• EU meeting in Gothenburg 14-16 June 2001 and the visit of US President George Bush..
• Protesters started vandalism of banks and shops
• Police were not well equipped, not trained in the same way and their radio equipment that was possible to scan.
• The police were to few so police officers from all around Sweden were sent to the scene (2500 all together).
• Concept with shields and cordons
• Police tried to disperse the violent crowd, not successful
• The protesters took stones from streets and other things and used it against the police. They also destroyed police vehicles and focused their
attacks on some certain police officers (like one of police officers who had a white horse. She was easily spotted and were attacked syncronized).
• A lot of police officers were wounded/injured (53) and demonstrators as well (90).
• A lot of buildings and properties was destroyed
• Police had to protect themselves – used their guns (Sig Sauer, 9mm) and one person was shoot in his back(but survived).
• 530 persons were arrested, 385 was taken care of by the police (not arrested but taken in to custody)
• After these riots there was a discussion about the way the police acted and their equipment. They agreed that this was not a good way to handle
situations like this, it was old fashioned and slow/ineffective and that a new national concept was needed.
• Sweden turned to Denmark and their Mobile Incident Concept, so 2005 some police officers were sent there to train and evaluate there MIK. It was
appreciated and in the autumn 2005 Sweden started to train officers from there 3 biggest cities in Special Police Tactics as it is called in Sweden.
• Since then Sweden has develop the method even further (together with Denmark) and introduced conflict reducing principles, dialogue police and
“red” police officers as they have been called.
• Sweden has now less wounded officers during riots, less injured protesters. The method is much more flexible and fast and thanks to this the
numbers of police officers deployed to a event has been reduced by about 50%
6. Consequenses
• Shots were fired. 11 protestors were wounded in
Denmark, 90 in Sweden (and 53 police officers)
• Years of different investigations and political
commissions
• No police officers were convicted in either
country.
It was considered: lawful, necessary and proportioned
“state of emergency”/self defense
• Result : change of PO tactics – change of
communication system

military tactics, the Danish National
police developed the “Mobile Tactical
Concept”

• Radio system – new digital radio communication system
• Equipment – good equipment (ongoing development of equipment)
• Dialogue – dialogue with police officers and spokespersons
• National concept– same organisation and can work toghether with out
problems
• Cases sent to court– much more
• No development – (ongoing development of the tactics + using science,
evaluation after each major Public Order event with the Gold, Silver
and Bronze Commanders and Chief of Staf)
