3. BACKGROUND
• April 12, 2021 Council selected WGI as winning
bidder to assist City with Lower Broadway
Improvement project
• Engineering design & project management services
• Multi-year project, divided contract into individual
fiscal budget years
• Work Authorization #1 approved in amount of
$85,000

4. BACKGROUND
• September 2021 – Lower Broadway project
paused by project manager, TxDOT
•Limited need to utilize WGI’s services
• August 2022 – Project resumes with changing
parameters
• Road to remain 6 lanes & in TxDOT ownership &
management
• Project timeline unknown, multiple years

5. BACKGROUND
• Work Authorization #2 continues WGI’s contribution to
engineering design & project management services
• Support in all aspects of the project
• Funds services through end of current fiscal year, Sept. 31,
2023
• Option to extend services past date

6. BACKGROUND
• Project will be spread out over several years and an SAP item
annually
• Fees will likely be paid out at different amounts dependent on
workload with some years higher and some lower
• Early phases fees likely higher due to extensive design work
and coordination with all other utility engineers and project
engineer of record

• Proposed amendment to agreement with WGI provides
protection should project pause again in the future
• City can terminate agreement immediately if future actions or
inactions by other governmental entities
• City can suspend contract immediately for any reason

• Austin Highway/ Lower Broadway Improvement Project
features:
• 6 lanes, widened to 11’
• ADA improvements
• Sidewalk/shared use path & bike accommodations
• Drainage & stormwater quality improvements
• Access management
• Mill/overlay of roadway
• Utility burial
*City to also improve aging water & sewer infrastructure concurrently

9. POLICY ANALYSIS
• Consistent with city practices to negotiate fees for
professional services
• Consistent with City’s interest to have professional
expertise to articulate & incorporate City priorities in
project
• City Attorney has reviewed and approved the
documents

10. FISCAL IMPACT
• Work Authorization #2 authorizes payment in amount not to
exceed $120,000.00 for design & project management
services for Lower Broadway project
• Phase projected through Sept. 30, 2023
• Amount budgeted in FY 2023 Budget
• Additional work authorizations will be forthcoming for other
phases of the project
