This document discusses the concepts of heritage communities, usership, and openness as they relate to cultural heritage resources. It defines a heritage community as people who value and wish to sustain specific cultural heritage aspects for future generations. The document also discusses how usership challenges expert culture, spectatorship, and ownership regimes by allowing users to produce information and value. Finally, it discusses openness in cultural heritage resources through reduced barriers to access and reuse, open licensing, and healthy public domains that allow anyone to freely access, use, modify and share resources subject to maintaining openness and provenance.
