward
learning. It may be poor/good effective or not. Learning and knowing their skills in
computer is a self-activity involving the organization and integration of experiences by
means of intellect or will. In order to strive with the challenges of the changing society
the students must have the effective learning. Good learning and knowing the skills in
computer programming on the factor affecting them is the tool which must be acquired
and developed. Some of the skills of student are developed through their parent and
teachers, while some developed by them.
Theoretical Framework
The skills theory grew from the obvious flaw in the trait approach; traits are
relatively fixed. This means that trait theories are not particularly useful for developing
new leaders who laced those traits. Skills theorists sight to discover the skills and
abilities that made leaders effective. Similar to trait theory, skills theories are leader-
centric, and focus on what characteristics about leaders make them effective. The two

primary theories to develop from a skills approach were Katz’s three-skill approach and
Mumford’s skills model of leadership.
The three-skill approach argue that effective leadership required three skills:
technical, human, and conceptual skills. Technical skill refers to proficiency in a specific
activity or type of work. Human skill refers to being able to work with people and
conceptual skill refers to the ability to work with broad concepts and ideas. The three-
skill approach asserted that, while all skills were important for leaders, their level of
importance varies depending on the organizational level of leaders. As leaders move
through the levels of the organization (from lower to upper), skill importance moves from
technical to human to conceptual. More complex than the three-skill approach, the skills
model of leadership outlined five components of effective leadership: competencies,
individual attributes, leadership outcomes, career experiences, and environmental
influences. Effective leadership is dependent on how leader competencies are affected
by the leader’s attributes, experiences, and the environment.
Perhaps the most useful strength of skill theory is that it places effective
leadership performance on learned (and learnable) skills rather than on traits. In this
way, leadership is available to anyone. While it is not a trait approach outright, certain
innate abilities (motivation and cognitive ability, for example) are still included in the
model. Skills theories are also weak in their predictive ability, failing to explain how a
person’s competencies lead to effective leadership. Finally, the majority of data used to
construct the skills model was taken from the military, meaning its applicability to
general organizations is questionable.4

This study is guided by the researcher’s model on the next page Figure 1 shows
the conceptual model of Factors Affecting the Programming Skills as Perceived by
Grade 12 of Mobile Application Web Development students at STI College Tanay SY
2017-2018.
The first frame presents the input of the study which includes the profile of the
respondents in terms of age, gender, section and the factors affecting the students in
terms of Physical, Logical Analysis, Familiarity and Language.
The second frame presents the process of determining the Factors Affecting the

Assumption of the Study
The study was based on the following assumptions:
1. Male student of Mobile Application Web Development have the higher programming
skills than female.
2. When it comes to Physical, logical analysis, familiarity, and language factor male
student have a higher ability.
Scope and Limitation
The study aims to determine the factor affecting the programming skills of Grade
12 mobile application web development students at STI College Tanay. The researcher
selected the students who are capable of understanding the factors affecting the
programming skills.
The researcher made the questionnaire checklist as the primary method of
gathering the factors affecting the Programming Skills of the Students. The social
profiles of the student respondents were measured in terms of Name, Sex, Age, and
Section.
The respondents are the eighty selected Mobile Online Application Web
Development students. The researchers conducted this study exclusively for Grade 12
Senior high School MAWD students. The study conducted this year 2017- 2018.
Significance of the study

School. The outcome of this study will be the bases for the programs which will also
benefit the school in terms of elevating the quality of programming education of the
students through coding. The school will be highly implemented with new programs for
the students.
Administrator. The results of the study will be used as a basis for planning, designing
and implementing the programming skills of the students. Also administrations may use
the collected statistic or outcomes to emphasis the need for improvement of the
students in their programming skills.
Students. The output of this investigation would make the students aware and updated
on computer programming in terms of codes and language to improve the factors
affecting the programming skills of the students in terms of familiarity, logical analysis
and the performance of the students in creating programs. It enhances the skill of the
students. They will benefit from this study because they are the ultimate recipients of
the programming skills of the students provided by the researcher.
Future Researchers. The results of the study can be used as basis for other
researcher’s future references. It will give them an idea on what factors affecting the
programming skills of the students in terms of physical, logical analysis, familiarity and
language. They may include the other variables to deepen the study for the factors that
affect the programming skills of the study.
Parents. Continuous support to enhance the programming skills of the students will in a
better learning basis for their children.

According to Sheila Allan (2012), the positive impact of internet on
communication skills, is that the internet is very powerful tool in revolutionizing
Children’s learning, communication and play. If properly used, the internet can serve the
internet as a medium for acceptable social interaction. The internet allows the children
to socialize with other children through the use of emails, chat rooms and instant
messaging, increasing the development of communication and social skills. As children
use the internet to connect with places around the world and exchange mail it the

According to Ellison (2010, Reichman et al. 2011, Michener and Jones 2012)
Programming skills are critical for data preprocessing, allowing data to be combined,
queried, and summarized. These skills are particularly relevant when using data
collected by multiple researchers, which is becoming more frequent as we strive to
understand environmental phenomena across larger regions and over longer time
scales.6
It stated here that it is used in programming skills for critical collecting data. As well
as in our study, We wanted to know how this skill would help the students in STI
College Tanay for further knowledge and learning. Also, we wanted to help the teachers
and mentors on the possible ways to enhance the said skill.
According to Kartal Erdogan (2010) the effects of information and communication
technologies, which are rapidly improving and spreading in the current age, can be seen
in the field of training and education as well as in all other fields. Unlike previous
technologies, the internet, which is the concrete compound of those technologies,

provides users with the trio of audio, text and visual materials digitally and
simultaneously.7
This new learning environment which allows users to individually plan the learning
process according to their preferences, has been also effective in changing traditional
attitudes and habits related to reading. In this study, the authors first discussed the
condition of literature on the Internet considering the Internet-literature connection and
the features of reading Internet-based literary texts.
According to the IEA International computer and information literacy study
International Report (2013), which young people have developed computer and
information literacy (CIL) to support their capacity to participate in the digital age.
Computer based assessments of discipline, specific knowledge, understanding and
skills. In contrast ICILS international report aimed to measure student’s ability to use
computers to gather, manage and communicate information.8
In terms of adaptation of new technology in this developing age, this literature
shows the importance of computer in every students and how the students develop the

learning schools to assess the challenges on implementation. The results indicated that
ICT based learning the role of teachers were significantly changed from transferring of
knowledge into facilitating of learning, from a main source person to be a manager of
learning. Other challenge is also addressed to head teachers in encouraging teachers
to implement ICT based learning in order to improve students capability and skills.9

According to Lara P. Lina (2012), The Philippine is experiencing 75% mobile
penetration. One – fifth of its population can also be found online. That means more
than 24 million Filipinos are able to log in their Facebook, Twitter, Friendster, and Plunk
accounts regularly. The Filipino’s familiarity and mastery over the English language
could be the reason behind Philippine online popularity. Many Filipinos are active in
communicating in both SMS and internet. The researchers assumed that the websites
often visited by the users definitely have an impact in their lives particularly in the way
they communicate. The literature aimed to tell that most of the Filipino was living in
Social Media. This means that Filipinos are into use of social media.10
Computer nowadays is very rampant in this generation, mostly the millennials.
The people should be aware on how they use it for it has advantages and
disadvantages in their everyday life.

system and applied through the major applications of the data handling the television
network. The telecommunication will be navigated through the use of featured android
network system. The system will allows tracking the data interface of the system.11
This study focuses on programming and on the factors affecting the computer
skills of the students. We all know that someday this student will help our country with
the use of programming skills. Someday maybe they are the one who made the latest
version of our news resources.
According to Joseph Jackson (2010) the computer technology becomes a very
important aspect in human lives that is greatly relied upon. Nowadays personal
computers are made quite affordable and they are used for easy and fast way to access
information and solve problems in daily life. Life is a continuous information interchange
and technological progress helps accelerate this exchange. However, people are so
dependent on computers that they do not realize the impact it has on literacy. Computer
literacy is essential in our modern society but with great advantages of this skill come
disadvantages that can have a negative impact on the three basic skills such as
reading, writing and arithmetic.12
Technology makes access to information very simple which is why many people
turn to computers for news, books and others sources of information. A trip to a library
or a newspaper shop is a thing of the past since everything is available at your fingertips
in the comfort of your own home.

According to Matulac,Melvin R. (2012) Philippines faces a lot challenges, The
changes in curriculum, limited IT resources and spiraling changes and improvement
becomes overwhelming for administrators and teachers. Integrating technology in the
Phillipines Education has taken a lot of turns. Technology as used for the efficient
delivery of services like enrolling, grading, accounting and administration to enhance
their skills.13
The researchers related this study in terms of technology use with. To enhance the
programming skill, it needs a time to study and learn about computer. Developing the
computer skills will help the students in the future to become more improved computer
literate people.
According to Gurango J. (2017) proxor is an assessment tool developed by the
computer science department of Carnegie Mellon University. The set of examinations,
which could take as long as six hours to complete require examinees to, solves
problems by coding, debugging, and compiling in an IDFE environment.14
The researchers connect this study by means of solving a problem by coding and
debugging the program of the students related to their research.

Study of Philip, Oluwatolani and Oluuwaranti (2010), explains that the impact of
ICT diffusion in Nigeria has being evaluated as an Higher Educational institutions. They
found out the ICT is becoming a driving force for educational reforms and those ICT’s

because they are using it in a proper way. The importance of studying the impact of ICT
because of the positive affect that the computer might learn and discover in the right

The researcher conducted this study to prove that ICT gives them the good
impact in terms of their educational attainment. This study will help the mobile
application web development students that Computer Skills will give them the higher
attainment but the students need to know their limitation for them to succeed.
According to William Haworth (2016), everyone knows that a computer is a
machine which runs on logic; our reactions to them, however, often involve false
perceptions. The huge scale of the investment in hardware, software and support
services can lead to an assumption that there is an implicit value in using ICT so
computers have become ubiquitous in education over the past decade it should, be
used only when appropriate that is, when it simplifies, clarifies, or speeds up an activity
or a process, or allows us to do something useful and we could not achieve without it.16
Having been said, ICT is used widely for administration, research and teaching
and it is now part of skills academics and expected that it will be bring to their work it
has ceased to be optional. The good practice in the use of ICT is to support the
teaching and learning to on-going, levels of use of computer technology across the
sector, core ICT skills are now an established element of academic literacy.
As cited by (Ellison and Dennis 2010), Computer-intensive methods in statistics

generation where technology is rampant so our study wanted to know what are the skills
that students have for help them enhance it and live with it.

it is easy to a millennial or students to have learning or widen their knowledge about
programming skills.

parents and students now realize their significance in the quest for knowledge in this
age of information technology. It makes the teacher’s task easier while sustaining a high
level of interest among their students. Information and Communications Technology
(ICT) in the Philippines is a milestone in the educational system, it opens a wide variety
of opportunities both for teachers and students. Transferring of information, collecting of
data and researching are the multiple benefits that people can get from ICT, but still a
dream of many. Most public schools in the Philippines have no complete ICT facilities
and most teachers are not ICT literate which results in poor students and school
performance.21
This study shows that we, as researchers need to help those people who are not
that computer literate and the schools that lack of facilities.
According to Klee Anne (2016), explains that in order to solve related problems.
Computer technology is used in various ways to deliver and enhance health care. It is
therefore important to understand technology use patterns among underserved
populations such as persons with serious mental illnesses who often experience
inequitable care. Methods: A survey was administered to 210 veterans with serious
mental illnesses attending programs at a Department of Veterans Affairs community
care center, with data collected on demographics, psychiatric diagnoses, access, use,
and willingness to use cell phones, smart phones, Internet-based online social
networking, and computerized therapies. Descriptive and multivariable analyses were
conducted to determine utilization and interest in different technologies.22

Computer use, Internet, and cell phone technologies were observed among
veterans with serious mental illnesses compared to general population surveys. Socio-
demographic barriers likely impede access to technology among veterans with serious
mental illnesses. Providing financial resources and associated education and training to
veterans with serious mental illnesses could increase access to helpful technology-
based interventions in a population that traditionally experiences service gap.
As stated by Noel Sobejana (2015), educational technology (ET) is a learning
system adopting the methods, processes and product to serve identified educational
goals in an organization for its efficient implementation.23
E-learning in the field of education is the trend that is already adopted as an aid to
classroom delivery. In a certain research conducted in California, one of the negative
findings pertaining to the use of educational technology is the enduring difficulty about
technology and a lot of people thinking about technology first and then education later.
In the Philippines, E-learning has been gaining ground in the education section with a
big push from governmental efforts. The government institutions that supply education
service in the Philippines and in other countries give high recommendation to this e-
learning concept.
Gireesh Gupta (2010), believes that computer literacy is a fundamental part of
undergraduate curriculum today. Computer literacy is as basic to undergraduate
students as the course work in core curriculum in today's computer-centric information
age. The number of computers-in-use worldwide is growing, especially in the

global society. Employers prefer workers who are computer literate because they are

METHODOLOGY OF RESEARCH AND SOURCES OF DATA
This chapter presents the research design, setting of the study, sources of the
data and statistical treatment.
Research Design
In this study, the researchers used descriptive method of research to know the
factors affecting the programming skills as perceived by selected Grade 12 of mobile
application web development students at STI College Tanay S.Y. 2017-2018.
According to Yin (2008), descriptive research describes what is. It involves the
description, recording, analysis, and interpretation of the present nature, composition or
processes of phenomena. The focus is on prevailing conditions, or how a person, group
or thing behaves or functions in the present. It often involves some type of comparison
or contrast.25
The researchers used the descriptive method of research utilizing a
questionnaire-checklist in gathering data to know the factors affecting the programming
skills as perceived by selected Grade 12 of mobile application web development
students at STI College Tanay S.Y. 2017-2018. The researchers were able to find out
that this method is appropriate to the present study for it helped describe the gathered
data with careful analysis and to arrive at factual interpretation of the condition of the
data.

In the descriptive design, the study focuses at the present condition. The
purpose is to find new truth. The truth may have different forms such as increased
quantity of knowledge, a new generalization or a new “law”, an increased insight into
factors which are operating, the discovery of a new causal relationship, a more accurate
formulation of the problem to be solved, and many others.26
Setting of the Study
STI College Tanay is located at Barangay Tandang Kutyo municipality of Tanay in
the province of Rizal. It formerly known as System Technology Institute, is the largest
network of for-profit information technology based colleges in the Philippines. This
private college system offers a curriculum including business studies, computer science,
and education, engineering and health care. The acronym initializes after their name
changed in 2006.
In addition, STI College offers senior high school and offers academic tracks such
as General Academic Strand (GAS), Accountancy and Business Management (ABM),
Humanities and Social Science (HUMSS), Technical vocational, Computer and
communications technology, IT with mobile Apps & Web development digital arts,
Restaurant and Bar Operation, Tourism Operations, Hotel Operations and Culinary Arts.

2017-2018, the researchers used questionnaire-checklist to gather the needed

The said questionnaire was divided into two parts. The first part covers the profile
of respondents in terms of name (optional) age, gender and section. The second part is
composed of the profile of the respondents with respect to language, familiarity, logical
analysis and physical.
To determine the factors affecting the programming skills a 5 – point liker scale
was adopted.

Procedure of the Study
This study entitled factors affecting the programming skills as perceived by
selected Grade 12 of mobile application web development students at STI College
Tanay S.Y. 2017-2018 was approved by the research instructor as a requirement for the
subject in Inquiries, Investigation and Immersion. After the approval of the title, the
researchers made a plan on how to be able to work on Chapter 1. The researchers

browsed books from the library and searched from the internet for the information
related to the study. Revision of work was done in Chapter 1 and Chapter 2 were
developed and organized for the final output.
The researchers made a research on the places and possible respondents
included in the study. After the construction of Chapter one and two, the researchers
underwent colloquium. The next step was the validation of the research instrument.
With the approval of the appointment, the researchers with the help of their adviser
prepared the instrument in the form of questionnaire-checklist. When the instrument
was finished and ready, the researchers consulted for further suggestions,
recommendations, enhancements and validation of data. After the validation, the
questionnaires was administered and distributed to the respondents. The researchers
secured the data collected from the respondents from selected Grade12 students of STI
College Tanay.
Ensued next, the researchers managed their questionnaire-checklist among the
respected respondents, after a certain period of time, they will retrieve their instruments.
The researchers then did doing tallying, computation, tabulation, analyzation, and
interpretation from the gathered data’s that led to the consolidation of findings,
conclusions and recommendations.
The researchers organized the data and information for the final output. Then
they prepared for the final oral defense.
After the final defense, the researcher incorporated the corrections and

suggestions needed for editing. Next their adviser, the statistician, language critic and
chairman checked and finalized their manuscript for hardbound purposes.

  • 12. STI College SENIOR HIGH SCHOOL Tanay, Rizal 13 EXECUTIVE SUMMARY: Computer literacy involves learning how to access information and perform basic operations on a computer. It can be understood in the same way that traditional literacy applies to print media. However, because computers are much more advanced than print media in terms of access, operation and overall use, computer literacy includes many more types of cognitive and technical skills, from understanding text and visual symbols, to turning devices on and off or accessing parts of an operating system through menus. There are many different specific skills involved in computer literacy. Higher level skills like coding, HTML Web development and network administration are not usually referred to as computer literacy. Some basic maintenance of a computer, or use of products like the Microsoft Office suite, may fall into this category of knowledge. Computer literacy courses may offer instruction on how to use Microsoft Office, how to use an operating system and how to use an Internet browser. Those with higher level skills, like programmers, are sometimes called power users. To determine the factor affecting the programming skills as perceived by grade 12 of mobile application web development students at STI College Tanay S.Y 2017-2018 first what is the profile of selected mobile application web development students in terms of age, sex and section and the last is what are the factors affecting the programming skills of mobile application web development students relation to Physical, Logical Analysis, Financially and Language.

STI College SENIOR HIGH SCHOOL Tanay, Rizal 14 The researchers used descriptive method of research to know the factors affecting the programming skills as perceived by Grade 12 mobile application web development students at STI College Tanay S.Y 2017-2018.The setting of the study is located at Barangay Tandang Kutyo Municipality of Tanay in the province of Rizal. The respondents were the 80 selected Grade 12 of Mobile Application Web Development at STI College Tanay, Rizal. In terms of sex, there were more Male than Female, in terms of section, out of 100 percent all section are equal with 20 or 35 percent in terms of age. 18 years old had the most number of the respondents. Based on the findings of this study the researcher conducted that in terms of age, eighteen (18) has the highest percentage and weighted mean of 46 or 57.5 percent. In terms of section, all of it has the same percentage and frequency with 20 or 25 percent. Most of the students in STI College Tanay choose the Familiarity and language factor that greatly affects their programming skills. Based on the findings of the following recommendation were given. The students must improve their teamwork mentality in terms of doing programming. The students must keep learning to enhance and be developed their programming skills. The parent should guide, support and encouraged their child to improve their programming skills. To the teachers, more activities and exercises must be considered to enhance the ability and skills of the terms of programming. Replication of the study using other variables and factor is recommended.

STI College SENIOR HIGH SCHOOL Tanay, Rizal 28 Chapter 1 BACKGROUND AND PURPOSE OF THE STUDY Background of the Study Computer programming (often shortened to programming) is a process that leads from an original formulation of a computing problem to executable computer programs. Programming involves activities such as analysis, developing understanding, generating algorithms, verification of requirements of algorithms including their correctness and resources consumption, and implementation (commonly referred to as coding of algorithms in a target programming language. Source code is written in one or more programming languages. The purpose of programming is to find a sequence of instructions that will automate performing a specific task or solving a given problem. The process of programming thus often requires expertise in many different subjects, including knowledge of the application domain, specialized algorithms, and formal logic. A programming language is a set of rules that provides a way of instructing the computer what operations to perform.3 The purpose of the study is to investigate the factors affecting the programming skills of mobile application web development. The researchers want the student to be

The researchers want to help the school to discover the possible skills they can share with the students. In addition, the researchers want to know who between the male and female students are computer skilled. Every student has different factors affecting his/her programming skills toward learning. It may be poor/good effective or not. Learning and knowing their skills in computer is a self-activity involving the organization and integration of experiences by means of intellect or will. In order to strive with the challenges of the changing society the students must have the effective learning. Good learning and knowing the skills in computer programming on the factor affecting them is the tool which must be acquired and developed. Some of the skills of student are developed through their parent and teachers, while some developed by them. Theoretical Framework The skills theory grew from the obvious flaw in the trait approach; traits are relatively fixed. This means that trait theories are not particularly useful for developing new leaders who laced those traits. Skills theorists sight to discover the skills and abilities that made leaders effective. Similar to trait theory, skills theories are leader- centric, and focus on what characteristics about leaders make them effective. The two

The three-skill approach argue that effective leadership required three skills: technical, human, and conceptual skills. Technical skill refers to proficiency in a specific activity or type of work. Human skill refers to being able to work with people and conceptual skill refers to the ability to work with broad concepts and ideas. The three- skill approach asserted that, while all skills were important for leaders, their level of importance varies depending on the organizational level of leaders. As leaders move through the levels of the organization (from lower to upper), skill importance moves from technical to human to conceptual. More complex than the three-skill approach, the skills model of leadership outlined five components of effective leadership: competencies, individual attributes, leadership outcomes, career experiences, and environmental influences. Effective leadership is dependent on how leader competencies are affected by the leader’s attributes, experiences, and the environment. Perhaps the most useful strength of skill theory is that it places effective leadership performance on learned (and learnable) skills rather than on traits. In this way, leadership is available to anyone. While it is not a trait approach outright, certain innate abilities (motivation and cognitive ability, for example) are still included in the model. Skills theories are also weak in their predictive ability, failing to explain how a person’s competencies lead to effective leadership. Finally, the majority of data used to construct the skills model was taken from the military, meaning its applicability to general organizations is questionable.4

Most public schools in the Philippines have no complete ICT facilities and most teachers are not ICT literate which results in poor students and school performance.21 This study shows that we, as researchers need to help those people who are not that computer literate and the schools that lack of facilities. According to Klee Anne (2016), explains that in order to solve related problems. Computer technology is used in various ways to deliver and enhance health care. It is therefore important to understand technology use patterns among underserved populations such as persons with serious mental illnesses who often experience inequitable care. Methods: A survey was administered to 210 veterans with serious mental illnesses attending programs at a Department of Veterans Affairs community care center, with data collected on demographics, psychiatric diagnoses, access, use, and willingness to use cell phones, smart phones, Internet-based online social networking, and computerized therapies. Descriptive and multivariable analyses were conducted to determine utilization and interest in different technologies.22

As stated by Noel Sobejana (2015), educational technology (ET) is a learning system adopting the methods, processes and product to serve identified educational goals in an organization for its efficient implementation.23 E-learning in the field of education is the trend that is already adopted as an aid to classroom delivery. In a certain research conducted in California, one of the negative findings pertaining to the use of educational technology is the enduring difficulty about technology and a lot of people thinking about technology first and then education later. In the Philippines, E-learning has been gaining ground in the education section with a big push from governmental efforts. The government institutions that supply education service in the Philippines and in other countries give high recommendation to this e- learning concept. Gireesh Gupta (2010), believes that computer literacy is a fundamental part of undergraduate curriculum today. Computer literacy is as basic to undergraduate students as the course work in core curriculum in today's computer-centric information age. Research Design In this study, the researchers used descriptive method of research to know the factors affecting the programming skills as perceived by selected Grade 12 of mobile application web development students at STI College Tanay S.Y. 2017-2018. According to Yin (2008), descriptive research describes what is. It involves the description, recording, analysis, and interpretation of the present nature, composition or processes of phenomena. The focus is on prevailing conditions, or how a person, group or thing behaves or functions in the present. It often involves some type of comparison or contrast.25 The researchers used the descriptive method of research utilizing a questionnaire-checklist in gathering data to know the factors affecting the programming skills as perceived by selected Grade 12 of mobile application web development students at STI College Tanay S.Y. 2017-2018. The researchers were able to find out that this method is appropriate to the present study for it helped describe the gathered data with careful analysis and to arrive at factual interpretation of the condition of the data.

It formerly known as System Technology Institute, is the largest network of for-profit information technology based colleges in the Philippines. This private college system offers a curriculum including business studies, computer science, and education, engineering and health care. The acronym initializes after their name changed in 2006. After the approval of the title, the researchers made a plan on how to be able to work on Chapter 1. The researchers

Revision of work was done in Chapter 1 and Chapter 2 were developed and organized for the final output. The researchers made a research on the places and possible respondents included in the study. After the construction of Chapter one and two, the researchers underwent colloquium. The next step was the validation of the research instrument. With the approval of the appointment, the researchers with the help of their adviser prepared the instrument in the form of questionnaire-checklist. When the instrument was finished and ready, the researchers consulted for further suggestions, recommendations, enhancements and validation of data. After the validation, the questionnaires was administered and distributed to the respondents. The researchers secured the data collected from the respondents from selected Grade12 students of STI College Tanay. Ensued next, the researchers managed their questionnaire-checklist among the respected respondents, after a certain period of time, they will retrieve their instruments. The researchers then did doing tallying, computation, tabulation, analyzation, and interpretation from the gathered data’s that led to the consolidation of findings, conclusions and recommendations. The researchers organized the data and information for the final output. Then they prepared for the final oral defense. After the final defense, the researcher incorporated the corrections and
