Principal Accountabilities
Planning

2. Prepares and reviews contracting documents with regards to contract planning for outsourcing routine
engineering and utilities management contracts pertinent to Civil Engineering, sewage, pest control,
sanitation and cleaning operations.
3. Develops work programs for the routine engineering and utilities management contracts pertinent to
Civil Engineering, sewage, pest control, sanitation and cleaning operations.
4. Planning of comprehensive predictive, preventative and corrective strategy and program for all routine
engineering and utilities management contracts pertinent to Civil Engineering, sewage, pest control,
sanitation and cleaning operations.
5. Liaises with internal customers/asset holders within Dukhan Operations to determine requirements and
needs to be met by routine engineering and utilities management contracts pertinent to sewage, pest
control, sanitation and cleaning operations undertaken by the department.
6. Reviews Service Work Orders and Release Orders, prioritizes them as per requirement/urgency of the
preventive and corrective routine engineering and utilities management contracts pertinent to Civil

7. Conducts the risk assessment process for all routine engineering and utilities management contracts

Tendering Activities
1. Prepares and reviews all routine engineering and utilities management contracts documentation
pertinent to sewage, pest control, sanitation and cleaning operations for compliance with QP standards
and practices.
2. Prepares and reviews contract deliverables in accordance with QP standard and practices all the routine
engineering and utilities management contracts pertinent to Civil Engineering, sewage, pest control,
sanitation and cleaning operations.
3. 3. Carries-out Technical Bid Evaluation and involves in Mid-Tender/Clarification meeting with Contracts
Department and Contractors for all routine engineering and utilities management contracts pertinent to
sewage, pest control, sanitation and cleaning operations so as to ensure that the contractors are fully
conversant with the maintenance scope of works, schedule, quality and safety procedures.
4. Uploads the tender documents in SAP for all routine engineering and utilities management contracts
pertinent to Civil Engineering, sewage, pest control, sanitation and cleaning operations.
5. Reviews the tender documents compiled by the Contracts department so as to finalize the tender
documents.
6. Furnish relevant details to the Estimator for preparing Corporation estimates of new tenders for all
routine engineering and utilities management contracts pertinent to Civil Engineering, sewage, pest
control, sanitation and cleaning operations.
7. Technical evaluation of tender documents: Reviews the technical bids received from the bidders and
evaluate the submitted bids for their conformity to the tender requirements pertinent to Civil
Engineering, sewage, pest control, sanitation and cleaning operations.
8. Prepares bid clarification letters for onward submission to the Division Head.
9. Provides justifications for any price variations between the submitted bids and the Corporation
Estimates pertinent to all routine engineering and utilities management contracts pertinent to Civil
Engineering, sewage, pest control, sanitation and cleaning operations.
10. Upon award of the contract, reviews the draft contract documents prior to Contract signing and work
commencement.
11. Schedules the Kick off meeting of awarded routine engineering and utilities management contracts
pertinent to Civil Engineering, sewage, pest control, sanitation and cleaning operations.
Budgetary Control
1. Prepares the annual Operating Expenditure (OPEX) budget for all the routine engineering and utilities
management works pertinent to Civil Engineering, sewage, pest control, sanitation and cleaning
operations and forward to Senior Facilities Engineer for approval.
2. Reviews and endorses estimates of major and minor routine engineering and utilities management
works pertinent to Civil Engineering ,sewage, pest control, sanitation and cleaning operations and
ensures that the works are being carried out within the approved budget and approved release order
value. Reviews the Service Orders/ Release Orders for such works to be carried out by contractors.
3. Coordinates and reconciles budget requirements for the routine engineering and utilities management
works pertinent to Civil Engineering, sewage, pest control, sanitation and cleaning operations.
4. Reviews and controls expenditures through efficient management of Call-Off-Orders (COO's), Purchase
Requisitions (PR's), Reservations, as well as the Service Orders to ensure that they are within the
allocated budget and covered/charged under proper account code and cost centre.
5. Initiates Purchase Requisitions and ensures receipt of proper materials to requirement /as approved.
6. Prepares proper justifications of various major routine engineering and utilities management works
pertinent to Civil Engineering, sewage, pest control, sanitation and cleaning operations.
7. Receives, compiles and forwards the various modification work proposals from the asset holders and
user departments pertinent to Civil Engineering, sewage, pest control, sanitation and cleaning
4. operations and prepares the estimates for the requested works and forward to the Senior Facilities
Engineer for approval.
8. Reports on a weekly, monthly and yearly basis the value of work done against each Contract/Service
Order pertinent to the routine engineering and utilities management contracts pertinent to Civil
Engineering, sewage, pest control, sanitation and cleaning operations for inclusion in the respective
reports of the Division.
Organizing
1. Monitors and coaches team members and provide direction as appropriate.
2. Conducts and evaluates performance of the team members via staffs’ appraisal and provide positive and
corrective feedback to encourage performance improvement.
Control & Contracts Execution
1. Carries-out periodic site inspection for all the routine engineering and utilities management contracts
pertinent to Civil Engineering, sewage, pest control, sanitation and cleaning operations.
2. Prepares change orders, variations & claims and reports them to the Senior Facilities Engineer.
3. Prepares completion and acceptance reports. Follows up all outstanding contractual issues.
4. Functions as the approval authority for all Service Work Orders in Plant Maintenance Module in SAP
for all the works undertaken through routine engineering and utilities management contracts
pertinent to Civil Engineering, sewage, pest control, sanitation and cleaning operations.
5. Prepares Completion and Discharge Certificates for all the completed routine engineering and utilities
management contracts pertinent to Civil Engineering, sewage, pest control, sanitation and cleaning
operations.
6. Leads, coordinates, monitors and controls the teams of assigned Corporation and contracts personnel
engaged in works for the routine engineering and utilities management contracts pertinent to Civil
Engineering, sewage, pest control, sanitation and cleaning operations.
7. Ensures timely mobilisation and demobilisation of the routine engineering and utilities management
contractors pertinent to Civil Engineering, sewage, pest control, sanitation and cleaning operations.
8. Ensures that all works are progressing smoothly and on schedule by visiting sites
daily/periodically/intermittently as required and follow up with the contractor to speed up
works/increase efforts wherever necessary.
9. Reviews and inspects the contractors' progress statements for all routine engineering and utilities
management contracts pertinent to Civil Engineering, sewage, pest control, sanitation and cleaning
operations.
10. Certifies completion of works by periodically/intermittently inspecting the site as required and
prepares certificate of completion, payment invoices/vouchers, etc.
5. 11. Reviews and ensures that all the preventive and corrective maintenance works pertinent to sewage,
pest control, sanitation and cleaning operations are being carried out as per QP Standards and in
accordance with the provisions of the respective contracts.
12. Ensures compliance of site works with statutory and QP safety and environmental regulations.
13. Ensures to maintain industrial housekeeping at high level throughout work period.
14. Prepares contract close out reports of all completed routine engineering and utilities management
contracts pertinent to Civil Engineering ,sewage, pest control, sanitation and cleaning operations.
Health, Safety & Environment (HSE) Management
1. Participates in the investigation, reporting, follow-up and tracking of incidents that include non-
compliances, spills and releases by contractors.
2. Coordinates the risk-assessment process of all routine engineering and utilities management contracts
pertinent to Civil Engineering, sewage, pest control, sanitation and cleaning operations at appropriate
points for ongoing monitoring and updating by the subordinates.
3. Plans, leads, coordinates, monitors and controls the various preventive and corrective maintenance
works in a safe and efficient manner as per QP HSE regulations and according to contract safety plan for
all routine engineering and utilities management contracts pertinent to Civil Engineering, sewage, pest
control, sanitation and cleaning operations.
4. Ensures that all the personnel working under routine engineering and utilities management contracts
pertinent to Civil Engineering, sewage, pest control, sanitation and cleaning operations are adhering the
site safety procedures and the works are being carried out in a safe manner and with minimum
environmental impact and the health and hygiene of all the personnel are protected.
5. Takes all the corrective and preventive actions to mitigate occurrence of any fatal accidents, motor
vehicle incidents and to reduce Lost Time Work Cases for all the activities undertaken.
6. Chairs/ attends Division’s monthly safety meeting.
Permits to Work System
1. Carries out the various functions of Dukhan Fields Permit to Work Systems in the capacity of Permit
Applicant/Controller/Authority as required for all the facilities as received from different departments
such as On-Shore Engineering (ED), Technical Coordinator (Civil Infrastructure) TCC (D), Field Support
(FSD) and Al Aqaria housing and commercial projects.
2. Acts as the focal point for registering all the work permits signed off by the division, prepares and
updates periodic reports of all the work permits.
3. Carries out frequent site inspections of various construction sites for which the permits has been signed
and ensures that the works are being carried out in accordance with the conditions stipulated in the
respective work permits.
4. Daily signing off/authorizing of work permits and other forms/applications for various facilities
management works as required and as received from different departments such as On-Shore
Engineering (ED), Technical Coordinator (Civil Infrastructure) TCC(D), Field Support (FSD) and Al Aqaria
housing and commercial projects
5. Actively participates in the daily tool box talks of various ongoing facilities and infrastructure projects
pertinent to Civil Engineering, sewage, pest control, sanitation and cleaning operations.
6. 6. Carries out site inspection to ensure that the site is handed over as per QP requirements after the
completion of respective projects.
Reporting
1. Reviews and endorses reports and carries out presentations for management in respect to the budget,
planning and contracts being handled pertinent to routine engineering and utilities management
contracts pertinent to Civil Engineering, sewage, pest control, sanitation and cleaning operations.
2. Reports on daily, weekly, monthly and yearly basis of the various routine engineering and utilities
management contracts progress pertinent to Civil Engineering, sewage, pest control, sanitation and
cleaning operations and the value of work done against each Contract/Service Order for inclusion in the
respective reports of the Division.
Quality Control
1. Implements and ensures that the various activities of routine engineering and utilities management
contracts pertinent to Civil Engineering, sewage, pest control, sanitation and cleaning operations are
being carried out in accordance with QP IMS procedures.
2. Ensures the Section’s adherence to all applicable QP policies and Procedures and provides feedback
when areas for improvement are identified.
3. Reviews the Quality Control and Quality Assurance Plans submitted by the contractors and ensures that
they are conforming to QP IMS Policy and Procedures.
4. Carries out periodic review of Contractor’s QA/QC procedures and corrects any deviations, if found.
5. Oversees and evaluates for quality and standards of all works carried out by the routine engineering and
utilities management contracts pertinent to Civil Engineering, sewage, pest control, sanitation and
cleaning operations.
6. Implements QP Project Management Standard and Practices in all routine engineering and utilities
