- Aims to modernize commercial agriculture production to reduce over capacity, while aiming to
turn 1 million hectares of marginal crop land into forest or grassland.
- In an effort to reduce air pollution, the Plan also aims to increase forest coverage to 23.0 %
over the next five years.
