Proposed Appointment of Francisco (Frank)
Orta as the new director
City Charter Article 5, Section 9 – PW
director shall be appointed by the City
Manager with the approval of City Council
4. BACKGROUND
Mr. Orta currently serves as the Director of
Operations for COSA public works for the past 25
years and has over 60 employees under supervision
Is retiring from COSA effective March 31, 2024 and
has met all pre-employment requirements for the
position
If approved, employment to begin May 06, 2024
Started as a concrete finisher and rose through the
ranks to Director of Operations for PW
5. BACKGROUND
Mr. Orta has worked in multiple divisions of
PW to include streets, storm water, etc.
Mr. Orta has worked with elected officials
throughout San Antonio and with many
departments including Historic Preservation,
Land Development, Solid Waste, Traffic
Engineering and Emergency Operations
6. BACKGROUND
Mr. Orta is completing his Bachelors’ Degree
in History from Texas A&M University / San
Antonio, May 2024
7. COORDINATION
The Mayor and City Manager have reviewed
the proposed Agreement and the Mayor has
also been introduced to Mr. Orta
Retiring Director Pat Sullivan has also
endorsed Mr. Orta and Asst. City Mgr. Phil
Laney also worked with Mr. Orta at COSA
